    Rewards at the top: the European Union

    Book synopsis: Anyone observing the recent scandals in the United Kingdom could not fail to understand the political importance of the rewards of high public office. The British experience has been extreme but by no means unique, and many countries have experienced political over the pay and perquisites of public officials. This book addresses an important element of public governance, and does so in longitudinal and comparative manner. The approach enables the contributors to make a number of key statements not only about the development of political systems but also about the differences among those systems. It provides a unique and systematic investigation of both formal and informal rewards for working in high-level positions in the public sector, and seeks to determine the impacts of the choices of reward structures. Covering 14 countries and drawing on a wide range of data sources, this work will be of great interest to students and scholars of comparative public administration, international politics and government

    Quantum Tunneling, Blackbody Spectrum and Non-Logarithmic Entropy Correction for Lovelock Black Holes

    We show, using the tunneling method, that Lovelock black holes Hawking radiate with a perfect blackbody spectrum. This is a new result. Within the semiclassical (WKB) approximation the temperature of the spectrum is given by the semiclassical Hawking temperature. Beyond the semiclassical approximation the thermal nature of the spectrum does not change but the temperature undergoes some higher order corrections. This is true for both black hole (event) and cosmological horizons. Using the first law of thermodynamics the black hole entropy is calculated. Specifically the DD-dimensional static, chargeless black hole solutions which are spherically symmetric and asymptotically flat, AdS or dS are considered. The interesting property of these black holes is that their semiclassical entropy does not obey the Bekenstein-Hawking area law. It is found that the leading correction to the semiclassical entropy for these black holes is not logarithmic and next to leading correction is also not inverse of horizon area. This is in contrast to the black holes in Einstein gravity. The modified result is due to the presence of Gauss-Bonnet term in the Lovelock Lagrangian. For the limit where the coupling constant of the Gauss-Bonnet term vanishes one recovers the known correctional terms as expected in Einstein gravity. Finally we relate the coefficient of the leading (non-logarithmic) correction with the trace anomaly of the stress tensor.Comment: minor modifications, two new references added, LaTeX, JHEP style, 34 pages, no figures, to appear in JHE

    Power, norms and institutional change in the European Union: the protection of the free movement of goods

    How do institutions of the European Union change? Using an institutionalist approach, this article highlights the interplay between power, cognitive limits, and the normative order that underpins institutional settings and assesses their impact upon the process of institutional change. Empirical evidence from recent attempts to reinforce the protection of the free movement of goods in the EU suggests that, under conditions of uncertainty, actors with ambiguous preferences assess attempts at institutional change on the basis of the historically defined normative order which holds a given institutional structure together. Hence, path dependent and incremental change occurs even when more ambitious and functionally superior proposals are on offer

    Case Report: Precision Medicine Target Revealed by In Vitro Modeling of Relapsed, Refractory Acute Lymphoblastic Leukemia From a Child With Neurofibromatosis

    Children with neurofibromatosis have a higher risk of developing juvenile myelomonocytic leukemia and acute myeloid leukemia, but rarely develop B-cell acute lymphoblastic leukemia (B-ALL). Through in-vitro modeling, a novel NF1 p.L2467 frameshift (fs) mutation identified in a relapsed/refractory Ph-like B-ALL patient with neurofibromatosis demonstrated cytokine independence and increased RAS signaling, indicative of leukemic transformation. Furthermore, these cells were sensitive to the MEK inhibitors trametinib and mirdametinib. Bi-allelic NF1 loss of function may be a contributing factor to relapse and with sensitivity to MEK inhibitors, suggests a novel precision medicine target in the setting of neurofibromatosis patients with B-ALL.Susan L.     Land use change from C3 grassland to C4 <em>Miscanthus</em>: effects on soil carbon content and estimated mitigation benefit after six years

    To date, most Miscanthus trials and commercial fields have been planted on arable land. Energy crops will need to be grown more on lower grade lands unsuitable for arable crops. Grasslands represent a major land resource for energy crops. In grasslands, where soil organic carbon (SOC) levels can be high, there have been concerns that the carbon mitigation benefits of bioenergy from Miscanthus could be offset by losses in SOC associated with land use change. At a site in Wales (UK), we quantified the relatively short-term impacts (6 years) of four novel Miscanthus hybrids and Miscanthus × giganteus on SOC in improved grassland. After 6 years, using stable carbon isotope ratios (13C/12C), the amount of Miscanthus derived C (C4) in total SOC was considerable (ca. 12%) and positively correlated to belowground biomass of different hybrids. Nevertheless, significant changes in SOC stocks (0–30 cm) were not detected as C4 Miscanthus carbon replaced the initial C3 grassland carbon; however, initial SOC decreased more in the presence of higher belowground biomass. We ascribed this apparently contradictory result to the rhizosphere priming effect triggered by easily available C sources. Observed changes in SOC partitioning were modelled using the RothC soil carbon turnover model and projected for 20 years showing that there is no significant change in SOC throughout the anticipated life of a Miscanthus crop. We interpret our observations to mean that the new labile C from Miscanthus has replaced the labile C from the grassland and, therefore, planting Miscanthus causes an insignificant change in soil organic carbon. The overall C mitigation benefit is therefore not decreased by depletion of soil C and is due to substitution of fossil fuel by the aboveground biomass, in this instance 73–108 Mg C ha−1 for the lowest and highest yielding hybrids, respectively, after 6 years

    Evaluation of a model for induction of periodontal disease in dogs

    There are several methods for inducing periodontal disease in animal models, being the bone defect one of the most reported. This study aimed to evaluate this model, through clinical, radiographic, tomographic and histological analyzes, thus providing standardized data for future regenerative works. Twelve dogs were subjected to the induction protocol. In a first surgical procedure, a mucoperiosteal flap was made on the buccal aspect of the right third and fourth premolars and a defect was produced exposing the furcation and mesial and distal roots, with dimensions: 5mm coronoapical, 5mm mesiodistal, and 3mm buccolingual. Periodontal ligament and cementum were curetted and the defect was filled with molding polyester, which was removed after 21 days on new surgical procedure. Clinical and radiographic examinations were performed after the two surgeries and before the collection of parts for dental tomography and histological analysis. All animals showed grade II furcation exposure in both teeth. Clinical attachment level increased after induction. Defect size did not change for coronoapical and buccolingual measurements, while mesiodistal size was significantly higher than at the time of defect production. Radiographic analysis showed decreased radiopacity and discontinuity of lamina dura in every tooth in the furcation area. The horizontal progression of the disease was evident in micro-computed tomography and defect content in the histological analysis. Therefore, it is concluded that this method promotes the induction of periodontal disease in dogs in a standardized way, thus being a good model for future work
