Materials interactions between the thermoelectric converter and the 5kwe reactor system
The integration of a compact thermoelectric converter with a 5-kwe reactor system is described. Material interaction uncertainties study is also presented. This includes degradation of the required austenitic - refractory metal transition joint during operation at high temperatures; loss of corrosion resistance; embrittlement by the presence of hydrogen; and loss of design margin by transport of interstitial elements. Analysis and limited experimental evidence indicate that these potential materials interactions can be adequately controlled. Group 5-2 refractory metals can be utilized without unacceptable adverse effect on system reliability
Prospek Pengembangan Kapasitas Anak yang Berhadapan dengan Hukum di Lembaga Pembinaan Khusus Anak Kelas II Jayapura Propinsi Papua
Abstrak: Penelitian ini membahas pengembangan kapasitas dan potensi anak yang berhadapan dengan hukum saat dibina di Lembaga Pembinaan Khusus Anak (LPKA) Kelas II Jayapura. Prospek pengembangan kapasitas dan potensi anak yang berhadapan dengan hukum tersebut juga dikaitkan dengan keberadaan sistem sumber yang ada di lembaga pembinaan tersebut. Lembaga pembinaan yang didirikan di tahun 2017 ini berlokasi di Distrik Abepura dengan menggunakan sebagian fasilitas dari Lapas (Lembaga Pemasyarakatan) Kelas II Abepura. Total informan pada penelitian ini adalah dua belas orang dengan enam orang informan diantaranya adalah anak yang berhadapan dengan hukum. Pengumpulan data dilakukan selama bulan Agustus hingga pertengahan September 2019. Dinyatakan bahwa hasil temuan pertama dalam penelitian ini adalah anak yang berhadapan dengan hukum yang menggunakan sumber kegiatan pembinaan di LPKA Kelas II Jayapura untuk pencapaian cita-citanya adalah melalui kegiatan PBB (Pasukan Baris Berbaris), keterampilan membuat gelang dan cincin, bermain bola dan bulutangkis, bingkai foto dari koran, ibadah, serta fasilitas Taman Bacaan. Hasil temuan kedua dalam penelitian ini menyatakan bahwa sistem sumber di dalam  LPKA Kelas II Jayapura yang disediakan adalah melalui unsur kelembagaan LPKA dan juga kegiatan pembinaannya. Terdapat prospek yang besar untuk menggunakan sistem sumber secara kelembagaan di masa mendatang karena anak yang berhadapan dengan hukum di LPKA ini masih berfokus pada penggunaan sistem sumber kegiatan pembinaan.

Hybridizing the institutional logics of performance improvement and budgetary stewardship in English and Welsh local government
This article introduces and applies a three-stage process to show how advocates of the conflicting institutional logics of budgetary stewardship and performance improvement in English and Welsh local authorities created a hybrid logic. Drawing on interviews with officers in 25 councils, it demonstrates how cooperative working environments meant that hybridization proceeded largely 'peacefully', in contrast to previous studies of more competitive contexts that found it occurs on a 'battlefield'. We argue that the nature of conflict within the hybridization process, along with the power dynamics between representatives of different logics, shapes the nature and sustainability of the resulting hybrid

A comparative review of financial sustainability, accountability and transparency of local public service bodies in England under austerity
A gap exists in understanding the role of accountability (including audit and performance management) and transparency arrangements for different local public service bodies in the context of austerity. To address the gap the National Audit Office (NAO) is developing an evaluative framework to inform its value for money work on the financial sustainability of local public service bodies in England. To support this work, this comparative report looks at the interaction between accountability and transparency arrangements and austerity for local public services in England including local government, fire and rescue, police, and healthcare. The report found considerable variations in current arrangements and as a result considerable scope for potential improvements
Magnetically controlled current flow in coupled-dot arrays
Quantum transport through an open periodic array of up to five dots is
investigated in the presence of a magnetic field. The device spectrum exhibits
clear features of the band structure of the corresponding one-dimensional
artificial crystal which evolves with varying field. A significant magnetically
controlled current flow is induced with changes up to many orders of magnitude
depending on temperature and material parameters. Our results put forward a
simple design for measuring with current technology the magnetic subband
formation of quasi one-dimensional Bloch electrons.Comment: 9 pages, 5 figure
Equity of Inpatient Health Care in Rural Tanzania:\ud A Population- and Facility-Based Survey
To explore the equity of utilization of inpatient health care at rural Tanzanian health centers through the use of a short wealth questionnaire.Methods: Patients admitted to four rural health centers in the Kigoma Region of Tanzania from May 2008 to May 2009 were surveyed about their illness, asset ownership and demographics. Principal component analysis was used to compare the wealth of the inpatients to the wealth of the region’s general population, using data from a previous population-based survey. Among inpatients, 15.3% were characterized as the most poor, 19.6% were characterized as very poor, 16.5% were characterized as poor, 18.9% were characterized as less poor, and 29.7% were characterized as the least poor. The wealth distribution of all inpatients (p < 0.0001), obstetric inpatients (p < 0.0001), other inpatients (p < 0.0001), and fee-exempt inpatients (p < 0.001) were significantly different than the wealth distribution in the community population, with poorer patients underrepresented among inpatients. The wealth distribution of pediatric inpatients (p = 0.2242) did not significantly differ from the population at large. The findings indicated that while current Tanzanian health financing policies may have improved access to health care for children under five, additional policies are needed to further close the equity gap, especially for obstetric inpatients.\u
Third edge for a graphene nanoribbon: A tight-binding model calculation
The electronic and transport properties of an extended linear defect embedded
in a zigzag nanoribbon of realistic width are studied, within a tight binding
model approach. Our results suggest that such defect profoundly modify the
properties of the nanoribbon, introducing new conductance quantization values
and modifying the conductance quantization thresholds. The linear defect along
the nanoribbon behaves as an effective third edge of the system, which shows a
metallic behavior, giving rise to new conduction pathways that could be used in
