Serving Many Masters: Public Accountability in Private Policy Implementation

The final version is available from Wiley via the DOI in this record.In recent decades, the introduction of market principles has transformed public service delivery into a hybrid. However, little is known about how these changes are reflected in the attitudes of private implementing agents: The hybridization literature neglects individuals, and street-level bureaucracy research has disregarded hybridization. This article extends Hupe and Hill's (2007) accountability regimes framework to introduce the market as an additional accountability regime alongside state, profession, and society. Using a configurational approach, the article explores how public and private food safety inspectors in Switzerland perceive the multiple norms for behavior stemming from their environment. Results suggest that the plural accountabilities of for-profit street-level bureaucrats can increase the dilemmas involved in their work. Under certain circumstances, for-profit street-level bureaucrats have particular difficulties reconciling rule pressure with market incentives and client demands. The extended accountability regimes framework fruitfully captures such dilemmas and helps identify suitable governance responses
Strong Coupling Corrections to the Ginzburg-Landau Theory of Superfluid ^{3}He
In the Ginzburg-Landau theory of superfluid He, the free energy is
expressed as an expansion of invariants of a complex order parameter. Strong
coupling effects, which increase with increasing pressure, are embodied in the
set of coefficients of these order parameter invariants\cite{Leg75,Thu87}.
Experiments can be used to determine four independent combinations of the
coefficients of the five fourth order invariants. This leaves the
phenomenological description of the thermodynamics near incomplete.
Theoretical understanding of these coefficients is also quite limited. We
analyze our measurements of the magnetic susceptibility and the NMR frequency
shift in the -phase which refine the four experimental inputs to the
phenomenological theory. We propose a model based on existing experiments,
combined with calculations by Sauls and Serene\cite{Sau81} of the pressure
dependence of these coefficients, in order to determine all five fourth order
terms. This model leads us to a better understanding of the thermodynamics of
superfluid He in its various states. We discuss the surface tension of
bulk superfluid He and predictions for novel states of the superfluid
such as those that are stabilized by elastic scattering of quasiparticles from

An evolving network model with community structure
Many social and biological networks consist of communitiesâgroups of nodes within which connections are dense, but between which connections are sparser. Recently, there has been considerable interest in designing algorithms for detecting community structures in real-world complex networks. In this paper, we propose an evolving network model which exhibits community structure. The network model is based on the inner-community preferential attachment and inter-community preferential attachment mechanisms. The degree distributions of this network model are analysed based on a mean-field method. Theoretical results and numerical simulations indicate that this network model has community structure and scale-free properties
Co-ordination of local policies for urban development and public transportation in four Swiss cities
The present article aims at assessing the possibility for urban areas to coordinate local policies of urban development and public transportation and at explaining the differences in this achievement between urban regions. In order to do so, the study draws support from two empirical sources: a historical analysis of the "mass-production" generated by the public service sectors in the field of transport and urban development in the cities of Basel, Bern, Geneva, and Lausanne since 1950, and a series of six case studies in these four cities. The study identifies factors located both at context level regarding morphological and geographical conditions as well as institutional settings and case-specific idiosyncrasies regarding organizational structure, past policy decisions, as well as vocational cultures that determine the possibility for urban areas to meet the need for policy coordination

Sources of carbonaceous aerosols and deposited black carbon in the Arctic in winter-spring: implications for radiative forcing
We use a global chemical transport model (GEOS-Chem CTM) to interpret observations of black carbon (BC) and organic aerosol (OA) from the NASA ARCTAS aircraft campaign over the North American Arctic in April 2008, as well as longer-term records in surface air and in snow (2007â2009). BC emission inventories for North America, Europe, and Asia in the model are tested by comparison with surface air observations over these source regions. Russian open fires were the dominant source of OA in the Arctic troposphere during ARCTAS but we find that BC was of prevailingly anthropogenic (fossil fuel and biofuel) origin, particularly in surface air. This source attribution is confirmed by correlation of BC and OA with acetonitrile and sulfate in the model and in the observations. Asian emissions are the main anthropogenic source of BC in the free troposphere but European, Russian and North American sources are also important in surface air. Russian anthropogenic emissions appear to dominate the source of BC in Arctic surface air in winter. Model simulations for 2007â2009 (to account for interannual variability of fires) show much higher BC snow content in the Eurasian than the North American Arctic, consistent with the limited observations. We find that anthropogenic sources contribute 90% of BC deposited to Arctic snow in January-March and 60% in AprilâMay 2007â2009. The mean decrease in Arctic snow albedo from BC deposition is estimated to be 0.6% in spring, resulting in a regional surface radiative forcing consistent with previous estimates.Earth and Planetary SciencesEngineering and Applied Science

Unintentional high density p-type modulation doping of a GaAs/AlAs core-multi-shell nanowire
Achieving significant doping in GaAs/AlAs core/shell nanowires (NWs) is of
considerable technological importance but remains a challenge due to the
amphoteric behavior of the dopant atoms. Here we show that placing a narrow
GaAs quantum well in the AlAs shell effectively getters residual carbon
acceptors leading to an \emph{unintentional} p-type doping. Magneto-optical
studies of such a GaAs/AlAs core multi-shell NW reveal quantum confined
emission. Theoretical calculations of NW electronic structure confirm quantum
confinement of carriers at the core/shell interface due to the presence of
ionized carbon acceptors in the 1~nm GaAs layer in the shell.
Micro-photoluminescence in high magnetic field shows a clear signature of
avoided crossings of the Landau level emission line with the Landau
level TO phonon replica. The coupling is caused by the resonant hole-phonon
interaction, which points to a large 2D hole density in the structure.Comment: just published in Nano Letters

A simple coronary CT angiography-based jeopardy score for the identification of extensive coronary artery disease: Validation against invasive coronary angiography
PURPOSE
The invasive British Cardiovascular Intervention Society Jeopardy Score (iBCIS-JS) is a simple angiographic scoring system, enabling quantification of the extent of jeopardized myocardium related to clinically significant coronary artery disease (CAD). The purpose of this study was to develop and validate the coronary CT angiography-based BCIS-JS (CT-BCIS-JS) against the iBCIS-JS in patients with suspected or stable CAD.
MATERIALS AND METHODS
Patients who underwent coronary CT angiography followed by invasive coronary angiography, within 90 days were retrospectively included. CT-BCIS-JS and iBCIS-JS were calculated, with a score â„ 6 indicating extensive CAD. Correlation between the CT-BCIS-JS and iBCIS-JS was searched for using Spearman's coefficient, and agreement with weighted Kappa (Îș) analyses.
RESULTS
A total of 122 patients were included. There were 102 men and 20 women with a median age of 62 years (Q1, Q3: 54, 68; age range: 19-83 years). No differences in median CT-BCIS-JS (4; Q1, Q3: 0, 8) and median iBCIS-JS (4; Q1, Q3: 0, 8) were found (P = 0.18). Extensive CAD was identified in 53 (43.4%) and 52 (42.6%) patients using CT-BCIS-JS and iBCIS-JS, respectively (P = 0.88). CT-based and iBCIS-JS showed excellent correlation (r = 0.98; P < 0.001) and almost perfect agreement (Îș = 0.93; 95% confidence interval: 0.90-0.97). Agreement for identification of an iBCIS-JS â„ 6 was almost perfect (Îș = 0.94; 95 % confidence interval: 0.87-0.99).
CONCLUSION
The CT-BCIS-JS represents a feasible, and accurate method for quantification of CAD, with capabilities not different from those of iBCIS-JS. It enables simple, non-invasive identification of patients with anatomically extensive CAD
Late Paleocene-middle Eocene benthic foraminifera on a Pacific seamount (Allison Guyot, ODP Site 865): Greenhouse climate and superimposed hyperthermal events
We investigated the response of late Paleocene-middle Eocene (~60-37.5 Ma) benthic foraminiferal assemblages to long-term climate change and hyperthermal events including the Paleocene-Eocene Thermal Maximum (PETM) at Ocean Drilling Program (ODP) Site 865 on Allison Guyot, a seamount in the Mid-Pacific Mountains. Seamounts are isolated deep-sea environments where enhanced current systems interrupt bentho-pelagic coupling, and fossil assemblages from such settings have been little evaluated. Assemblages at Site 865 are diverse and dominated by cylindrical calcareous taxa with complex apertures, an extinct group which probably lived infaunally. Dominance of an infaunal morphogroup is unexpected in a highly oligotrophic setting, but these forms may have been shallow infaunal suspension feeders, which were ecologically successful on the current-swept seamount. The magnitude of the PETM extinction at Site 865 was similar to other sites globally, but lower diversity postextinction faunas at this location were affected by ocean acidification as well as changes in current regime, which might have led to increased nutrient supply through trophic focusing. A minor hyperthermal saw less severe effects of changes in current regime, with no evidence for carbonate dissolution. Although the relative abundance of infaunal benthic foraminifera has been used as a proxy for surface productivity through bentho-pelagic coupling, we argue that this proxy can be used only in the absence of changes in carbonate saturation and current-driven biophysical linking
