La transposición de la directiva de servicios en las entidades locales

Se exponen en este artículo las principales repercusiones sobre los entes locales de la transposición de la Directiva 123/2006, del Parlamento Europeo y del Consejo, relativa a los Servicios en el Mercado Interior. Tanto las principales reformas normativas aprobadas por el Estado (Leyes de Libre Acceso, Ómnibus y Comercio) como las modificaciones pendientes de las ordenanzas locales son objeto de análisis, pero igualmente se pone de manifiesto la incidencia sobre la organización de la Administración municipal y sus procedimientos del cambio de cultura administrativa que plantea la norma europeaThis essay puts forth the main impacts of the Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market on local governments. Our focus is on the analysis of the most important national statutory reforms (Acts on Free Access, omnibus and trade) and the future reform of municipal by-laws needed for the implementation of the European norm. Sexual harassment among peers and adolescent dating violence

El presente estudio ha analizado la presencia de violencia sexual entre compañeros y en las parejas adolescentes y jóvenes. Específicamente se han estudiado las diferencias por sexo, edad y estadio de la relación sentimental tanto en violencia sexual entre iguales como en las parejas, en una muestra de 490 adolescentes (55,7% chicos, 44,3% chicas, edad media 16.08 años). Los resultados descriptivos mostraron la misma incidencia de violencia sexual entre iguales y en las parejas. Respecto al sexo, los chicos presentaron mayor implicación como agresores de sus iguales y de sus parejas, pero no se encontraron diferencias con relación a los índices de victimización. Se encontró un efecto importante del estadio de la relación: la violencia sexual entre iguales fue más frecuente entre los que se encontraban en “relaciones casuales” y “grupos mixtos” mientras que la violencia sexual entre parejas fue más frecuente entre los que se encontraban en “relaciones serias”. Para la edad, solo se encontraron diferencias en la violencia sexual entre parejas, siendo que los chicos y chicas más mayores resultaron más implicados que los más pequeños.This paper presents a study about peer and dating sexual harassment among adolescents. Specifically, differences by sex, age and the developmental stage of the romantic relationships were analyzed in both, peer and dating sexual harassment in a sample of 490 adolescents (55,7% boys and 44,3% girls, mean age 16.08). Descriptive data showed that the presence of peer and dating sexual harassment was similar. Boys were more perpetrators in both, peer and dating contexts but no differences by sex were found for victimization indexes. An important effect of the developmental-stage of the relationships was found: peer sexual harassment were more frequent in “casual” and “mixed gender” stage whereas dating sexual harassment was more frequent in “serious relationship”. For age, just differences in dating sexual harassment were found: older adolescents were more involved than younger ones

Interstitial Lung Diseases in Developing Countries

More than 100 different conditions are grouped under the term interstitial lung disease (ILD). A diagnosis of an ILD primarily relies on a combination of clinical, radiological, and pathological criteria, which should be evaluated by a multidisciplinary team of specialists. Multiple factors, such as environmental and occupational exposures, infections, drugs, radiation, and genetic predisposition have been implicated in the pathogenesis of these conditions. Asbestosis and other pneumoconiosis, hypersensitivity pneumonitis (HP), chronic beryllium disease, and smoking-related ILD are specifically linked to inhalational exposure of environmental agents. The recent Global Burden of Disease Study reported that ILD rank 40th in relation to global years of life lost in 2013, which represents an increase of 86% compared to 1990. Idiopathic pulmonary fibrosis (IPF) is the prototype of fibrotic ILD. A recent study from the United States reported that the incidence and prevalence of IPF are 14.6 per 100,000 person-years and 58.7 per 100,000 persons, respectively. These data suggests that, in large populated areas such as Brazil, Russia, India, and China (the BRIC region), there may be approximately 2 million people living with IPF. However, studies from South America found much lower rates (0.4-1.2 cases per 100,000 per year). Limited access to high-resolution computed tomography and spirometry or to multidisciplinary teams for accurate diagnosis and optimal treatment are common challenges to the management of ILD in developing countries

LARGE DISCREPANCIES BETWEEN AGRICULTURAL OUTLOOK PREDICTIONS AND REAL TRENDS: IGNORANCE OR UNCERTAINTY?

N° ISBN - 978-2-7380-1284-5International audienceAgricultural international policies still base their decision-making process on tools that consider the agri-food system rather stable or, at most, as facing uncertainty conditions. Used tools to support international agricultural policies include future projections of agricultural prices and production– e.g. Agricultural Outlook projections-, which are designed for scenarios where we face risk or uncertainty. However, comparisons between predictions and reality indicate that these approaches are limited. Given the relevance of agricultural international policies for the life of millions and the impact on the environment, including initiatives linked to global environmental change, the framework used to develop such policies has to be clearly defined. We argue that ignorance could be a more appropriate framework in which to base international agricultural policies. This implies that the element of surprise shall be considered as an intrinsic, rather than exceptional, component of the system, and other principles should be introduced

Migracions a Catalunya : cinc dècades de canvis i continuïtats

En aquest apartat s'analitzen tant l'evolució en la intensitat de les migracions - immigració i emigració- com els patrons espacials de les migracions internes i externes a Catalunya al llarg del període 1964-2013. Les fonts d'informació han estat principalment les dades de l'Estadística de variacions residencials de l'INE. Aquest període s'ha caracteritzat per l'arribada d'un nombre important d'immigrants - especialment durant la dècada anterior a 1975 i entre els anys 2000 i 2008- alhora que per una variació substancial dels seus llocs de procedència. S'ha assistit a una ampliació territorial en l'origen dels fluxos d'arribada a Catalunya: d'un predomini dels fluxos procedents de la resta d'Espanya s'ha passat a una major importància de la immigració procedent de la resta del món. En aquest apartat remetem al funcionament del sistema català de reproducció com a component essencial per entendre aquests cicles migratoris.En este capítulo se analizan tanto la evolución en la intensidad de las migraciones - inmigración y emigración- como los patrones espaciales de las migraciones internas y externas en Cataluña a lo largo del período 1964-2013. La información proviene principalmente de la Estadística de variaciones residenciales del INE. Este periodo se ha caracterizado por la llegada de un número importante de inmigrantes - especialmente durante la década anterior a 1975 y entre los años 2000 y 2008- a la vez que por una variación sustancial de sus lugares de procedencia. Se ha asistido a una ampliación territorial en el origen de los flujos de llegada a Cataluña: de un predominio de los flujos procedentes del resto de España se ha pasado a una mayor importancia de la inmigración procedente del resto del mundo. En este apartado remitimos al funcionamiento del sistema catalán de reproducción como componente esencial para entender estos ciclos migratorios.This chapter analyses both the evolution in the intensity of migration - emigration and immigration- and the spatial patterns of internal and external migration in Catalonia during the period 1964-2013. The source of information has been mainly data of the Residential Variation Statistics (INE). During this period a large number of immigrants has come to Catalonia - especially during the decade before 1975 and between 2000 and 2008-, but we can see a substantial variation in the origin of this migrants. We can appreciate a territorial expansion in the origin of the flows arriving to Catalonia: from predominant flows of the rest of Spain to greater importance of immigration from the rest of the world. In this section we refer to the Catalan Reproduction System as essential in-formation to understand this migratory cycle.Ce chapitre analyse l'évolution de l'intensité des migrations - immigration et émigration- et la structure territoriale des flux internes et des flux externes en Catalogne pendant la période 1964 2013. Les sources d'information ont été principalement les données des Variations Statistiques Résidentielles de l'INE. Cette période a été marquée par l'arrivée d'un grand nombre d'immigrants - surtout au cours de la décennie 1965-1975 et entre 2000 et 2008- et aussi par une variation importante de leurs origines. On a assisté à une expansion territoriale de l'origine des migrants arrivant en Catalogne: d'une prédominance des flux provenant du reste de l'Espagne à une plus grande importance de l'immigration du reste du monde.
