    Mishap risk control and response guidelines for advanced composites and advanced aerospace materials

    Advanced composites and advanced aerospace materials (AC/AAMs) provide important design, performance, and functionality benefits over other materials options for a variety of ever-increasing applications. In their cured or final design state, these materials are generally considered safe, inert, and biologically benign. However, when damaged by fire, explosion, or high-energy impact, these materials can present unique hazards and concerns. In order to mitigate the potential environmental, safety, and health risks and hazards associated with these events, timely and appropriate mishap response procedures are crucial. Unfortunately, due to the diversity of materials, the complexity of mishap dynamics, and the wide range of response elements involved, current and synergistic mishap response guidance is limited. This is particularly true for mishaps that occur within a controlled or confined space environment. This thesis consolidates the current research and operational experience in this area in order to develop a coordinated, factual, and multidisciplinary source of information and operational guidance for responding to mishaps involving these materials

    BACKGROUND: Broad patterns of HIV epidemiology are frequently used to design generic HIV programs in sub-Saharan Africa. METHODS: We reviewed the epidemiology of HIV among young people in sub-Saharan Africa, and explored the unique dynamics of infection in its different regions. RESULTS: In 2009, HIV prevalence among youth in sub-Saharan Africa was an estimated 1.4% in males and 3.4% in females, but these values mask wide variation at regional and national levels. Within countries there are further major differences in HIV prevalence, such as by sex, urban/rural location, economic status, education, or ethnic group. Within this highly nuanced context, HIV prevention programs targeting youth must consider both where new infections are occurring and where they are coming from. CONCLUSIONS: Given the epidemiology, one-size-fits-all HIV prevention programs are usually inappropriate at regional and national levels. Consideration of local context and risk associated with life transitions, such as leaving school or getting married, is imperative to successful programming for young people

    Commercialization is Required for Sustainable Space Exploration and Development

    The U.S. Space Exploration policy outlines an exciting new direction in space for human and robotic exploration and development beyond low Earth orbit. Pressed by this new visionary guidance, human civilization will be able to methodically build capabilities to move off Earth and into the solar system in a step-by-step manner, gradually increasing the capability for humans to stay longer in space and move further away from Earth. The new plans call for an implementation that would create an affordable and sustainable program in order to span over generations of explorers, each new generation pushing back the boundaries and building on the foundations laid by the earlier. To create a sustainable program it is important to enable and encourage the development of a selfsupporting commercial space industry leveraging both traditional and non-traditional segments of the industrial base. Governments will not be able to open the space frontier on their own because their goals change over relatively short timescales and because the large costs associated with human spaceflight cannot be sustained. A strong space development industrial sector is needed that can one day support the needs of commercial space enterprises as well as provide capabilities that the National Aeronautics and Space Administration (NASA) and other national space agencies can buy to achieve their exploration goals. This new industrial space sector will someday provide fundamental capabilities like communications, power, logistics, and even cargo and human space transportation, just as commercial companies are able to provide these services on Earth today. To help develop and bolster this new space industrial sector, NASA and other national space agencies can enable and facilitate it in many ways, including reducing risk by developing important technologies necessary for commercialization of space, and as a paying customer, partner, or anchor tenant. This transition from all or mostly government developed and operated facilities and services to commercial supplied facilities and services should be considered from the very earliest stages of planning. This paper will first discuss the importance of space commercialization to fulfilling national goals and the associated policy and strategic objectives that will enable space exploration and development. Then the paper will offer insights into how government can provide leadership to promote the nascent commercial space industry. In addition, the paper describes programs and policies already in place at NASA and offers five important principles government can use to strengthen space industry

    Flagellar membrane association via interaction with lipid rafts

    The eukaryotic flagellar membrane has a distinct composition from other domains of the plasmalemma. Our work shows that the specialized composition of the trypanosome flagellar membrane reflects increased concentrations of sterols and saturated fatty acids, correlating with direct observation of high liquid order by laurdan fluorescence microscopy. These findings indicate that the trypanosome flagellar membrane possesses high concentrations of lipid rafts: discrete regions of lateral heterogeneity in plasma membranes that serve to sequester and organize specialized protein complexes. Consistent with this, a dually acylated Ca(2+) sensor that is concentrated in the flagellum is found in detergent-resistant membranes and mislocalizes if the lipid rafts are disrupted. Detergent-extracted cells have discrete membrane patches localized on the surface of the flagellar axoneme, suggestive of intraflagellar transport particles. Together, these results provide biophysical and biochemical evidence to indicate that lipid rafts are enriched in the trypanosome flagellar membrane, providing a unique mechanism for flagellar protein localization and illustrating a novel means by which specialized cellular functions may be partitioned to discrete membrane domains

    Analysis of the impacts of the Soberanes Wildfire on stream ecosystems

    Wildfires within the western United States are expected to increase in frequency and magnitude but our understanding of how they impact coastal streams is limited. The 2016 Soberanes Wildfire provided an opportunity to determine which biotic and abiotic factors were most impacted by the fire occurring on the California Central Coast. Water quality, benthic macroinvertebrate samples and habitat measurements were taken both before and after the fire. We observed an increase in the levels of phosphorus 4 months and 8 months post-fire which may have contributed to observed increases in microalgae growth. There was a complete loss of shredders in the benthic macroinvertebrate community which could be caused by the loss of vegetation in stream-adjacent riparian areas. These post-fire results were expected based on previous research, however organic material inputs to the stream unexpectedly did not change between pre- and post-fire conditions, which may be due to a delayed increase in inputs from riparian vegetation which short-term monitoring is unable to capture. A long-term monitoring program effort is critical for understanding the recovery of these coastal watersheds from fire

    Recoiling from a kick in the head-on collision of spinning black holes

    Recoil ``kicks'' induced by gravitational radiation are expected in the inspiral and merger of black holes. Recently the numerical relativity community has begun to measure the significant kicks found when both unequal masses and spins are considered. Because understanding the cause and magnitude of each component of this kick may be complicated in inspiral simulations, we consider these effects in the context of a simple test problem. We study recoils from collisions of binaries with initially head-on trajectories, starting with the simplest case of equal masses with no spin and then adding spin and varying the mass ratio, both separately and jointly. We find spin-induced recoils to be significant relative to unequal-mass recoils even in head-on configurations. Additionally, it appears that the scaling of transverse kicks with spins is consistent with post-Newtonian theory, even though the kick is generated in the nonlinear merger interaction, where post-Newtonian theory should not apply.     Presynchronizing PGF2α and GnRH injections before timed artificial insemination CO-Synch + CIDR program

    Fixed-time artificial insemination is an effective management tool that reduces the labor associated with more conventional artificial insemination programs requiring detection of estrus. The 7-day CO-Synch + controlled internal drug release (CIDR) insert protocol has been shown to effectively initiate estrus and ovulation in cycling and non-cycling suckled beef cows, producing pregnancy rates at or greater than 50% in beef cows. The gonadotropin-releasing hormone (GnRH) injection that begins the CO-Synch + CIDR program initiates ovulation in a large proportion of cows, particularly anestrous cows. The CIDR, which releases progesterone intravaginally, prevents short estrous cycles that usually follow the first postpartum ovulation in beef cows. Our hypothesis was that inducing estrus with a prostaglandin injection followed 3 days later with a GnRH injection, 7 days before applying the 7-day CO-Synch + CIDR protocol, might increase the percentage of cycling cows that would exhibit synchronous follicular waves after the onset of the CO-Synch + CIDR protocol. We also hypothesized that the additional GnRH injection would increase the percentage of anestrous cows that would ovulate, thereby increasing pregnancy outcomes
