    Where Do the Buffalo Roam? Determining the Scope of American Indian Off-Reservation Hunting Rights in the Pacific Northwest

    Courts have failed to develop a uniform test to determine the extent of Indian off-reservation hunting rights in the Pacific Northwest. Though the language guaranteeing these rights is consistent from treaty to treaty, analysis of this language varies widely from court to court. The United States Supreme Court employs three well-founded canons of construction in its interpretations of Indian treaties. These same principles should be applied by lower courts to determine the extent of off-reservation hunting rights. Consistent use of accepted canons of treaty construction would add much certainty to an area of law plagued by uncertainty and controversy

    Technology, ethics and religious language: early Anglophone Christian reactions to “cyberspace”

    The very recent past has seen an upswing of scholarly interest not so much in the Internet and Web themselves but in the terms in which they have been discussed and understood. This article examines a remarkable effusion of writing in the 1990s that addressed the spiritual and ethical implications of “cyberspace”. Christian critics reacted in different ways to prophecies of technological revolution. Some saw ethical challenges in relation to economic and social exclusion and the nature of interpersonal relations. Others elaborated a semi-mystical evolutionary understanding of the Web as an ontologically concrete “space”. Others again revived older anxieties about the challenge apparently posed to human uniqueness and autonomy posed by computerisation more generally, which cyberspace threatened to magnify. However, this thinking did not occur in isolation from the sweep of Anglophone social thought. I suggest instead that the wider discourse about the ethics of the Internet and Web, both learned and popular, was infused at every level with religious imagery. As such, the article contributes to the ongoing debate on the extent to which the cultures of the UK and North America have been secularised: even if religious observance has declined, the English language still bears the marks of its Christian past

    We report on the onset of turbulence in normal and superfluid (4)He using several 13.5 mu m diameter vibrating wire resonators placed in a cell, filtered from the surrounding helium bath. We measured the force-velocity characteristics of the wires in normal and superfluid helium over a velocity range up to several meters per second. The transition from laminar to turbulent behavior can be clearly identified. Surprisingly we find that, depending on the cooling history, turbulence in the superfluid does not always develop fully

    Hereditary leiomyomatosis and renal cell carcinoma (HLRCC) is caused by mutations in the Krebs cycle enzyme fumarate hydratase (FH). It has been proposed that "pseudohypoxic" stabilization of hypoxia-inducible factor-α (HIF-α) by fumarate accumulation contributes to tumorigenesis in HLRCC. We hypothesized that an additional direct consequence of FH deficiency is the establishment of a biosynthetic milieu. To investigate this hypothesis, we isolated primary mouse embryonic fibroblast (MEF) lines from Fh1-deficient mice. As predicted, these MEFs upregulated Hif-1α and HIF target genes directly as a result of FH deficiency. In addition, detailed metabolic assessment of these MEFs confirmed their dependence on glycolysis, and an elevated rate of lactate efflux, associated with the upregulation of glycolytic enzymes known to be associated with tumorigenesis. Correspondingly, Fh1-deficient benign murine renal cysts and an advanced human HLRCC-related renal cell carcinoma manifested a prominent and progressive increase in the expression of HIF-α target genes and in genes known to be relevant to tumorigenesis and metastasis. In accord with our hypothesis, in a variety of different FH-deficient tissues, including a novel murine model of Fh1-deficient smooth muscle, we show a striking and progressive upregulation of a tumorigenic metabolic profile, as manifested by increased PKM2 and LDHA protein. Based on the models assessed herein, we infer that that FH deficiency compels cells to adopt an early, reversible, and progressive protumorigenic metabolic milieu that is reminiscent of that driving the Warburg effect. Targets identified in these novel and diverse FH-deficient models represent excellent potential candidates for further mechanistic investigation and therapeutic metabolic manipulation in tumors

    The global distribution and population at risk of malaria: past, present, and future

    The aim of this review was to use geographic information systems in combination with historical maps to quantify the anthropogenic impact on the distribution of malaria in the 20th century. The nature of the cartographic record enabled global and regional patterns in the spatial limits of malaria to be investigated at six intervals between 1900 and 2002. Contemporaneous population surfaces also allowed changes in the numbers of people living in areas of malaria risk to be quantified. These data showed that during the past century, despite human activities reducing by half the land area supporting malaria, demographic changes resulted in a 2 billion increase in the total population exposed to malaria risk. Furthermore, stratifying the present day malaria extent by endemicity class and examining regional differences highlighted that nearly 1 billion people are exposed to hypoendemic and mesoendemic malaria in southeast Asia. We further concluded that some distortion in estimates of the regional distribution of malaria burden could have resulted from different methods used to calculate burden in Africa. Crude estimates of the national prevalence of Plasmodium falciparum infection based on endemicity maps corroborate these assertions. Finally, population projections for 2010 were used to investigate the potential effect of future demographic changes. These indicated that although population growth will not substantially change the regional distribution of people at malaria risk, around 400 million births will occur within the boundary of current distribution of malaria by 2010: the date by which the Roll Back Malaria initiative is challenged to halve the world's malaria burden
