    Vietnam in general and the Central Highlands in particular are in the process of accelerating industrialization, modernization and international integration in the context of the scientific and technological revolution that has strongly developed in the whole world. This is a favorable condition and opportunity for the Central Highlands to take advantage of the achievements of science and technology to accelerate industrialization and modernization by taking a shortcut to gain a head start. To take advantage of opportunities and overcome challenges created by globalization and international integration, it is necessary to have strong internal resources. But the first important resource is human resources, especially high-quality human resources.     CONFUCIUS THOUGHT OF RULING A NATION

    Spring-Autumn - The Warring States period was a period of dramatic political-social transformation. There was a chaotic society with an incessant war in which ethics was decadent as well as morality, social order and ethical values were despised. That social reality had raised an urgent issue that required the solutions which were how to unify the country on one unit as well as to end the conflict in order to “manage a family, rule a nation, and conquer the world”. In this context, many ideological ideas were emerged in turn with the desires to transform the contemporary social reality which was chaotic into being ruled. It can be said that the idea of Confucius's ruling a nation was one of the outstanding ideas of this period. Within the scope of the article, the author focuses on analyzing Confucius's ideas of ruling the nation in order to contribute to deepening the ideas of ruling a nation in particular and the philosophical system of Confucius in general.  Article visualizations

    SUSTAINABLE DEVELOPMENT OF THE SEA-ISLAND TOURISM IN SOUTH CENTRAL COAST OF VIETNAM

    Located in the middle position of the country, all provinces/cities in the South Central Coast border the sea. With a total coastline length of 1,430 km, accounting for 43.8% of the whole country's coastline (3,260 km), the sea and island tourism in the South Central Coast is now considered a spearhead economic sector, which plays an important role in socio-economic development of this area. In this article, the authors have deeply analyzed the situation and the issues in developing the sea and island tourism in the South Central Coast region from 2010 up to now. Thence, findings lead to important practical suggestions to promote the sustainable development of the sea and island tourism in the South Central Coast in the coming time.  Article visualizations

    Sovereignty over the Paracel Islands in 1884-1945: an approach from the rivalry between France, China, and Japan

    The Paracel Islands are situated in the South China Sea geographic center and have an important strategic location for the military and the economy. Since 1884, France has represented the Vietnamese state as a protectorate to manage the archipelago. In the context of France seeking to expand its influence into the Asia-Pacific region, disputes over sovereignty over the Paracel Islands occurred during the colonial period between France (representing Vietnam), China, and Japan. The article aims to analyze the importance of the Paracel Islands in the policies of France, China, and Japan in general. Moreover, the specific activities of France in the struggle with China and Japan to affirm and protect sovereignty over the Paracel Islands would also be analyzed. Based on primary and secondary data, along with historical research methods, research methods in international relations, and other interdisciplinary research strategies, the article concludes that the Paracel Islands play an important role in the strategies of France, China, and Japan. Hence, the Paracel issue in this period has gone beyond the framework of traditional territorial disputes, becoming "internationalization” with consequences that persist to the present day.     Factors Influencing Students’ Participation in Scientific Research: Case Study at Pedagogical Universities in Vietnam

    Students’ scientific research receives a lot of attention from universities and colleges. However, getting students to participate in research is not easy at all. As a result, the purpose of this research is to identify the factors that influence students’ participation in scientific research. The study was conducted for students at pedagogical universities in Vietnam. The study employed a quantitative approach and a survey sample of 298 students. Cronbach’s Alpha and Exploratory Factor Analysis (EFA) were used in the study to test and develop the scales. Furthermore, Multiple Linear Regression is used to determine the factors influencing students’ participation in scientific research. According to the findings of the study, three groups of factors influencing students’ participation in scientific research include internal factors, external factors, and student characteristics. The external factors have the greatest influence, while the internal factors have the least influence on students’ participation in scientific research

    Exploiting secure performance of full-duplex decode and forward in optimal relay selection networks

    In the presence of an illegitimate user, we investigate the secrecy outage probability (SOP) of the optimal relay selection (ORS) networks by applying decode-and-forward (DnF) based full-duplex (FD) relaying mode. The closed-form expressions for the allocations of the end-to-end signal-to-interference-plus-noise ratio (SINR) in each wireless network are derived as well as the closed-form expression for the exact SOP of the proposed ORS system is presented under Rayleigh fading schemes. As an important achievement, SOP is also compared between orthogonal multiple access (OMA) and non-orthogonal multiple access (NOMA) schemes. Our results reveal that the SOP of the suggested scheme can be considerably influenced by several parameters involved, including the number of relays, the average signal-to-noise ratio (SNR) of eavesdropper links, transmit power and the average residual self-interference (SI) enforced on the FD relays.Web of Science244767
