    Building the next model for intervention and turnaround in poorly performing local authorities in England

    This paper examines the design and implementation of the two recent models or strategies adopted for the intervention and turnaround of poorly performing local authorities in England in the two distinct periods of 2002–2008 and 2011–2015. The first was integral to the Comprehensive Performance Management regimes, while the second was developed under the Sector Led Improvement regime. The intention is not to determine which regime has, or had, the most merit or inadequacies, but rather to synthesise knowledge and identify areas that could be improved as policy and practice moves forward, particularly in the light of the recent general election in the UK. The paper finds that both models have merits as well as weaknesses, dependent upon context and policy priorities. It provides a review of when and where alternative models should be used, and a contribution to the development of the next regime. This, the authors contend, should have a greater emphasis on achieving more appropriate levels of public assurance than the current model is providing

    Public Spaces Protection Orders: a critical policy analysis

    Purpose: The purpose of this paper is to critically appraise the Public Spaces Protection Orders (PSPOs) policy that was introduced by the Anti-Social Behaviour, Crime and Policing Act (2014). Within a designated area assigned by the local council, PSPOs can prohibit or require specific behaviours to improve the quality of life for people inhabiting that space. Those who do not comply face a fixed penalty notice of £100 or a fine of £1000 on summary conviction. However, the practical and theoretical impact associated with the development of these powers has yet to be fully explored. Design/methodology/approach: Using Bannister and O’Sullivan’s (2013) discussion of civility and ASB policy as a starting point, we show how PSPOs could create new frontiers in exclusion, intolerance and criminalisation; as PSPOs enable the prohibition of any type of behaviour perceived to negatively affect the quality of life. Findings: Local councils in England and Wales now have unlimited and unregulated powers to control public spaces. We suggest this has the potential to produce localised tolerance thresholds and civility agendas that currently target and further marginalise vulnerable people, and we highlight street sleeping homeless people as one such group. Originality: There has been little academic debate on this topic. This article raises a number of original, conceptual questions that provide an analytical framework for future empirical research. We also use original data from Freedom of Information requests to contextualise our discussions

    Redesign and commissioning of sexual health services in England – a qualitative study

    Objectives Responsibility for the commissioning of sexual and reproductive health (SRH) services transferred from the National Health Service to local authorities in England in 2013. This transfer prompted many local authorities to undertake new procurements of these SRH services. This study was undertaken to capture some of the lessons learnt in order to inform future commissioning and system redesign. Study design A qualitative study was carried out involving semi-structured interviews. Methods Interviews were conducted with 13 local authority sexual health commissioners in Yorkshire and the Humber from 11 interviews. Thematic analysis was used to identify themes from transcripts of the interviews with the 13 participants. Results Key themes identified were as follows: the challenge and complexity to those new to clinical commissioning; the prerequisites of robust infrastructural inputs to undertake the process, including technical expertise, a dependable project team, with clarity over the timescales and the budget; the requirement for good governance, stakeholder engagement and successful management of relationships with the latter; and the need to focus on the outcomes, aiming for value for money and improved system performance. Conclusions Several key issues emerged from our study that significantly influenced the outcome of the redesign and commissioning process for sexual health services. An adapted model of the Donabedian evaluation framework was developed to provide a tool to inform future system redesign. Our model helps identify the key determinants for successful redesign in this context which is essential to both mitigate potential risks and maximize the likelihood of successful outcomes. This article examines the consequences of austerity measures for staff participation and pay determination in UK local government. Local government has been particularly hard hit by austerity measures and this has encouraged employers to change terms and conditions, review forms of staff participation and cut jobs. The implications for the institutional resilience of systems of employment regulation and employee involvement in the sector are considered

    The financialisation of housing land supply in England

    The aim of this article is to identify the calculative practices that turn urban development planning into the supply-side of land financialisation. My focus is on the statutory planning of housing supply and the accounting procedures, or market devices, that normalise the practices of land speculation in the earliest stage of the urban development process. I provide an analysis of the accountancy regime used by planning authorities in England to evidence a 5-year supply of housing land. Drawing on the work of Michel Callon on market framing, I assess the activities of economic agents in performing or ‘formatting’ this supply, its boundaries, externalities and rules of operation. I evidence the effect of this formatting in normalising the treatment of land as a financial asset and in orienting the statutory regulation of land supply to the provision of opportunities for the capture of increased ground rent at a cost to the delivery of new homes

    Labour migration, communities and perceptions of social cohesion in England

    Abstract The unexpected scale of labour migration from eastern Europe to the UK following EU enlargement in 2004 was thought to pose a threat to the cohesiveness of those local communities hosting larger influxes of migrants. Nevertheless, areas rich in community capacity may have been able to incorporate migrant workers in ways that sustained social cohesion. This paper explores the effects of labour migration on residents’ perceptions of social cohesion in urban areas in England using multivariate statistical techniques. The statistical results suggest that post-enlargement migration weakened social cohesion, but that the prospects of social incorporation were better in areas with stronger community capacity. Theoretical and practical implications of the findings are discussed

    Interoperability optimisation for shared equity housing model development and FTB homeownership in the UK

    Purpose – This paper assessed financial interoperability implications associated with First Time Buyers (FTB) in housing development and the role of the Community Land Trust Shared Equity Housing Model (CLT SEHM). Design/Methodology/Approach – The Interoperability optimisation process adopted by this study involved triangulated findings from literature, semi-structured interviews and questionnaire surveys. The text analysis of interview responses was actualised with Nvivo 9.0. This process informed the validation of themes through a questionnaire survey (purposive sampling), of which findings were subsequently analysed with statistical methods including binary logistic regression to validate interoperability rational and implications. Findings – The study identified positive financial interoperability outcomes for a successful synergy between the CLT SEHM and FTBs. From the analysis, there were sustainable results for average income multiple and property transfer/resale value for the CLT SEHM compared to conventional models. However, for the most at risk FTB groups, recommendations included increased concessions for CLT SEHM developments to incentivise bespoke rent purchase hybrid schemes. Originality/value – This research provided a good starting point for achieving improved level of efficiency necessary for the introduction of emerging/renewed alternative housing models into mainstream operational capabilities in housing and local development policies.     Heatwave planning: the role of the community in co-producing resilience

    Drawing on a thematic analysis of relevant policy documents, the aim of this paper is to comment on an apparent disconnect between two associated contemporary UK policy areas: planning for heatwaves and community resilience. Regional and national policy documents that plan for heatwaves in the UK tend to focus on institutional emergency responses and infrastructure development. In these documents, although communities are mentioned, they are understood as passive recipients of resilience that is provided by active institutions. Meanwhile, contemporary discussion about community resilience highlights the potential for involving communities in planning for and responding to emergencies (although the concept is also the subject of critique). Within this context, the paper proposes that – through engagement with the ‘community resilience’ policy agenda and its critique – effort should be made to articulate and realise greater participation by individuals, and voluntary and community sector groups in heatwave preparation, planning and response

    Joining the dots: Day to day challenges for practitioners in delivering integrated dementia care

    Despite the increasing policy focus on integrated dementia care in the UK, little is known about the opportunities and challenges encountered by practitioners charged with implementing these policies on the ground. We undertook an extensive, mixed‐methods analysis of how a contemporary multidisciplinary dementia pathway in the UK was experienced and negotiated by service providers. Our pragmatic mixed methods design incorporated three types of research interaction with practitioners: (a) Semi‐structured interviews (n = 31) and focus group discussions (n = 4), (b) Practitioner ‘shadowing’ observations (n = 19), and (c) Service attendance and performance metrics reviews (n = 8). Through an abductive analysis of practitioner narratives and practice observations, we evidenced how inter‐practitioner prejudices, restrictive and competitive commissioning frameworks, barriers to effective data sharing and other resource constraints, all challenged integrative dementia care and led to unintended consequences such as practice overlap and failure to identify and respond to people's needs. In order to more successfully realise integrated dementia pathways, we propose innovative commissioning frameworks which purposefully seek to diffuse power imbalances, encourage inter‐provider respect and understanding, and determine clear lines of responsibility
