ІПОТЕЧНЕ КРЕДИТУВАННЯ ЯК ІНСТРУМЕНТ РОЗВ’ЯЗАННЯ ЖИТЛОВИХ ПРОБЛЕМ

Mortgage lending is investigated as an effective tool for solving residential problems of the country’s population. The advantages and disadvantages of types of mortgage loans and models of the mortgage market are considered. The German (one-tier) model and the American (two-tier) model of the mortgage market are characterized. Conclusions have been made regarding the state of mortgage lending in European Union countries. The interest rates on mortgages in the countries of the world are analyzed and differences of mortgage lending are revealed in some of them. An estimation of the state of mortgage lending in Ukraine is given. The issue of state support to the mortgage sector is considered, which will facilitate the intensification of investment activity in this area and housing construction. The socio-economic motives of effective solution of the housing problem of residents of the Vinnytsia region were revealed, the analysis of the domestic normative-legal base and application of its norms in practice were carried out. Study of foreign experience has provided an opportunity to highlight different methods by which the state regulates relations in the process of mortgage lending. The peculiarities of provision of mortgage loans to the citizens of the country are highlighted and ways of further development of mortgage lending in Ukraine are elucidated, which can timely and adequately respond to external and internal challenges and threats, and strengthen the economic security of the state. The ways of further development of mortgage lending in Ukraine are suggested: development of the strategy of mortgage market development taking into account foreign experience, introduction of a mortgage insurance system, stimulating the population to mortgage and increasing the amount of social programs, creating of a quality bail on mortgage loans, securitization of the mortgage lending market, reduction of interest rates on mortgages etc.Исследовано ипотечное кредитование как эффективный инструмент решения жилищных проблем населения страны. Дана оценка состоянию ипотечного кредитования в Украине. Рассмотрены вопросы государственной поддержки ипотечного сектора. Выявлены социально-экономические мотивы эффективного решения проблемы обеспечения жильем жителей Винницкой области, осуществлен анализ отечественной нормативно-правовой базы и применения ее норм на практике.Досліджено іпотечне кредитування як ефективний інструмент розв’язання житлових проблем населення країни. Розглянуто переваги i недоліки типів іпотечних кредитів і моделей іпотечного ринку. Охарактеризовано німецьку (однорівневу) модель та американську (дворівневу) модель іпотечного ринку. Зроблено висновки стосовно стану іпотечного кредитування в країнах Європейського Союзу. Проаналізовано відсоткові ставки за іпотечними кредитами в країнах світу та виявлено відмінності іпотечного кредитування в окремих з них. Надано оцінку стану іпотечного кредитування в Україні. Розглянуто питання щодо державної підтримки іпотечного сектору, що сприятиме активізації інвестиційної діяльності у цій сфері та житловому будівництву. Виявлено соціально-економічні мотиви ефективного розв’язання проблеми забезпечення житлом мешканців Вінницької області, здійснено аналіз вітчизняної нормативно-правової бази та застосування її норм на практиці. Вивчення закордонного досвіду надало можливість виділити різні методи, за допомогою яких держава регулює відносини у процесі іпотечного кредитування. Висвітлено особливості надання іпотечних кредитів громадянам країни та обґрунтовано шляхи подальшого розвитку іпотечного кредитування в Україні, яке здатне своєчасно й адекватно реагувати на зовнішні і внутрішні виклики та загрози, зміцнювати економічну безпеку держави. Запропоновано шляхи подальшого розвитку іпотечного кредитування в Україні: розробка стратегії розвитку ринку іпотечного кредитування з урахуванням іноземного досвіду, запровадження системи іпотечного страхування, стимулювання населення до оформлення іпотечного кредиту та збільшення кількості програм, формування якісної застави за іпотечними кредитами, сек’юритизація ринку іпотечного кредитування, зменшення відсоткових ставок за іпотекою тощо

Market requirements cause a constant search for new materials and technologies, for their immediate use in increasing requirements for material and energy efficiency, as well as to the quality of steel. In practice, steel production in the tended recently of more stringent requirements for the chemical composition of the steel and its contamination by nonmetallic inclusions, gas and non-ferrous metals. The main ways of increasing of strength and performance characteristics fabricated metal products related to the profound and effective influence on the crystallizing metal structure by furnace processing of the melt with refining and modifying additives. It can be argued that the furnace processing of steel and iron chemically active metals (alkali-earth metals, rare-earth metals, and others.) is an integral part of modern production of high quality products and competitive technologies. Important condition for development of methods secondary metallurgy of steel is the use of relatively inexpensive materials in a variety of complex alloys and blends, allowing targeted control of physical and chemical state of the molten metal and, therefore, receive steel with improved performance. TECHNOLOGY OF EDUCATIONAL EVENTS DESIGNING

The aim of the article is to prove and disclose the essence of the author’s technology of educational events designing.Methodology and methods of research. Methodological basis of work is humanitarian approach. The method of pedagogical modeling was used for the model development of educational events influence on pedagogical activity formation. The content analysis of texts descriptions, case-study method, expert estimations of event projects were applied as the main methods of efficiency confirmation of the technology of educational events design.Results and scientific novelty. The characteristics of an educational event are emphasized by means of an empirical way: opening (what a person opens for himself); generation (a result of a personal action); and participation in creation of something "new" (new communications, relations and experience). The structure of technology of educational events design including work with concepts (an educational event), substantial and procedural components is presented. The technology of educational events designing is considered as the process of the well-grounded choice of designing technologies, mutual activity, pedagogical communication, components of educational activity: contents, methods, means, and organizational forms depending on educational aims due to age-specific peculiarities of participants of the educational event. The main conditions providing successful use of the technology are the involvement into joint cognitive activity of all its participants and importance of the events for each of them that qualitatively change the nature of a cognitive process and generate real transformations of the reality. Practical significance. The author’s experience in teaching testifies to introduction of the module «Technology of Design of Educational Events» into the basic educational subject-module «Design Competence of the Teacher» (degree program «Pedagogical Education»), considering this module as a compulsory one for design competence formation of a future teacher. Obviously, training in design only during classroom activities without participation of children is impossible. The involvement of future teachers into joint activity with children on development and implementation of projects can turn routine school actions into educational events, to create real conditions for improvement of quality of preparation of students of pedagogical higher education institutions.Цель статьи – концептуально обосновать и раскрыть сущность авторской технологии проектирования образовательных событий. Методология и методики исследования. Методологическая основа работы – гуманитарный подход. Для разработки модели влияния образовательных событий на становление педагогической деятельности использовался метод педагогического моделирования. В качестве основных методов подтверждения эффективности технологии проектирования образовательных событий применялись контент-анализ текстов-описаний, метод «кейс-стади», экспертные оценки событийных проектов. Результаты и научная новизна. Эмпирическим путем выделены характеристики образовательного события: открытие (то, что человек открывает для себя); порождение (результат личного действия); и участие в создании «нового» (новых связей, отношений и опыта). Представлена структура технологии проектирования образовательных событий, включающая работу с понятиями, содержательный и процессуальный компоненты. Данная технология рассматривается как выстраивание последовательных действий: обоснованный выбор содержания, формы, стратегий, методов и средств взаимодействия с учениками с учетом их возрастных особенностей и в зависимости от образовательных целей; педагогическая коммуникация и рефлексия эффектов спроектированного и реализованного образовательного события. Основными условиями, обеспечивающими успешное применение технологии, являются вовлеченность в совместную познавательную деятельность всех ее участников и значимость происходящего для каждого из них, что качественно меняет характер познавательного процесса и порождает реальные преобразования действительности.Практическая значимость. Опыт автора статьи показывает, что для формирования проектной компетентности у будущего педагога целесообразно введение модуля «Технология проектирования образовательных событий» в учебную дисциплину базового блока «Проектная компетентность педагога» (направление подготовки «Педагогическое образование»). Очевидно, обучение проектированию только на аудиторных занятиях, без участия в нем детей неэффективно. Вовлеченность будущих педагогов в совместную деятельность с детьми по разработке и реализации проектов способна превратить рутинные школьные мероприятия в образовательные события, создать реальные условия для повышения качества подготовки студентов педагогического вуза.
