    Exploring the relationship between income and property taxation at the municipal level

    Municipalities in Iowa are heavily reliant upon property tax revenue as a means of finance; a phenomenon which many feel has negative implications for local governance. A frequently cited remedy for this is the diversification of municipal revenue sources by enabling municipalities to collect income tax. Proponents claim that doing so would allow municipal governments to become less dependent upon property tax revenue, as well as provide relief to property taxpayers in the form of lower rates and collections. The purpose of this thesis is to explore those claims by examining whether municipalities with income tax exhibit lower property taxes and are less dependent upon property tax revenue than municipalities with income tax. The study takes the form of a cross-sectional analysis of municipalities in Ohio, a state in which there are a large number of municipalities utilizing income tax, as well as a large number of municipalities that are not. The analyses show that municipalities with income tax have lower property tax rates and are less dependent upon property taxes than municipalities without income tax. Overall, the findings lend credence to claims that allowing Iowa\u27s municipal governments to collect income tax would enable them to reduce their dependence on property tax revenue and lower property tax rates

    In this thesis, I develop a program to automatically assemble collage sculptures, sets of arbitrary, non-overlapping elements arranged to fill out a recognizable target shape according to a set of procedural rules. A user provides the target and element shapes and the program procedurally places the elements in spherical holes in the target space. A signed distance function defined over the target space keeps track of the remaining holes to fill. Elements are preprocessed to determine the size of their smallest enclosing bounding sphere. They are placed in holes based on the radius of their bounding sphere. After each placement, the signed distance function is efficiently updated to account for the newly added element. Elements are placed from largest to smallest, filling the space to a predefined threshold. To demonstrate this program, I generated a number of collage sculptures. In accordance with our procedural rules, the elements in the resulting collage sculptures recognizably represent the target shape, do not overlap, are not deformed from their original shape, and display variety in size, position, and orientation

    Penelitian ini bertujuan untuk mengetahui strategi LAZNas Chevron Distric Rumbai dalam mendistribusikan zakat, infak dan sedekah di kota Pekanbaru Khususnya Kecamatan Rumbai dan Rumbai Pesisir. Hal ini dikarenakan belum optimalnya pendistribusian zakat, infak dan sedekah sehingga dalam pendistribusiannya acapkali tidak tepat sasaran. Informan penelitian ini berjumlah tiga (3) orang, data dikumpulkan melalui wawancara, observasi dan dokumentasi serta dianalisis dengan metode deskriftif kualitatif. Dari hasil analisis data yang dilakukan maka dapat disimpulkan bahwa strategi pendistribusian dana zakat, infak dan sedekah oleh Laznas Chevron Distric Rumbai di kota Pekanbaru khususnya kecamatan Rumbai dan Rumbai Pesisir: pertama dalam pendistribusian ZIS, Laznas Chevron Rumbai melakukan kegiatan bebas riba dan gharar, melakukan pendekatan personal kepada masyarakat dengan menggunakan jaringan mitra yang ada dalam hal pendistribusian ZIS. Kedua aplikasi pendistribusian mempunyai tiga jenis pendistribusian yaitu, konsumtif tradisional, produktif tradisisonal, produktif kreatif. Jenis pendistribusian tersebut dituang ke dalam lima program pokok, yaitu program ekonomi, program pendidikan, program kesehatan, program dakwah dan kemanusiaan.     CT evaluation of the equivocal pulmonary nodule

    In the setting of a questionable pulmonary nodule demonstrated by conventional radiographs, the place of CT in the diagnostic algorithm is not well established. We reviewed our experience in 50 consecutive patients referred to CT for a "possible pulmonary nodule." From the chest radiographs we noted nodule location, maximum dimension, presence on one or both views, and presence on a previous radiograph (> 1 year old), and nodules were categorized as "likely" or "unlikely" to be real parenchymal lesions based on radiographic appearance. Of a total of 56 questionable nodules, CT demonstrated no abnormality in 21 cases, parenchymal nodules in 16, scarring, atelectasis, or infiltrate in 11, and normal structural variants in 8. True pulmonary nodules were statistically significantly more frequently categorized as "likely" lesions than normal variants or no disease, but this was not of a magnitude to be clinically useful. Based on analysis of various radiographic features of equivocal nodules and their subsequent outcomes, we suggest a radiologic approach to the equivocal pulmonary nodule.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/26780/1/0000336.pd

    Surgical Treatment of Carotid Body Paragangliomas: Outcomes and Complications According to the Shamblin Classification

    OBJECTIVES: The objective of this study was to review our experience in the surgical management of carotid body paragangliomas and evaluate the outcomes and complications according to the Shamblin classification. METHODS: Thirteen patients who had been diagnosed and surgically treated for carotid body tumors (CBTs) were enrolled in this study. We reviewed patient demographics, radiographic findings, and surgical outcomes collected from medical records. RESULTS: Fifteen CBTs were found in 13 patients and 13 tumors were resected. Selective preoperative tumor embolization was performed on six patients. The median blood loss, operation time, and hospital stay for these patients were not significantly reduced compared to those without embolization. The median tumor size was 2.3 cm in Shamblin I and II and 4 cm in Shamblin III. The median intraoperative blood loss was 280 mL and 700 mL, respectively (P<0.05). Internal carotid artery ligation with reconstruction was accomplished on three patients (23%), and they all belonged to Shamblin III (38%). One Shamblin III patient (8%) developed transient cerebral ischemia, and postoperative stroke with death occurred in another Shamblin III patient. Postoperative permanent cranial nerve deficit occurred in three patients (23%) who were all in Shamblin III (P=0.03). There were no recurrences or delayed complications at the median follow up of 29 months. CONCLUSION: Shamblin III had a high risk of postoperative neurovascular complications. Therefore, early detection and prompt surgical resection of CBTs will decrease surgical morbidity.ope

    What characteristics of primary care and patients are associated with early death in patients with lung cancer in the UK?

    Background: The UK has poor lung cancer survival rates and high early mortality, compared to other countries. We aimed to identify factors associated with early death, and features of primary care that might contribute to late diagnosis. Methods: All cases of lung cancer diagnosed between 2000 and 2013 were extracted from The Health Improvement Network database. Patients who died within 90 days of diagnosis were compared with those who survived longer. Standardised chest X-ray (CXR) and lung cancer rates were calculated for each practice. Results: Of 20 142 people with lung cancer, those who died early consulted with primary care more frequently prediagnosis. Individual factors associated with early death were male sex (OR 1.17; 95% CI 1.10 to 1.24), current smoking (OR 1.43; 95% CI 1.28 to 1.61), increasing age (OR 1.80; 95% CI 1.62 to 1.99 for age ≥80 years compared to 65–69 years), social deprivation (OR 1.16; 95% CI 1.04 to 1.30 for Townsend quintile 5 vs 1) and rural versus urban residence (OR 1.22; 95% CI 1.06 to 1.41). CXR rates varied widely, and the odds of early death were highest in the practices which requested more CXRs. Lung cancer incidence at practice level did not affect early deaths. Conclusions: Patients who die early from lung cancer are interacting with primary care prediagnosis, suggesting potentially missed opportunities to identify them earlier. A general increase in CXR requests may not improve survival; rather, a more timely and appropriate targeting of this investigation using risk assessment tools needs further assessment
