    Structural transformations of the economy in the Pacific Region of Russia and efficiency trends

    Pacific Russia is viewed as an aqua-territorial macro-region that encompasses the Far Eastern Federal District and the adjacent water area within the 200-mile maritime economic zone. The macro-region has a wealth of natural resources at land and on sea, opportunities for the use of sea transport to link Russia and Europe with the countries of Asia-Pacific Region. Pacific Russia is divided into 2 latitudinal zones — the northern zone and southern zone, which include the territories of northern and southern constituents of the Russian Far Eastern Federal District. The combinations of activities by constituent entities and latitudinal zones are considered as the territorial structures of the economy. This article reveals the differences in socio-economic capacity and development level of these latitudinal zones. The authors have assessed the structural transformations in the economy of latitudinal zones in 2004–2013 by taking into account the changes of similar activities in the constituent entities and their ratios measured as a share of value added. This allowed to identify the transformations of territorial economic structures in the latitudinal zones. Over this period, the greatest changes of economic structures occurred in the northern zone. In the southern zone, the structural transformations of the economy were smaller, except for the Sakhalin region. In all latitudinal zones, there was a decrease in the share of manufacturing industries and the increase in the share of extractive industries. The article compares the generalized assessment of changes in the social and economic efficiency (by the growth of population income, labor productivity, and profits) with the structural changes in the economy of the constituent entities of Pacific Russia. The authors note that an important premise for building a sufficiently sustainable system of interregional division of labor in Pacific Russia is the location of extractive industries and initial stages of the manufacturing industry activities in the northern zone, while the major manufacturing industries and interregional transport and logistics services are located in the southern zone.     Spatial Differentiation of the Economic Structure of the Russian Regions of the Arctic Zone

    The Regions located in the Arctic zone of the Russian Federation implement an important function in the development of an export potential of the country. The richest nature-resource potential of the land and the sea should be considered as the favorable factors of manufacture development in the Arctic zone. The negative factors constraining the development of the Arctic zone are as follows: severe nature-climatic conditions; considerable remoteness of the region from the subjects of the Russian Federation being socially and economically more developed; weak economic (including infrastructural) mastering of this territory; a low demographic potential of the population. The goal of the studies is to reveal the existing spatial differentiation of the economic activities in the northern latitude areas of the country. The authors have compiled several diagrams and maps to estimate the differences in the branch structure of gross value added of the subjects of the Arctic zone of Russia. Besides that, a variance of the areas’ shares in comparison with the average value of the Russian Federation as a whole has been estimated. The analysis of the features of spatial differentiation of the economic activities of the Arctic regions allows us to determine the certain tendencies of the development of economic structures for the future.     Greedy Algorithm for Set Cover in Context of Knowledge Discovery Problems

    AbstractIn the paper some problems connected with a process of knowledge discovery are considered. These problems are reduced to the set cover problem. It is known that under a plausible assumption on the class N P the greedy algorithm is close to best approximate polynomial algorithms for the set cover problem solving. Unfortunately, the performance ratio of this algorithm grows almost as natural logarithm on the cardinality of covered set. Instead of usual greedy algorithm we consider greedy algorithm with threshold. This algorithm constructs a partial cover, which covers at least a fixed part (for example, 90%) of the set. We prove that the cardinality of constructed partial cover is bounded from above by a linear function on the minimal cardinality of exact cover Cmin. In the case of 90% -cover, for example, in the capacity of such function we can take the function 2.31,·,Cmin+1. This bound is independent of the cardinality of covered set. Notice that the concept of partial cover in context of knowledge discovery problems is very close to the concept of approximate reduct

    Bounds on Depth of Decision Trees Derived from Decision Rule Systems

    Systems of decision rules and decision trees are widely used as a means for knowledge representation, as classifiers, and as algorithms. They are among the most interpretable models for classifying and representing knowledge. The study of relationships between these two models is an important task of computer science. It is easy to transform a decision tree into a decision rule system. The inverse transformation is a more difficult task. In this paper, we study unimprovable upper and lower bounds on the minimum depth of decision trees derived from decision rule systems depending on the various parameters of these systems

    Comparative Analysis of Deterministic and Nondeterministic Decision Trees for Decision Tables from Closed Classes

    In this paper, we consider classes of decision tables with many-valued decisions closed under operations of removal of columns, changing of decisions, permutation of columns, and duplication of columns. We study relationships among three parameters of these tables: the complexity of a decision table (if we consider the depth of decision trees, then the complexity of a decision table is the number of columns in it), the minimum complexity of a deterministic decision tree, and the minimum complexity of a nondeterministic decision tree. We consider rough classification of functions characterizing relationships and enumerate all possible seven types of the relationships

    Confocal Laser Scanning Microscopy of Living Cells

    Living cells are distinguished in their ability to keep the structural stability in the changing environment by means of energy supply. Understanding the mechanisms of energy conversion is impossible without knowledge of the physiological processes involved. This question is addressed to confocal laser scanning microscopy (CLSM) that has become a leader among the group of light microscopy method. The high resolution in CLSM images is reached without deconvolution procedures. Linear characteristics of its variable parameters are important for quantitative image analysis. These properties of CLSM are indispensable in the study of mitochondrial membrane potential (MMP) using fluorescent dyes. Lipophilic rhodamine dyes freely pass the plasma membrane and accumulate in the mitochondria according to electrical potential difference. CLSM images of TMRE (tetramethylrhodamine, ethyl ester)-stained U937 cells were analyzed by standard image processing procedures in ImageJ software. These procedures allow the creation of mask, applying it to original image. Average fluorescence intensity in selected regions was used as a measure of MMP changes during phytohemagglutinin treatment. This value was decreased by 34% after 2 h of lectin treatment. Some cells after mitogenic stimulation completely lost MMP. Deregulation of mitochondrial calcium handling and changes of cytoplasmic monovalent ion concentration are considered as mechanisms of MMP decrease during lymphocyte stimulation

    Decision rules, trees and tests for tables with many-valued decisions : comparative study

    In this paper, we present three approaches for construction of decision rules for decision tables with many-valued decisions. We construct decision rules directly for rows of decision table, based on paths in decision tree, and based on attributes contained in a test (super-reduct). Experimental results for the data sets taken from UCI Machine Learning Repository, contain comparison of the maximum and the average length of rules for the mentioned approaches

    Optimization of approximate inhibitory rules relative to number of misclassifications

    In this work, we consider so-called nonredundant inhibitory rules, containing an expression "attribute≠ value" on the right-hand side, for which the number of misclassifications is at most a threshold y. We study a dynamic programming approach for description of the considered set of rules. This approach allows also the optimization of nonredundant inhibitory rules relative to the length and coverage [1, 2]. The aim of this paper is to investigate an additional possibility of optimization relative to the number of misclassifications. The results of experiments with decision tables from the UCI Machine Learning Repository [3] show this additional optimization achieves a fewer misclassifications. Thus, the proposed optimization procedure is promising
