    Demand Aggregation as a Strategy for Untapping Buildings’ Energy Renovation Potential: Diagnosis and Prioritization Methodology and Case Study from the Basque Country

    Energy renovation of post-World War II private multifamily residential buildings has been identified to have a great deal of energy-saving potential but faces a great challenge across Europe, and especially in South Europe, due to fragmented property structures and longer return periods in energy efficiency investments. However, there is great deal of potential in activating demand aggregation in areas with homogeneous typologies. Local authorities play a key role in leading district-scale renovation but lack adequate methods for analysing and prioritizing areas from an integrated perspective, including social aspects. The methodology presented in this paper aims to support local authorities by providing a tool for the diagnosis and prioritization of homogeneous groups of residential buildings to address their renovation based on an analysis of their needs and opportunity factors. First, the methodology sets the universe of analysis; second, based on indicators, it provides comparative information within the municipality, which leads to a prioritization of areas for building renovations according to the state of the building and to the socio-economic profile of the residents; lastly, a detailed diagnosis of selected groups is performed, providing information to design the Renovation Action Plans accordingly. The application of the methodology in Basauri is presented in this paper.This research was funded by the European Commission, grant number 84706

Drawing on a review of the history and theories of redevelopment and governance in the United States, it analyzes the particular case of Jackson Square, a community-led redevelopment process in a low-income neighborhood between Roxbury and Jamaica Plain, in Boston. In an area that was razed for the construction of a failed highway project in the late 1960s, a partnership of community development corporations (CDCs) and private developers are struggling to implement a plan that was defined through a public participation process. The Jackson Square case is a paradigmatic example of a highly democratic decision-making process that resulted in a community vision for a distressed area. However, despite ideal community engagement and development by community-based nonprofit organizations, the project is being seriously delayed and downgraded due to an economic recession, while the community is not mobilizing to defend their vision and ask for much-needed public support. Given the structural inequalities engendered by the neoliberal economic system, and the government's retreat from leading the revitalization of distressed neighborhoods, this research questions the present ability of community-led processes to achieve their goals. Through a critical analysis of the role that each group involved is playing, this thesis aims to contribute to the improvement of the community-led redevelopment model in a way that enhances the creation of a more just city.by Patricia Molina Costa.S.M

    Estrategias, retos y oportunidades en la rehabilitación de los polígonos de vivienda construidos en España entre 1940 y 1980

    Al inicio de este siglo XXI, las ciudades españolas tienen ante sí un reto que, en términos cuantitativos, supera con mucho al referido a la rehabilitación de centros históricos y primeros ensanches. Se trata de la rehabilitación de un tejido específico de nuestras ciudades, los barrios de bloque abierto construidos entre 1940-1980, en los que se están produciendo graves procesos de degradación urbana y que pueden caracterizarse como áreas urbanas vulnerables. Este artículo analiza tanto las estrategias emprendidas desde las diversas administraciones públicas en materia de rehabilitación urbana como las experiencias iniciadas y tiene por objetivos, primero, detectar cuáles son las principales barreras de todo tipo (legales, sociales, económicas, culturales) que impiden que este tipo de prácticas dejen atrás el carácter experimental y minoritario que aun hoy las caracteriza, y, segundo, avanzar propuestas de acción para conseguir la rehabilitación urbana integral y sistemática de estos barrios

    Age-Friendly Route Planner: Calculating Comfortable Routes for Senior Citizens

    The application of routing algorithms to real-world situations is a widely studied research topic. Despite this, routing algorithms and applications are usually developed for a general purpose, meaning that certain groups, such as ageing people, are often marginalized due to the broad approach of the designed algorithms. This situation may pose a problem in cities which are suffering a slow but progressive ageing of their populations. With this motivation in mind, this paper focuses on describing our implemented Age-Friendly Route Planner, whose goal is to improve the experience in the city for senior citizens. In order to measure the age-friendliness of a route, several variables have been deemed, such as the number of amenities along the route, the amount of comfortable elements found, or the avoidance of sloppy sections. In this paper, we describe one of the main features of the Age-Friendly Route Planner: the preference-based routes, and we also demonstrate how it can contribute to the creation of adapted friendly routes.Comment: 11 pages, 5 figures, paper presented in the 11th World Conference on Information Systems and Technologies (WorldCist'23

    Cities4ZERO: Overcoming Carbon Lock-in in Municipalities through Smart Urban Transformation Processes

    How can local authorities effectively address the decarbonization of urban environments in the long run? How would their interests and expertise be aligned into an integrated approach towards decarbonization? This paper delves into how strategic processes can help to integrate diverse disciplines and stakeholders when facing urban decarbonization and presents Cities4ZERO, a step-by-step methodology for local authorities, able to guide them through the process of developing the most appropriate plans and projects for an effective urban transition; all from an integrated, participatory and cross-cutting planning approach. For the development of the Cities4ZERO methodology, plans, projects, and strategic processes from five European cities that are part of the Smart Cities and Communities European Commission program have been monitored for 4 years, in close collaboration with local authorities, analyzing ad-hoc local strategic approaches to determine key success factors and barriers to be considered from their transitioning experiences. The study indicates that an iterative strategic approach and a project-oriented vision, combined with a stable institutional commitment, are opening a window of opportunity for cities to achieve effective decarbonization.This research was funded by the European Commission, grant number 691,883
