    The use of traditional ecological knowledge in forest management: an example from India

    Many forest communities possess considerable knowledge of the natural resources they use. Such knowledge can potentially inform scientific approaches to management, either as a source of baseline data to fill information gaps that cannot otherwise be addressed or to provide alternative management approaches from which scientists and managers might learn. In general, however, little attention has been given to the relevance of quantitative forms of such knowledge for resource management. Much discussion has focused on the integration of traditional ecological knowledge (TEK) into management, but less attention has been paid to identifying specific areas where it is most useful and where it may be most problematic. We contrasted scientific data with information from TEK in the context of a threat to the sustainable harvesting of a nontimber forest product (NTFP) of livelihood importance in southern India, specifically, a fruit tree infected by mistletoe. The efficiency of deriving information from NTFP harvesters compared to scientific field studies was assessed. We further evaluated the potential of TEK to provide novel solutions to the management problem in question, the degree to which TEK could provide quantitative information, and the biases that might be associated with information derived from TEK. TEK complemented previously gathered ecological data by providing concordant and additional information, but also contradicted some results obtained using a scientific approach. TEK also gave a longer-term perspective with regard to NTFP harvesting patterns. Combining information on historical and current harvesting trends for the NTFP with official data suggests that current assessments of sustainability may be inaccurate and that the use of diverse information sources may provide an effective approach to assessing the status of harvested resources

    Drivers of the Distribution of Fisher Effort at Lake Alaotra, Madagascar

    Understanding how fishers make decisions is important for improving management of fisheries. There is debate about the extent to which small-scale fishers follow an ideal free distribution (IFD) – distributing their fishing effort efficiently according to resource availability, rather than being influenced by social factors or personal preference. Using detailed data from 1,800 fisher catches and from semi-structured interviews with over 700 fishers at Lake Alaotra, the largest inland fishery in Madagascar, we showed that fishers generally conformed to the IFD. However, there were differences in catch:effort relationships between fishers using different gear types as well as other revealing deviations from the predictions of IFD. Fishers report routine as the primary determinant of their choice of fishing location, explaining why they do not quickly respond to changes in catch at a site. Understanding the influences on fishers’ spatial behaviour will allow better estimates of costs of fishing policies on resource users, and help predict their likely responses. This information can inform management strategies to minimise the negative impacts of interventions, increasing local support and compliance with rules

    Quantifying the short-term costs of conservation interventions for fishers at Lake Alaotra, Madagascar

    Artisanal fisheries are a key source of food and income for millions of people, but if poorly managed, fishing can have declining returns as well as impacts on biodiversity. Management interventions such as spatial and temporal closures can improve fishery sustainability and reduce environmental degradation, but may carry substantial short-term costs for fishers. The Lake Alaotra wetland in Madagascar supports a commercially important artisanal fishery and provides habitat for a Critically Endangered primate and other endemic wildlife of conservation importance. Using detailed data from more than 1,600 fisher catches, we used linear mixed effects models to explore and quantify relationships between catch weight, effort, and spatial and temporal restrictions to identify drivers of fisher behaviour and quantify the potential effect of fishing restrictions on catch. We found that restricted area interventions and fishery closures would generate direct short-term costs through reduced catch and income, and these costs vary between groups of fishers using different gear. Our results show that conservation interventions can have uneven impacts on local people with different fishing strategies. This information can be used to formulate management strategies that minimise the adverse impacts of interventions, increase local support and compliance, and therefore maximise conservation effectiveness

    Exploring stakeholder perceptions of conservation outcomes from alternative income generating activities in Tanzanian villages adjacent to Eastern Arc Mountain forests

    AbstractCritical evaluation of the impact of conservation actions is essential to meet the challenges posed by the biodiversity crisis. Conservationists need to understand which interventions work or fail, and how to improve them in order to invest limited funds wisely. Alternative income-generating activities (IGAs) are widely implemented within conservation and development projects, but their impact is rarely evaluated. The “ranked outcomes” evaluation methodology converts qualitative information on planned and realised outcomes into a score for comparison between projects. We test this methodology in two ways using a set of small scale IGAs implemented in communities adjacent to the Uzungwa Scarp proposed Nature Reserve in the Tanzanian Eastern Arc Mountains. The first approach used an independent evaluator and the second assessed project impacts from the perspective of target communities. Both evaluations rated Tree Planting as the most socially beneficial IGA, followed by Fish Farming. However, there was a high level of heterogeneity of perception between and within stakeholder groups (implementers and target communities), both in terms of which outcomes were most important and how well they had been achieved. Ranked outcomes emerged as a flexible framework that defines the terms of the evaluation for all stakeholders from the outset, even in cases when evaluation and clear goal-setting are omitted from original project design and planning. It can be modified for use as a component of rigorous impact assessment, to incorporate perspectives of all stakeholders, and provides important insights in data-poor situations and where baselines are not available

    A Novel Approach to Assessing the Prevalence and Drivers of Illegal Bushmeat Hunting in the Serengeti

    Assessing anthropogenic effects on biological diversity, identifying drivers of human behavior, and motivating behavioral change are at the core of effective conservation. Yet knowledge of people's behaviors is often limited because the true extent of natural resource exploitation is difficult to ascertain, particularly if it is illegal. To obtain estimates of rule-breaking behavior, a technique has been developed with which to ask sensitive questions. We used this technique, unmatched-count technique (UCT), to provide estimates of bushmeat poaching, to determine motivation and seasonal and spatial distribution of poaching, and to characterize poaching households in the Serengeti. We also assessed the potential for survey biases on the basis of respondent perceptions of understanding, anonymity, and discomfort. Eighteen percent of households admitted to being involved in hunting. Illegal bushmeat hunting was more likely in households with seasonal or full-time employment, lower household size, and longer household residence in the village. The majority of respondents found the UCT questions easy to understand and were comfortable answering them. Our results suggest poaching remains widespread in the Serengeti and current alternative sources of income may not be sufficiently attractive to compete with the opportunities provided by hunting. We demonstrate that the UCT is well suited to investigating noncompliance in conservation because it reduces evasive responses, resulting in more accurate estimates, and is technically simple to apply. We suggest that the UCT could be more widely used, with the trade-off being the increased complexity of data analyses and requirement for large sample sizes

    Understanding Urban Demand for Wild Meat in Vietnam: Implications for Conservation Actions

    Vietnam is a significant consumer of wildlife, particularly wild meat, in urban restaurant settings. To meet this demand, poaching of wildlife is widespread, threatening regional and international biodiversity. Previous interventions to tackle illegal and potentially unsustainable consumption of wild meat in Vietnam have generally focused on limiting supply. While critical, they have been impeded by a lack of resources, the presence of increasingly organised criminal networks and corruption. Attention is, therefore, turning to the consumer, but a paucity of research investigating consumer demand for wild meat will impede the creation of effective consumer-centred interventions. Here we used a mixed-methods research approach comprising a hypothetical choice modelling survey and qualitative interviews to explore the drivers of wild meat consumption and consumer preferences among residents of Ho Chi Minh City, Vietnam. Our findings indicate that demand for wild meat is heterogeneous and highly context specific. Wild-sourced, rare, and expensive wild meat-types are eaten by those situated towards the top of the societal hierarchy to convey wealth and status and are commonly consumed in lucrative business contexts. Cheaper, legal and farmed substitutes for wild-sourced meats are also consumed, but typically in more casual consumption or social drinking settings. We explore the implications of our results for current conservation interventions in Vietnam that attempt to tackle illegal and potentially unsustainable trade in and consumption of wild meat and detail how our research informs future consumer-centric conservation actions

    Ethical considerations when conservation research involves people

    Social science is becoming increasingly important in conservation, with more studies involving methodologies that collect data from and about people. Conservation science is a normative and applied discipline designed to support and inform management and practice. Poor research practice risks harming participants, researchers, and can leave negative legacies. Often, those at the forefront of field‐based research are early‐career researchers, many of whom enter their first research experience ill‐prepared for the ethical conundrums they may face. Here, we draw on our own experiences as early‐career researchers to illuminate how ethical challenges arise during conservation research that involves human participants. Specifically, we discuss ethical review procedures, conflicts of values, and power relations, and provide broad recommendations on how to navigate ethical challenges when they arise during research. We encourage greater engagement with ethical review processes and highlight the pressing need to develop ethical guidelines for conservation research that involves human participants.Output Status: Forthcoming/Available Onlin

    Detecting deterrence from patrol data

    The threat posed to protected areas by the illegal killing of wildlife is countered principally by ranger patrols that aim to detect and deter potential offenders. Deterring poaching is a fundamental conservation objective, but its achievement is difficult to identify, especially when the prime source of information comes in the form of the patrols’ own records, which inevitably contain biases. The most common metric of deterrence is a plot of illegal activities detected per unit of patrol effort (CPUE) against patrol effort (CPUE-E). We devised a simple, mechanistic model of law breaking and law enforcement in which we simulated deterrence alongside exogenous changes in the frequency of offences under different temporal patterns of enforcement effort. The CPUE-E plots were not reliable indicators of deterrence. However, plots of change in CPUE over change in effort (ΔCPUE-ΔE) reliably identified deterrence, regardless of the temporal distribution of effort or any exogenous change in illegal activity levels as long as the time lag between patrol effort and subsequent behavioral change among offenders was approximately known. The ΔCPUE-ΔE plots offered a robust, simple metric for monitoring patrol effectiveness; were no more conceptually complicated than the basic CPUE-E plots; and required no specialist knowledge or software to produce. Our findings demonstrate the need to account for temporal autocorrelation in patrol data and to consider appropriate (and poaching-activity-specific) intervals for aggregation. They also reveal important gaps in understanding of deterrence in this context, especially the mechanisms by which it occurs. In practical applications, we recommend the use of ΔCPUE-ΔE plots in preference to other basic metrics and advise that deterrence should be suspected only if there is a clear negative slope. Distinct types of illegal activity should not be grouped together for analysis, especially if the signs of their occurrence have different persistence times in the environment

    Seroprevalence of infectious diseases in saiga antelope (Saiga tataricatatarica) in Kazakhstan 2012–2014

    286 serum samples were collected from three sub-populations of saiga in Kazakhstan (Betpakdala, Ustyurt and Volga-Ural) between 2012 and 2014, and were tested for the presence of antibodies to Brucella spp., bluetongue virus, peste des petits ruminants (PPR) virus, Akabane virus, Schmallenberg virus, Chlamydophila, Toxoplasma, Mycobacterium avium subspecies paratuberculosis and Coxiella burnetii (Q Fever). Seropositives to Coxiella burnetii of saiga were detected and the adjusted seroprevalence of Q Fever antibodies was 0.07 (95% confidence interval (CI): 0.03-0.10). Seropositives to Akabane virus were detected in all three populations and the adjusted seroprevalence values for this virus were very high (all were>0.13). Lower adjusted seroprevalence values were estimated for PPR Virus and Mycobacterium avium subsp. paratuberculosis (0.005 and 0.006). No seropositives for bluetongue, Toxoplasma, Brucella or Schmallenberg were detected

    Bringing sustainability to life: A framework to guide biodiversity indicator development for business performance management

    Biodiversity loss is a critical sustainability issue, and companies are beginning to seek ways to assess their biodiversity performance. Initiatives to date have developed biodiversity indicators for specific business contexts (e.g., spatial scales – from site, to product, to regional, or corporate scales), however many are not widely translatable across different contexts making it challenging for businesses seeking indicators to manage their biodiversity performance. By synthesizing the steps of common conservation and business decision-making systems, we propose a framework to support more comprehensive development of quantitative biodiversity indicators, for a range of business contexts. The framework integrates experience from existing tried-and-tested conservation frameworks. We illustrate how our framework offers a pathway for businesses to assess their biodiversity performance, and demonstrate responsible management by mitigating and reversing their biodiversity impacts and sustaining their dependencies, enabling them to demonstrate their contribution to emerging global biodiversity targets (e.g., Convention on Biological Diversity post-2020 targets)
