    Get PDF
The imbalance between supply and demand in Bandung City transport system has been the cause of the declining of this city transport performance. Supply approach by increasing road network capacity is considered as no longer effective due to limited developable road space. Demand approach seems to be a prospective solution to the problem. Among others, carpooling is considered as a promising scheme to reduce traffic volume by increasing average vehicle occupancy rate. The scheme is developed by attracting some travelers whose trip destination are in one corridor to join the same vehicle. This research figures out the feasibility of the implementation of carpooling scheme from the traveler preferences point of view. Based on Arcamanik Residential Area, Bandung City, the result of the research shows that this scheme is potential to be implemented with the percentage of respondent willingness to change mode in the beginning is 93%. However, after ride matching was introduced, respondents willing to join this scheme decline to 71% on leaving and 79% on the way back home. This research furthermore identifies some constraints in fulfilling traveler preference on carpooling scheme. The constraints are on the point to point pick-up system and walking distance preference that cannot totally be fulfilled

The enactment of the zoning policy through the Minister of Education and Culture Regulation (Number 14/2018) concerning the Admission of New Students states that the admission priority would be given to those who live within the radius of the closest zone from the school. From a transportation perspective, this policy has a potential positive impact in creating a more balanced school trip distribution pattern, and would further reduce the total trip length and improve transportation performance. Taking Bandung City as a case, this study aims to evaluate the impact of the Penerimaan Peserta Didik Baru/PPDB (New Student Admission) based on zoning system policy on the travel distribution patterns of high school students in this city. The method used in this research is spatial distribution analysis and qualitative descriptive analysis. The research performs a before-after analysis of comparison to analyze the impact of the policy on schooling trip distribution. The results show that the zoning policy stimulates the total change of the average schooling trip length of high school students in Bandung by 35%. This research also concludes that the schooling trip distribution pattern is no longer centered in the city center where favorite schools were located. Get PDF
Currently, rattan raw material price is not stable because its price is influenced by the difficulties encountered in rattan raw materials distribution from the upstream to the downstream. Establishing a distribution model will help to improve Indonesian rattan distribution policy within the framework of the dynamic system. It also restores rattan market condition into the mechanism of rattan trading so that rattan businessmen will be more independent and be able to set their own trading system. It is expected that through this policy, they will experience a fairer and more competitive rivalry in this rattan industry

Bandung Metropolitan Transportation Planning Collaboration and Perceived Transaction Cost Changes after 2 Decades of Decentralization

    Get PDF
Roughly 2 decades ago, the Indonesian Decentralization Act 22/1999 (revised by Act 32/2004 and Act 23/2014) initiated a remarkable shift in the governance system for Indonesia: from a strongly hierarchical system to a further decentralized one. The shift has created fragmented governance for metropolitan transportation planning. Consequently, Indonesian metropolitan areas have experienced increasing transaction costs in policy coordination and difficulties in supplying sufficient transport infrastructures. Earlier research has pointed to a range of possible solutions, including strengthening local government capacity. This paper sets out to identify current perceptions regarding transaction costs in Indonesian metropolitan transportation planning. To what extent do high transaction costs create fragmented planning? Have planning actors’ perceptions changed over time? Using Q-methodology and in-depth interviews, the research identifies significant changes in actors’ perceptions, mainly towards the need to establish supra-regional institutions and regional development priorities. The findings are critical for institutional reformulation to support comprehensive transportation planning at the metropolitan level
