    Who Governs? Blank Spots and Blind Spots in State Boards of Education in the United States

    State boards of education (SBOEs) are one of many governmental entities that reside within the larger educational policymaking sphere. With recent U.S. federal legislation devolving more authority over education to states, state-level governmental entities like SBOEs are in the spotlight perhaps now more than ever. Yet not much has been published about SBOE structures and functions, much less about their members and how they might influence educational policies and education broadly. Using critical policy analysis methods, this descriptive study focused on two areas: (a) the criteria and processes that states use to select SBOE members, and (b) the characteristics of today’s SBOE members (e.g., demographics) and the extent to which SBOEs are representative portraits of the states they serve. Findings report similarities and differences among members within and between the 47 U.S. states with SBOEs. We close by critically assessing our findings, especially whether SBOE member selection criteria and processes and SBOE members themselves are well-positioned to best represent their constituents

    Connections between jet formation and multiwavelength spectral evolution in black hole transients

    Multiwavelength observations are the key to understand conditions of jet formation in Galactic black hole transient (GBHT) systems. By studying radio and optical-infrared evolution of such systems during outburst decays, the compact jet formation can be traced. Comparing this with X-ray spectral and timing evolution we can obtain physical and geometrical conditions for jet formation, and study the contribution of jets to X-ray emission. In this work, first X-ray evolution - jet relation for XTE J1752-223 will be discussed. This source had very good coverage in X-rays, optical, infrared and radio. A long exposure with INTEGRAL also allowed us to study gamma-ray behavior after the jet turns on. We will also show results from the analysis of data from GX 339-4 in the hard state with SUZAKU at low flux levels. The fits to iron line fluorescence emission show that the inner disk radius increases by a factor of >27 with respect to radii in bright states. This result, along with other disk radius measurements in the hard state will be discussed within the context of conditions for launching and sustaining jets

    How Exemplary Educational Leadership Preparation Programs Hone the Interpersonal-Intrapersonal (i2) Skills of Future Leaders

    John P. Kotter argues that business schools continue to prepare leaders for 20th century needs, as they typically teach students how to manage an organization, rather than how to lead one. In this article, we explore how Kotter’s assertion applies to educational leadership preparation programs. We examine the ways a purposive sample of exemplary programs structure and implement learning experiences for aspiring educational leaders. Leveraging our findings from these cases and the literature on transformational learning and leadership, we argue that today’s programs should include “powerful learning experiences” that challenge and coach leadership candidates to build the skills and capacities necessary to both manage and lead organizations. If educational leaders are the “driving subsystem” for school improvement efforts, then leadership preparation must move aspiring leaders beyond technical competence and toward the more transformational aspects of leading

    Large area, label-free imaging of extracellular matrix using telecentricity

    Subtle alterations in stromal tissue structures and organizations within the extracellular matrix (ECM) have been observed in several types of tissue abnormalities, including early skin cancer and wounds. Current microscopic imaging methods often lack the ability to accurately determine the extent of malignancy over a large area, due to their limited field of view. In this research we focus on the development of simple mesoscopic (i.e. between microscopic and macroscopic) biomedical imaging device for non-invasive assessment of ECM alterations over a large, heterogeneous area. In our technology development, a telecentric lens, commonly used in machine vision systems but rarely used in biomedical imaging, serves as a key platform to visualize alterations in tissue microenvironments in a label-free manner over a clinically relevant area. In general, telecentric imaging represents a simple, alternative method for reducing unwanted scattering or diffuse light caused by the highly anisotropic scattering properties of biological tissue. In particular, under telecentric imaging the light intensity backscattered from biological tissue is mainly sensitive to the scattering anisotropy factor, possibly associated with the ECM. We demonstrate the inherent advantages of combining telecentric lens systems with hyperspectral imaging for providing optical information of tissue scattering in biological tissue of murine models, as well as light absorption of hemoglobin in blood vessel tissue phantoms. Thus, we envision that telecentric imaging could potentially serve for simple site-specific, tissue-based assessment of stromal alterations over a clinically relevant field of view in a label-free manner, for studying diseases associated with disruption of homeostasis in ECM

    Data-driven imaging of tissue inflammation using RGB-based hyperspectral reconstruction toward personal monitoring of dermatologic health

    Sensitive and accurate assessment of dermatologic inflammatory hyperemia in otherwise grossly normal-appearing skin conditions is beneficial to laypeople for monitoring their own skin health on a regular basis, to patients for looking for timely clinical examination, and to primary care physicians or dermatologists for delivering effective treatments. We propose that mathematical hyperspectral reconstruction from RGB images in a simple imaging setup can provide reliable visualization of hemoglobin content in a large skin area. Without relying on a complicated, expensive, and slow hyperspectral imaging system, we demonstrate the feasibility of determining heterogeneous or multifocal areas of inflammatory hyperemia associated with experimental photocarcinogenesis in mice. We envision that RGB-based reconstructed hyperspectral imaging of subclinical inflammatory hyperemic foci could potentially be integrated with the built-in camera (RGB sensor) of a smartphone to develop a simple imaging device that could offer affordable monitoring of dermatologic health

    Multiwavelength observations of the black hole transient XTE J1752-223 during its 2010 outburst decay

    Galactic black hole transients show many interesting phenomena during outburst decays. We present simultaneous X-ray (RXTE, Swift, and INTEGRAL), and optical/near-infrared (O/NIR) observations (SMARTS), of the X-ray transient, XTE J1752-223 during its outburst decay in 2010. The multi- wavelength observations of 150 days in 2010 cover the transition from soft to hard spectral state. The evolution of ATCA/VLBI radio observations are shown to confirm the compact jet appearance. The source shows flares in O/NIR during changes in X-ray and radio properties. One of those flares is bright and long, and starts about 20 days after the transition in timing. Other, smaller flares occur along with the transition in timing and increase in power-law flux, and also right after the detection of the core with VLBI. Furthermore, using the simultaneous broadband X-ray spectra including IN- TEGRAL, we found that a high energy cut-off is necessary with a folding energy at around 250 keV around the time that the compact jet is forming. The broad band spectrum can also be fitted equally well with a Comptonization model. In addition, using photoelectric absorption edges in the XMM– Newton RGS X-ray spectra and the extinction of red clump giants in the direction of the source, we found a lower limit on the distance of > 5 kpc

    Complete multiwavelength evolution of galactic black hole transients during outburst decay I: conditions for "compact" jet formation

    Compact, steady jets are observed in the near infrared and radio bands in the hard state of Galactic black hole transients as their luminosity decreases and the source moves towards a quiescent state. Recent radio observations indicate that the jets turn o completely in the soft state, therefore multiwavelength monitoring of black hole transients are essential to probe the formation of jets. In this work we conducted a systematic study of all black hole transients with near infrared and radio coverage during their outburst decays. We characterized the timescales of changes in X-ray spectral and temporal properties and also in near infrared and/or in radio emission. We confirmed that state transitions occur in black hole transients at a very similar fraction of their respective Eddington luminosities. We also found that the near infrared flux increase that could be due to the formation of a compact jet is delayed by a time period of days with respect to the formation of a corona. Finally, we found a threshold disk Eddington luminosity fraction for the compact jets to form. We explain these results with a model such that the increase in the near infrared flux corresponds to a transition from a patchy, small scale height corona along with an optically thin out flow to a large scale height corona that allows for collimation of a steady compact jet. We discuss the timescale of jet formation in terms of transport of magnetic fields from the outer parts of the disk, and also consider two alternative explanations for the multiwavelength emission: hot inner accretion flows and irradiation

    Text messaging to help women with overweight or obesity lose weight after childbirth:the intervention adaptation and SMS feasibility RCT

    Background There is a need to develop weight management interventions that fit seamlessly into the busy lives of women during the postpartum period. Objective The objective was to develop and pilot-test an evidence- and theory-based intervention, delivered by short message service, which supported weight loss and weight loss maintenance in the postpartum period. Design Stage 1 involved the development of a library of short message service messages to support weight loss and weight loss maintenance, with personal and public involvement, focusing on diet and physical activity with embedded behaviour change techniques, and the programming of a short message service platform to allow fully automated intervention delivery. Stage 2 comprised a 12-month, single-centre, two-arm, pilot, randomised controlled trial with an active control. Setting This study was set in Northern Ireland; women were recruited via community-based approaches. Participants A total of 100 women with overweight or obesity who had given birth in the previous 24 months were recruited. Interventions The intervention group received an automated short message service intervention about weight loss and weight loss maintenance for 12 months. The active control group received automated short message service messages about child health and development for 12 months. Main outcome measures The main outcomes measured were the feasibility of recruitment and retention, acceptability of the intervention and trial procedures, and evidence of positive indicative effects on weight. Weight, waist circumference and blood pressure were measured by the researchers; participants completed a questionnaire booklet and wore a sealed pedometer for 7 days at baseline, 3, 6, 9 and 12 months. Outcome assessments were collected during home visits and women received a voucher on completion of each of the assessments. Qualitative interviews were conducted with women at 3 and 12 months, to gather feedback on the intervention and active control and the study procedures. Quantitative and qualitative data were used to inform the process evaluation and to assess fidelity, acceptability, dose, reach, recruitment, retention, contamination and context.
