    Leadership from the Perspectives of Filipino-Americans: A Delphi Study

    The majority of the texts and other materials on leadership have been written from the perspective of people from Western culture. A number of scholars have called attention to this lack of a more diverse literature, inquiring as to the reasons why academicians primarily offer leadership literature that has a predominantly Western culture perspective. Since social and political contexts represent diverse cultural views, leadership literature should also reflect that diversity. This issue is particularly important in the San Diego area for Filipino-Americans because of their increasing numbers and active participation in social and political endeavors. The absence of culturally and ethically diverse literature on leadership provides scholars with a limited view of the leadership theories and principles of non-Western societies. Further, this lack of non-Western literature reinforces the notion that persons in other cultures have not developed leadership perspectives, and a continued absence of leadership literature authored by people from other cultures will only prolong this cultural bias in the academic environment. This research study of leadership was conducted to determine the perspectives of Filipino-Americans. A qualitative research approach, the Delphi technique, was employed. An attempt was made to examine how the panelists view leadership and integrate these leadership perspectives in social and political settings. The subjects were selected from Americans of Filipino descent from various fields of endeavor who are currently holding or have previously held leadership roles. Three Delphi rounds were used to obtain consensuses on the most dominant Filipino-American leadership perspectives and leadership characteristic styles or traits. The study revealed a culturally specific Filipino-American leadership philosophy known as bayanihan. Bayanihan is a leadership concept that may be defined as a process among people who have a shared vision to achieve their intended purposes of improving their community or society. Further, the study revealed characteristic leadership styles or traits unique to Filipino-American leaders. These traits are bahala na, hiya or hiya hiya, kanya kanya, kumpadre, ningas cogon, pakikisama, and utang na loob. At the end, this researcher made specific recommendations for Leadership Educators and Leadership Practitioners to consider undertaking as well as recommendations for further research

University of Missouri--Columbia 2012."July 2012"This student examines the grant partnership between a Tribal College (TCU) and a Predominantly White Institution (PWI) that is designed to increase the number of American Indian college students entering the STEM fields. The study used qualitative interviews, analyzed from Institutional and Tribal Critical Race theories. The findings suggest that administrators and faculty have strongly divergent views about the partnership. Institutional theory suggests that the two institutions are working well together within the partnership. Tribal Critical Race theory suggests that the TCU is struggling to maintain its mission in the relationship because the PWI is trying to meet the minority pipeline initiatives of the grant funding agencies. Implications for future research suggest that more examination of other minority-majority university partnerships would be beneficial, a status update of American Indian higher education is necessary, and the role of the federal government influence through funding and governance should be examined.Includes bibliographical reference

    Particle Number PEMS: Inter-Laboratory: Comparison Exercise

    This report summarizes the results of the Inter-Laboratory Comparison Exercise for the PN-PEMS equipment that took place between September 2015 and January 2016. The accuracy and precision of PN measurement with two different PN-PEMS was assessed with one selected Golden Vehicle in seven different laboratories across Europe, providing indications for drafting the third package of the RDE regulation. The differences of the PN-PEMS to the reference system at the CVS were between -40% and +40%; similar to those between the reference system at the tailpipe and the CVS. The accuracy and precision of the PN-PEMS, as estimated by comparing them with the reference system at the tailpipe were 10.4% ± 11.9% for the diffusion charger based PN-PEMS and -8.0% ±9.5% for the CPC-based PN-PEMS. The larger differences compared to the reference system at the CVS can be explained by particle transformations between the vehicle tailpipe and the CVS and calibration uncertainties of the reference systems at the CVS. On road tests showed that the PN-PEMS were stable and measuring as in the laboratory. For the tested vehicle technology, there were not significant deviations between the PN emissions measured in the laboratory and the PN emissions measured under real driving conditions at ambient temperatures between 3°C and 25°C.JRC.C.4-Sustainable Transpor

    A Comparative Study of Path Performance Metrics Predictors

    peer reviewedUsing quality-of-service (QoS) metrics for Internet traffic is expected to improve greatly the performance of many network enabled applications, such as Voice-over-IP (VoIP) and video conferencing. However, it is not possible to constantly measure path performance metrics (PPMs) such as delay and throughput without interfering with the network. In this work, we focus on PPMs measurement scalability by considering machine learning techniques to estimate predictive models from past PPMs observations. Using real data collected from PlanetLab, we provide a comparison between three different predictors: AR(MA) models, Kalman filters and support vector machines (SVMs). Some predic- tors use delay and throughput jointly to take advantage of the possible relationship between PPMs, while other predictors consider PPMs individually. Our current results illustrate that the best performing model is an individual SVM specific to each time series. Overall, delay can be predicted with very good accuracy while accurate forecasting of throughput remains an open problem

    PEMS EMISSIONS TESTING OF HEAVY DUTY VEHICLES/ENGINES: ASSESSMENT OF PEMS PROCEDURES IN FULFILMENT OF ARTICLE 14(3) TO REGULATION (EU) 582/2011

    The Euro VI Regulation (EC) No 595/2009 and the implementing Regulation [2] (EC) 582/2011 introduces a procedure for PEMS testing as a mandatory part of the type approval legislation in order to check the conformity of heavy-duty engines with the applicable emissions certification standards during the normal life of those engines: this is the so-called “In Service Conformity” (ISC) requirements. In addition, Euro VI engines also have to verify their actual in-use emissions already at type approval (PEMS demonstration test). Even if the PEMS procedure has already been introduced into legislation there is still a need for further evaluation and development. Article 14(3) of the implementing regulation for Euro VI (EC) No 582/2011 states the following: “Any additional requirements with respect to off-cycle in-use vehicle testing referred to in point (d) of paragraph 1 shall be introduced after the assessment of the PEMS procedures set out in Annex II. The assessment shall be finalised by 31 December 2014.” An assessment of the currently introduced PEMS procedure should therefore be carried out, and based on the outcome of this assessment; proposals for amending the PEMS procedure should be made. The European Commission through DG ENTR in co-operation with DG JRC launched in January 2012 a programme to address the legislative mandate to assess the present PEMS procedure.     Se estudian tres ceremonias científicas organizadas en distintos teatros de la ciudad de Buenos Aires por el Círculo Médico Argentino (CMA). Como parte de las prácticas de sociabilidad de esta institución, estas ceremonias, dedicadas a conmemorar episodios e individuos centrales en la frágil comunidad médica de la segunda mitad del siglo XIX, fueron uno de los recursos utilizados por el CMA para la transmisión de sentidos, valores y representaciones acerca de la práctica médica local a la sociedad civil y el poder político de su época. Esta estrategia de amplificación de los aspectos simbólicos y culturales de la práctica profesional y científica de la medicina fue utilizada por el CMA tanto para construir audiencias mayores, ganar visibilidad y demandar legitimidad para el conjunto de prácticas médicas, como para abrir una brecha de acceso al reconocimiento político en una ciudad con tendencia a mirar como extraños a médicos y hospitales hasta bien entrado el siglo XX. En especial, los tres casos estudiados permiten ilustrar las estrechas relaciones entre las ceremonias teatrales y la puesta en circulación de un programa experimental para las ciencias médicas de la ciudad de Buenos Aires.Three scientific ceremonies organized in different theaters of the city of Buenos Aires by the Argentine Medical Circle (CMA) are studied. As part of practices of sociability of this institution, these ceremonies dedicated to commemorate episodes and central individuals in the medical community in the second half of the nineteenth century were one of the resources used by the CMA for the transmission of meanings, values and representations about the local medical practice civil society and political power. This amplification strategy of symbolic and cultural aspects of professional and scientific practice of medicine was used by the CMA both to build larger audiences, gain visibility and claim legitimacy for all medical practices, such as to open a gap in access to political recognition in a city with a tendency to look like strangers to doctors and hospitals until well into the twentieth century.     Analytical Expressions for Radiative Opacities of Low Z Plasmas

    In this work we obtain analytical expressions for the radiative opacity of several low Z plasmas (He, Li, Be, and B) in a wide range of temperatures and densities. These formulas are obtained by fitting the proposed expression to mean opacities data calculated by using the code ABAKO/ RAPCAL. This code computes the radiative properties of plasmas, both in LTE and NLTE conditions, under the detailed-level-accounting approach. It has been successfully validated in the range of interest in previous works
