    Equity for rural America : from Wall Street to Main Street : a conference summary

    Equity markets play a crucial role as a lifeline of capital to entrepreneurs. U.S. equity markets are so large and so efficient that they have become an inexpensive way for many companies to raise capital through the issuance of stock. Indeed, many experts argue that the primary benefit of the equity markets is their role in providing new capital for business ventures. But the capital benefits of stock markets do not reach all businesses.> Many rural companies simply lack the size to issue stock directly on Wall Street. In addition, most rural companies cannot boast of the kind of growth prospects that attract venture capitalists. In short, equity capital is a major challenge as rural America searches for ways to help its entrepreneurs and boost economic growth in the new century.> Recognizing that challenge, the Federal Reserve Bank of Kansas City hosted a national conference, "Equity for Rural America: From Wall Street to Main Street." The conference, which was held in Denver on October 8-9, 1998, brought together 125 equity capital market experts, financial market participants, and rural leaders to assess ways to improve rural equity capital markets.     During the NASA Global Troposphere Experiment Pacific Exploratory Mission-Tropics (PEM-Tropics) airborne sampling campaign we found unexpectedly high concentrations of aerosol-associated 210Pb throughout the free troposphere over the South Pacific. Because of the remoteness of the study region, we expected specific activities to be generally less than 35 μBq m−3 but found an average in the free troposphere of 107 μBq m−3. This average was elevated by a large number of very active (up to 405 μBq m−3) samples that were associated with biomass burning plumes encountered on nearly every PEM-Tropics flight in the southern hemisphere. We use a simple aging and dilution model, which assumes that 222Rn and primary combustion products are pumped into the free troposphere in wet convective systems over fire regions (most likely in Africa), to explain the elevated 210Pb activities. This model reproduces the observed 210Pb activities very well, and predicts the ratios of four hydrocarbon species (emitted by combustion) to CO to better than 20% in most cases. Plume ages calculated by the model depend strongly on the assumed 222Rn activities in the initial plume, but using values plausible for continental boundary layer air yields ages that are consistent with travel times from Africa to the South Pacific calculated with a back trajectory model. The model also shows that despite being easily recognized through the large enhancements of biomass burning tracers, these plumes must have entrained large fractions of the surrounding ambient air during transport

    Changes in Wetland Vegetation in Regulated Lakes in Northern Minnesota, USA Ten Years after a New Regulation Plan Was Implemented

    Lake-level regulation alters wetland plant communities and their role in providing faunal habitat. Regulation plans have sometimes been changed to restore ecosystem function; however, few studies have shown the effects of such changes. In 2000, a new plan was implemented for regulation of Rainy Lake and Namakan Reservoir in northern Minnesota, USA. We had studied wetland plant communities under the previous 1970 regulation plan in 1987 and used those data to evaluate changes during 2002–2006 and 2010 resampling efforts using the same methods. Ordinations showed that plant communities changed little on Rainy Lake, where regulation changes were minor. However, on Namakan Reservoir, substantial changes had occurred in both vegetation and faunal habitat within two years, as plants favored by dewatering were replaced by submersed aquatic plants favored by year-round flooding under the new 2000 regulation plan. After ten years, Namakan showed greater similarity to unregulated Lac La Croix but still differed overall. Longer-term studies may be needed to determine if the regulation-plan change continues to alter Namakan plant communities. The speed at which changes began suggests that studies on other regulated lakes should begin in the first growing season following implementation of a new regulation plan and should continue periodically for a decade or longer

    In this paper we introduce, for the first time, the Weibull-Geometric distribution which generalizes the exponential-geometric distribution proposed by Adamidis and Loukas (1998). The hazard function of the last distribution is monotone decreasing but the hazard function of the new distribution can take more general forms. Unlike the Weibull distribution, the proposed distribution is useful for modeling unimodal failure rates. We derive the cumulative distribution and hazard functions, the density of the order statistics and calculate expressions for its moments and for the moments of the order statistics. We give expressions for the R\'enyi and Shannon entropies. The maximum likelihood estimation procedure is discussed and an algorithm EM (Dempster et al., 1977; McLachlan and Krishnan, 1997) is provided for estimating the parameters. We obtain the information matrix and discuss inference. Applications to real data sets are given to show the flexibility and potentiality of the proposed distribution

Pest considerations include town ants and Nantucket pine tip moths on loblolly pine. Untreated loblolly pine had reduced leader and total height growth anH increased tip moth infestations, compared to Terra-Sorb and clay-slurry treated loblolly pine. Soil texture averaged less than eight percent silt and clay combined in the treatment areas
