    Controlled decomposition and oxidation: A treatment method for gaseous process effluents

    The safe disposal of effluent gases produced by the electronics industry deserves special attention. Due to the hazardous nature of many of the materials used, it is essential to control and treat the reactants and reactant by-products as they are exhausted from the process tool and prior to their release into the manufacturing facility's exhaust system and the atmosphere. Controlled decomposition and oxidation (CDO) is one method of treating effluent gases from thin film deposition processes. CDO equipment applications, field experience, and results of the use of CDO equipment and technological advances gained from the field experiences are discussed

    Ultrasonic Imaging Project and Test Bed

    This paper describes the Lawrence Livermore Laboratory (LLL) Ultrasonic Imaging Project. The project\u27s purpose is to increase resolution and produce accurate graphic ultrasonic images. Sub projects directed at achieving these goals are: (1) mathematic modeling of elastic wave scattering for realistic defects, (2) developing signal analysis techniques to allow thorough quantitative ultrasonic field measurements, (3) design and fabrication of a high precision, versatile, computer controlled two-transducer ultrasonic test bed with on-line computerized data acquisition, analysis, and image display. Improved methods for quantitative evaluation of bond strength, cracks, and joining are required by current LLL programs. From these requirements the necessity for a two transducer test bed has become evident. The major emphasis of this paper is to describe the sophisticated new concept in ultrasonic test beds now under development

    Changes in Earnings Differentials in the 1980s: Concordance, Convergence, Causes, and Consequences

    This paper analyzes changes in U.S. earnings differentials in the 1980s between race, gender, age, and schooling groups. There are four main sets of results to report. First, the economic position of less-educated workers declined relative to the more-educated among almost all demographic groups. Education-earnings differentials clearly rose for whites, but less clearly for blacks, while employment rate differences associated with education increased more for blacks than for whites. Second, much of the change in education-earnings differentials for specific groups is attributable to measurable economic factors: to changes in the occupational or industrial structure of employment; to changes in average wages within industries; to the fall in the real value of the minimum wage and the tall in union density; and to changes in the relative growth rate of more-educated workers. Third, the earnings and employment position of white females, and to a lesser extent of black females, converged to that of white males in the 1980s, across education groups. At the same time, the economic position of more-educated black males appears to have worsened relative to their white-male counterparts. Fourth, there has been a sizable college-enrollment response to the rising relative wages of college graduates. This response suggests that education-earnings differentials may stop increasing, or even start to decline, in the near future.

    Beltway: Getting Around Garbage Collection Gridlock

    We present the design and implementation of a new garbage collection framework that significantly generalizes existing copying collectors. The Beltway framework exploits and separates object age and incrementality. It groups objects in one or more increments on queues called belts, collects belts independently, and collects increments on a belt in first-in-first-out order. We show that Beltway configurations, selected by command line options, act and perform the same as semi-space, generational, and older-first collectors, and encompass all previous copying collectors of which we are aware. The increasing reliance on garbage collected languages such as Java requires that the collector perform well. We show that the generality of Beltway enables us to design and implement new collectors that are robust to variations in heap size and improve total execution time over the best generational copying collectors of which we are aware by up to 40%, and on average by 5 to 10%, for small to moderate heap sizes. New garbage collection algorithms are rare, and yet we define not just one, but a new family of collectors that subsumes previous work. This generality enables us to explore a larger design space and build better collectors

    Nonlinear Shear and Extensional Flow Dynamics of Wormlike Surfactant Solutions

    Accepted for publication in JNNFM.Nonlinear shear and extensional flow dynamics of rheological properties of a wormlike micellar solution based on erucyl bis (2-hydroxyethyl) methyl ammonium chloride, EHAC, are reported here. The influences of surfactant (EHAC) and salt (NH4Cl) concentrations on the linear viscoelastic parameters are determined using small amplitude oscillatory shear experiments. The steady and time-dependent shear rheology is determined in a double gap Couette cell, and transient extensional flow measurements are performed in a Capillary Breakup Extensional Rheometer (CABER). In the nonlinear shear flow experiments, the micellar fluid samples show strong hysteretic behavior upon increasing and decreasing the imposed shear stress due to the development of shear-banding instabilities. The non-monotone flow curves of stress vs. shear rate can be successfully modeled in a macroscopic sense by using the single-mode Giesekus constitutive equation. The temporal evolution of the flow structure of the surfactant solutions in the Couette flow geometry is analyzed by instantaneous shear-rate measurements for various values of controlled shear-stress, along with FFT analysis. The results indicate that the steady flow bifurcates to a global time-dependent state as soon as the shear banding/hysteresis regime is reached. Increasing the salt/surfactant ratio or the temperature is found to stabilize the flow, as also confirmed by the decreasing values of anisotropy factor in the Giesekus model. Finally we have investigated the dynamics of capillary breakup of the micellar fluid samples in uniaxial extensional flow. The filament thinning behavior of the micellar fluid samples is also accurately predicted by the Giesekus constitutive equation. Indeed quantitative agreement between the experimental and numerical results can be obtained providing that the relaxation time of the wormlike micellar solutions in extensional flows is a factor of three lower than in shear flows.NSF, Schlumberger, and the Turkish Scientific and Technical Research Institut

    Childhood health and the changing distribution of foreign aid: Evidence from Nigeriaā€™s transition to lower-middle-income status

    With sustained economic growth in many parts of the developing world, an increasing number of countries are transitioning away from the most subsidized development finance as they exceed income and other qualification requirements. Cross-country evidence suggests that Development Assistance Committee (DAC) donors view the crossing over of the World Bankā€™s International Development Association (IDA) eligibility threshold to signal that a country needs less aid, with subsequent reductions in both IDA and other donorsā€™ concessional funding. Within the health sector, it is particularly important to understand the implications of these status changes for children under five years of age since improving early childhood health is critical to fostering health and social and economic development. Therefore, we examine the implications of the IDA transition by measuring the extent t which World Bank commitmentsā€”including both IDA and IBRDā€”are directed to infant and child health needs in Nigeria. Ordinary Least Squares (OLS) models were used in a difference-indifferences (DID) strategy to compare World Bank IBRD/IDA lending before and after the crossover to regions with varying initial levels of under-five and infant need. We find that the infant need orientation of World Bank aid has increased post-crossover. Conversely, alignment of World Bank commitments to regional child needs appears to have diminished after Nigeria crosses the IDA threshold. However, these effects are statistically insignificant and therefore provides inconclusive evidence. This research addresses an important policy question because the transition away from concessional funding mechanisms will result in difficult tradeoffs in allocating limited health resources; without providing conclusive evidence that crossover results in changes in need-based allocation, it does offer an essential path for future research. These results are directly relevant to policy debates about what we know and do not know about aid in transition and health. This researchā€™s value is especially important in the Sustainable Development Goal (SDG) era in understanding how donor exits could derail progress in health improvement
