    This study looks at the extent to which government collaboration and public involvement in service delivery by the Jambi Provincial Government, in its course of governance continues to move in the service sector which can be directly accessed by the public, not only as recipients, but also as a source of services. To accelerate this process, the government is transformed into instant and practical with the concept of e-government, implementing governance with the principle of collaboration, utilizing technology, and information services produced can be accessed by anyone in an open / Open Government manner. However, this understanding of government has not been fully responded to in response both in the community and the government itself. By using a qualitative approach and descriptive method, the authors hope to obtain the empirical relationship behind the phenomenon by obtaining a profound, thorough, detailed and complete meaning. Therefore the use of a qualitative approach in this study is to match, compare, and look for the red thread between empirical reality and the prevailing theory. The findings in this study are the absence of a clear collaboration design and the low level of understanding among service providers in government regarding mechanisms, methods, and innovation processes that aim to be able to involve the public effectively, either as recipients or sources of services. This is due to the lack of commitment from leaders at the elite level, and organizational culture that is still static, not dynamic. And the availability of budget and supporting infrastructure that is still minimal. Then more effective collaboration is needed by being encouraged by improving regulations, structuring and improving the quality of human resources, and commitment to the provision of budgets and supporting infrastructure for electronic-based services. So if all these elements can be fulfilled, the implementation of a government based on open public engagement with open government design can be realized in Jambi Province

    The Open Government Indonesia (OGI) action plan, provides a focus on strengthening public services and strengthening public information disclosure, as well as strengthening data governance, it can be facilitated by the presence of government base applications. The success in implementing e-government is the level of policy, fiscal support, and infrastructure. At the community level, although the implementation of e-government has opened up a large space for community participation in using civil rights through a variety of available channels, limited access is a major technical obstacle, supported by a lack of socialization, and application design that is not user-friendly. Initial findings explain that the collaborative process seems less-coordination, open government design has not been connected to the rules for implementing innovations in the regional government, the cause is the absence of commitment from regional heads and stakeholders, the gap between understanding and practical facts is still too wide

    Collaborative Governance in the Digital Transformation Age: A Systematic Literature Review with Bibliometric Mapping

    Purpose: The article aims to provide an updated and comprehensive overview of academic research in the field of collaborative governance and digital transformation, with an emphasis on the emerging topic of collaborative digital transformation. Digital transformation is a recurrent theme in todayā€™s society, fuelled by events such as the Covid-19 pandemic, global climate challenges, and other crises reshaping the world. As societies increasingly rely on digital platforms and online communication, the prime urge and necessity of the human race ā€“ i.e., to communicate and collaborate in tackling these challenges ā€“ puts collaborative governance in digital transformation high on the agenda of governments, the private sector, and citizens.Design/Methodology/Approach: To address this topic, we performed a bibliometric analysis using various analytical and visualisation tools to evaluate and visualise existing scientific bibliographic materials. The analysis covers 286 articles published in the Scopus and Web of Science databases over the past two decades in the area of collaborative governance and digital transformation, employing established and innovative bibliometric approaches. Graphical analyses are used to illustrate co-authorship, keywords co-occurrence, research topics evolution, and the network of influential researchers within collaborative governance and digital transformation.Findings: The results show that the relationship between collaborative governance and digital transformation is still limited and needs further study, considering that these two concepts have been emerging trends in public administration over the past two decades. In addition, the findings reveal a significant growth in research of these topics over time, although not specifically focused on collaborative digital transformation.Practical Implications: The article provides a summary of key aspects of collaborative governance and digital transformation research and helps lay the foundations for shaping the future of this evolving field of public administration. Thus, it helps researchers understand the development of collaborative digital transformation research over the past two decades, as collaborative digital transformation is a relatively new ļ¬eld of research characterised by rapid growth and evolution.Originality/Value: The research contributes to the understanding of collaborative digital transformation as a distinct research area within the broader concepts of digital transformation and collaborative governance, which is still seeking its own identity in academic literature, and offers a definition of collaborative digital transformation (CDT)

    This article is based on the abberations of the local government implementation. The factors that cause the abberations are the weakness of Parliament Oversight in the discussion  and implementations of the Regional Budget Regulation. By using qualitative research methods with the intention of finding out about the factors that cause the abberations and the oversight model that used in the process. Data were collected through library research and documentation, observation and in-depth interviews with a number of informants consisting of local governmen, the Local House of Representatives, Press, and Civil Society that  related to the duties and functions of each. These results suggest that the Local House of Representatives has been carrying out Oversight in accordance with its function, but the conduct of such Oversight only in the normative level and a mere formality, without the use of proper oversight models that affect weakness of Parliament Oversight, and make an impacts that cause the abberations in the implementation of the regional budget Regulations. The findings of the research  are expected to contribute in the development of scientific study of the concept of governance on legislative oversight toward implementation of Regional Budget Regulation, harmonious and balanced relationship between local government and the Local House of Represetative also be supported by proper model for oversight, and has a rule that can be guiding  parliament in carrying out its functions

    Laut Natuna Utara adalah wilayah lama bernama baru yang di berikan Indonesia kepada salahsatu wilayah laut yang berbatasan dengan Laut China Selatan. Setelah terdapat klaim sepihak terhadap perairan ini dari Republik Rakyat Tiongkok (RRT) pemerintah Indonesia kemudian memperkuat kekuatan militer di Natuna. Langkah ini memiliki resiko tersendiri baik bagi Indonesia maupun kawasan, sehingga pemerintah Indonesia perlu melakukan upaya penguatan di sektor politik. Rumusan masalah penelitian ini adalah bagaimana pendekatan politik keamanan dapat berperan dalam menjaga kedaulatan di Laut Natuna Utara?. Penelitian ini menggunakan metode deskriptif analitis dengan menggunakan teori national interest dan konsep good governance untuk memunculkan penjelasan bagaimana perimbangan kebijakan antara soft approach dan hard approach yang dilakukan pemerintah Indonesia dalam mengelola konflik di Natuna. Penelitian ini melihatbahwa kedulatan Indonesia sangat ditentukan oleh kepentingan nasional yang dihadirkan dalam kerangka konflik yang terjadi di Laut China Selatan. Dalam upaya menjaga keamanan wilayah Laut Natuna Utara, negara kemudian kemudian melakukan pendekatan politik dari aspek kekuatan militer (hard power) dan non-militer (soft power)

    Collaborative governance in the digital transformation era in the case of building trust in Indonesian local government

    Doktorska disertacija se osredotoča na proces sodelovanja med vladnimi agencijami, nevladnimi organizacijami in državljani v procesu digitalne preobrazbe, s poudarkom na krepitvi javnega zaupanja. Predstavljen je teoretični okvir sodelovalnega upravljanja (SU), ki izpostavlja vpraŔanja in ovire, povezane z digitalno preobrazbo, zlasti v lokalni upravi. Empirični prispevek analizira različne ravni javne uprave z namenom oceniti strateŔke politične ukrepe, katerih cilj je socialna vključenost in zaupanje državljanov v sistem digitalne uprave. Raziskava hkrati preučuje obstoječo literaturo o sodelovalnem upravljanju in digitalni preobrazbi, z namenom prispevati k razumevanju sodelovalne digitalne preobrazbe (SDP) in njenega prepleta z upravljanjem v digitalnem svetu. Študije primerov, osredotočene na indonezijsko politiko digitalne uprave, raziskujejo neenakomernost digitalne preobrazbe zaradi Ŕiroke avtonomije, podeljene lokalnim oblastem. Raziskava uporablja pristop meŔanih metod, ki združuje kvalitativne in kvantitativne metode, ter na ta način celovito obravnava obravnavana raziskovalna vpraŔanja. Z uporabo raziskovalnega zaporednega pristopa so ugotovitve analize obstoječe znanstvene literature nadgrajene z rezultati poglobljene kvantitativne analize, kar ponuja celovito perspektivo na raziskovano področje. Rezultati dela so noviteta obstoječi raziskovalni literaturi, ter služijo kot referenca za krepitev vloge lokalnih oblasti pri sodelovalni digitalni preobrazbi, kar zagotavlja večjo legitimnost in zaupanje javnosti v javne politike. Rezultati kvalitativne raziskave kažejo, da se vlade soočajo z ovirami, kot so izolirane aktivnosti (silosi) in razdrobljeni pristopi. V kontekstu lokalne uprave lahko uspeh pobud za digitalno preobrazbo na Zahodni Javi pripiŔemo učinkovitemu sodelovanju in vplivnemu digitalnemu vodstvu. Implementacija koncepta penta helix, kot strategije sodelovanja je skupaj z ustanovitvijo Jabar Digital Service (JDS) kot namenske enote za upravljanje digitalne preobrazbe igrala pomembno vlogo. Vendar se pojavljajo pomisleki glede dolgoročne vzdržnosti agende digitalne preobrazbe zaradi pomanjkanja pristopa, osredotočenega na uporabnika, kar omejuje aktivno vključevanje javnosti v razvoj politike. Poleg tega obstajajo pomisleki glede morebitnih tveganj, povezanih s prevelikim zanaŔanjem na posamezne voditelje kot gonilno silo digitalne preobrazbe na Zahodni Javi. Ob implementaciji ankete prebivalcev na Zahodni Javi so bili parametri uspeha sodelovalnega upravljanja (SU) in digitalne preobrazbe (DP), ki temeljijo na ugotovitvah teoretične in kvalitativne preiskave, potrjeni kot signifikantni. Na podlagi kvantitativnih rezultatov je bil razvit model, ki poudarja medsebojno povezanost SU in DT. Ponazarja, kako lahko ta dva koncepta prispevata k uspehu sodelovalne digitalne preobrazbe (SDP). Glavni prispevek raziskave je, da se ta raziskava Ŕteje za nov prispevek za akademike na področjih javne uprave, javnih politik in politologije.This dissertation addresses the process of collaboration between government agencies, non-governmental organisations, and citizens in the wake of digital transformation, with a focus on building public trust. The theoretical framework of collaborative governance is presented by identifying problems and obstacles related to digital transformation, especially in local government. In the empirical part, different levels of government are analysed to evaluate strategic actions aimed at social inclusion and citizen trust in the digital government system. The research also explores the characteristics of the existing literature on collaborative governance and digital transformation and contributes to the understanding of collaborative digital transformation (CDT) and its interaction with governance in the digital domain. Focusing on Indonesian digital government policies, the case studies examine the uneven nature of digital transformation due to the extensive autonomy granted to local governments. The research uses a mixed methods approach that combines qualitative and quantitative methods to comprehensively answer the research questions. Using an exploratory, sequential approach, the results of a thorough literature review are enriched and validated by a quantitative analysis, providing a comprehensive perspective. The findings contribute to the literature, serve as a new reference focused on improving the role of local government in collaborative digital transformation, and provide greater legitimacy and public trust in the public policy process. Qualitative research shows that governments face barriers such as isolated efforts (silos) and fragmented approaches. In the context of local government, empirical results show that the success of digital transformation initiatives in West Java is due to effective collaboration and influential digital leadership. The implementation of the Penta Helix concept as a collaborative strategy, along with the establishment of the Jabar Digital Service (JDS) as a dedicated unit to manage digital transformation, plays an important role. However, there are concerns about the long-term sustainability of the digital transformation agenda due to the lack of a user-centric approach that limits the active participation of the public in the policy process. In addition, there are concerns about the potential risks associated with relying too heavily on individual leaders to drive digital transformation in West Java. The success parameters of CG and DT, based on the results of the theoretical and qualitative research, were confirmed as essential through the survey of West Java citizens. Using the empirical findings from the survey of West Java citizens, a model was developed that illustrates the interconnectedness of collaborative governance (CG) and digital transformation (DT). It illustrates how these two concepts together contribute to the overall success of Collaborative Digital Transformation (CDT). The main contribution of the research is a novel contribution for academics in the fields of public administration and political science

    This article is intended to contribute as an additional new reference for academics and practitioners in the field of government science and to introduce the concept of developing digital government transformation that focuses on collaboration in Indonesian local governments. This article uses case studies and a limited literature review to explore how collaboration can play an important role in the implementation of digital transformation in the West Java Digital Service (JDS), or the Regional Technical Implementation Unit of the Center for Digital Services, Geospatial Data and Information under the West Java Provincial Communication and Information Office. As a digital-based local government agency, Indonesia has the goal of being an accelerator of achieving government targets to break the digital divide for remote communities, improve the efficiency and accuracy of data and technology-based community data policies, support services and community policy making that are responsive, adaptive, and innovative. This article provides an overview of how Indonesian local governments deliver digital-based policies through joint decision-making or collaborative governance, seeking to share decision-making power with stakeholders to develop joint recommendations for effective and lasting solutions to public problems.Artikel ini dimaksudkan untuk memberikan kontribusi sebagai tambahan referensi baru bagi akademisi dan praktisi di bidang ilmu pemerintahan dan untuk mengenalkan konsep pengembangan transformasi pemerintahan digital (Digital Government Transformation) yang fokus pada kolaborasi di pemerintah daerah Indonesia.     Fostering collaborative digital transformation in Indonesian local government

    The purpose of this article intended to contribute as a additional reference in the field of public administration and to overlook a concept for the development of digital government transformation that focus on collabrations. This article uses a systematic literature review to explore how collaboration can play an important role in the implementation of digital transformation in local government. West Java Digital Service (JDS) is a digitalbased local government agency in West Java Province, Indonesia has a goal as an accelerator of achieving government targets to break the digital divide for remote communities, improve the efficiency and accuracy of community data policies based on data and technology, to support responsive, adaptive, and innovative policy. Initial findings show that JDS does not originate from the purity of the bureaucracy, but rather an institution that formed specifically according to the needs in the acceleration of digital transformation. This means that not all local governments in Indonesia have these digital-based institutions. This article provides an overview of how Indonesian local government deliver a digital-base policy through joint decisions making, that seek to share power in decision making with stakeholders to develop shared recommendations for lasting solutions to public problems

    Each company apart from increasing financial benefits through its operational activities also has an obligation to carry out social programs for the environment and surrounding communities. This concept is known as the company's Corporate Social Responsibility (CSR) program. The use of the CSR program for the implementation of government development tasks can be described through the concept of Collaborative Governance or the concept of partnership in government. This paper will analyze the use of CSR programs carried out by the Jambi City government through the concept of Collaborative Governance in order to accelerate development by taking into account the government's priority programs. The research method used is a descriptive qualitative approach. Data collection was carried out through observation, interviews and documentation. Then the data were analyzed by examining the findings, presenting the data, and drawing conclusions. The results show that the Jambi City Government has implemented the concept of collaborative governance in implementing and utilizing CSR funds for development programs through the CSR forum. Keywords: Corporate Social Responsibility; Collaborative Governance; Regional Development.Setiap perusahaan selain meningkatkan keuntungan finansial melalui kegiatan operasionalnya juga memiliki kewajiban untuk melaksanakan program sosial bagi lingkungan dan masyarakat sekitar. Konsep ini dikenal dengan program Corporate Social Responsibility (CSR) perusahaan. Pemanfaatan program CSR untuk pelaksanaan tugas pembangunan pemerintah dapat dijabarkan melalui konsep Collaborative Governance atau konsep kemitraan dalam pemerintahan. Tulisan ini akan menganalisis pemanfaatan program CSR yang dilakukan oleh pemerintah Kota Jambi melalui konsep Collaborative Governance dalam rangka percepatan pengembangan dengan memperhatikan program prioritas pemerintah. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Kemudian data dianalisis dengan menelaah temuan, menyajikan data, dan menarik kesimpulan. Hasil penelitian menunjukkan bahwa Pemerintah Kota Jambi telah menerapkan konsep tata kelola kolaboratif dalam melaksanakan dan memanfaatkan dana CSR untuk program pembangunan melalui forum CSR.
