Atomic Layer Deposition Nucleation Dependence on Diamond Surface Termination
Surface termination and interfacial interactions are critical for advanced
solid-state quantum applications. In this paper, we demonstrate that atomic
layer deposition (ALD) can both provide valuable insight on the chemical
environment of the surface, having sufficient sensitivity to distinguish
between the common diamond (001) surface termination types and passivate these
interfaces as desired. We selected diamond substrates exhibiting both smooth
and anomalously rough surfaces to probe the effect of morphology on ALD
nucleation. We use high resolution in situ spectroscopic ellipsometry to
monitor the surface reaction with sub-angstrom resolution, to evaluate the
nucleation of an ALD Al2O3 process as a function of different ex and in situ
treatments to the diamond surface. In situ water dosing and high vacuum
annealing provided the most favorable environment for nucleation of
dimethylaluminum isopropoxide and water ALD. Hydrogen termination passivated
both smooth and rough surfaces while triacid cleaning passivated the smooth
surface only, with striking effectiveness.Comment: 31 pages, 14 figure
A Diamond Thin Film Flow Sensor
We present the results of theoretical modeling and experimental testing of a diamond thin film sensor for flow studies. It is shown that the high thermal conductivity of a diamond film can enhance the frequency response of the flow sensor. One-dimensional heat diffusion equation was solved using the finite difference method for determining the frequency response. Two different sensor structures were analyzed: a Ni film on a quartz substrate (Ni/Q) and an intermediate layer of diamond film between the Ni film and quartz substrate (Ni/D/Q). The theoretical model predicts a frequency response for the Ni/D/Q sensor higher than that of the Ni/Q sensor. Diamond films for the Ni/D/Q sensor were deposited onto the quartz substrate by microwave plasma-enhanced chemical vapor deposition (MPECVD). The conditions for a high nucleation density were established for obtaining a continuous diamond thin film. A subsequent nickel film patterned and deposited serves as the sensing arm in the bridge circuit of an anemometer. The measured frequency response of the Ni/D/Q sensor combination is greater than 220 kHz, as compared to the Ni/Quartz sensor response of 120 kHz
Relativistic calculations of the lifetimes and hyperfine structure constants in Zn
This work presents accurate {\it ab initio} determination of the magnetic
dipole (M1) and electric quadrupole (E2) hyperfine structure constants for the
ground and a few low-lying excited states in Zn, which is one of
the interesting systems in fundamental physics. The coupled-cluster (CC) theory
within the relativistic framework has been used here in this calculations. Long
standing demands for a relativistic and highly correlated calculations like CC
can be able to resolve the disagreements among the lifetime estimations
reported previously for a few low-lying states of Zn. The role of
different electron correlation effects in the determination of these quantities

Evaluating the benefits of incorporating traditional birth attendants in HIV Prevention of Mother to Child Transmission service delivery in Lilongwe, Malawi
The objective of our intervention was to examine the benefits of incorporating traditional birth attendants (TBA) in HIV Prevention of Mother to Child Transmission (PMTCT) service delivery. We developed a training curriculum for TBAs related to PMTCT and current TBA roles in Malawi. Fourteen TBAs and seven TBA assistants serving 4 urban health centre catchment areas were assessed, trained and supervised. Focus group discussions with the TBAs were conducted after implementation of the program. From March 2008 to August 2009, a total of 4017 pregnant women visited TBAs, out of which 2133 (53.1%) were directly referred to health facilities and 1,884 (46.9%) women delivered at TBAs and subsequently referred. 168 HIV positive women were identified by TBAs. Of these, 86/168 (51.2%) women received nevirapine and 46/168 (27.4%) HIV exposed infants received nevirapine. The challenges in providing PMTCT services included lack of transportation for referrals and absence of a reporting system to confirm the woman’s arrival at the health center. Non-disclosure of HIV status by patients to the TBAs resulted in inability to assist nevirapine uptake. The Economic Resource Receipt of New Mothers
U.S. federal policies do not provide a universal social safety net of economic support for women during pregnancy or the immediate postpartum period but assume that employment and/or marriage will protect families from poverty. Yet even mothers with considerable human and marital capital may experience disruptions in employment, earnings, and family socioeconomic status postbirth. We use the National Survey of Families and Households to examine the economic resources that mothers with children ages 2 and younger receive postbirth, including employment, spouses, extended family and social network support, and public assistance. Results show that many new mothers receive resources postbirth. Marriage or postbirth employment does not protect new mothers and their families from poverty, but education, race, and the receipt of economic supports from social networks do
3D characterization of CdSe nanoparticles attached to carbon nanotubes
The crystallographic structure of CdSe nanoparticles attached to carbon
nanotubes has been elucidated by means of high resolution transmission electron
microscopy and high angle annular dark field scanning transmission electron
microscopy tomography. CdSe rod-like nanoparticles, grown in solution together
with carbon nanotubes, undergo a morphological transformation and become
attached to the carbon surface. Electron tomography reveals that the
nanoparticles are hexagonal-based with the (001) planes epitaxially matched to

Modeled Health and Economic Impact of Team-Based Care for Hypertension
IntroductionTeam-based interventions for hypertension care have been widely studied and shown effective in improving hypertension outcomes. Few studies have evaluated long-term effects of these interventions; none have assessed broad-scale implementation. This study estimates the prospective health, economic, and budgetary impact of universal adoption of a team-based care intervention model that targets people with treated but uncontrolled hypertension in the U.S.MethodsAnalysis was conducted in 2014−2015 using a microsimulation model, constructed with various data sources from 1948 to 2014, designed to evaluate prospective cardiovascular disease (CVD)−related interventions in the U.S. population. Ten-year primary outcomes included prevalence of uncontrolled hypertension; incident myocardial infarction, stroke, CVD events, and CVD-related mortality; intervention and net medical costs by payer; productivity; and quality-adjusted life years.ResultsAbout 4.7 million (13%) fewer people with uncontrolled hypertension and 638,000 prevented cardiovascular events would be expected over 10 years. Assuming 22.9 billion, but 5.8 billion. Net costs were especially sensitive to intervention costs, with break-even thresholds of 450 (Medicaid), and $750 (Medicare).ConclusionsNationwide adoption of team-based care for uncontrolled hypertension could have sizable effects in reducing CVD burden. Based on the study’s assumptions, the policy would be cost saving from the perspective of Medicare and may prove to be cost effective from other payers’ perspectives. Expected net cost savings for Medicare would more than offset expected net costs for all other insurers
Estimation of Plasmodium falciparum Transmission Intensity in Lilongwe, Malawi, by Microscopy, Rapid Diagnostic Testing, and Nucleic Acid Detection
Estimates of malaria transmission intensity (MTI) typically rely upon microscopy or rapid diagnostic testing (RDT). However, these methods are less sensitive than nucleic acid amplification techniques and may underestimate parasite prevalence. We compared microscopy, RDT, and polymerase chain reaction (PCR) for the diagnosis of Plasmodium falciparum parasitemia as part of an MTI study of 800 children and adults conducted in Lilongwe, Malawi. PCR detected more cases of parasitemia than microscopy or RDT. Age less than 5 years predicted parasitemia detected by PCR alone (adjusted odds ratio = 1.61, 95% confidence interval = 1.09–2.38, Wald P = 0.02). In addition, we identified one P. falciparum parasite with a false-negative RDT result due to a suspected deletion of the histidine-rich protein 2 (hrp2) gene and used a novel, ultrasensitive PCR assay to detect low-level parasitemia missed by traditional PCR. Molecular methods should be considered for use in future transmission studies as a supplement to RDT or microscopy
Large emissions from floodplain trees close the Amazon methane budget
Wetlands are the largest global source of atmospheric methane (CH4), a potent greenhouse gas. However, methane emission inventories from the Amazon floodplain, the largest natural geographic source of CH4 in the tropics, consistently underestimate the atmospheric burden of CH4 determined via remote sensing and inversion modelling, pointing to a major gap in our understanding of the contribution of these ecosystems to CH4 emissions. Here we report CH4 fluxes from the stems of 2,357 individual Amazonian floodplain trees from 13 locations across the central Amazon basin. We find that escape of soil gas through wetland trees is the dominant source of regional CH4 emissions. Methane fluxes from Amazon tree stems were up to 200 times larger than emissions reported for temperate wet forests6 and tropical peat swamp forests, representing the largest non-ebullitive wetland fluxes observed. Emissions from trees had an average stable carbon isotope value (δ13C) of −66.2 ± 6.4 per mil, consistent with a soil biogenic origin. We estimate that floodplain trees emit 15.1 ± 1.8 to 21.2 ± 2.5 teragrams of CH4 a year, in addition to the 20.5 ± 5.3 teragrams a year emitted regionally from other sources. Furthermore, we provide a ‘top-down’ regional estimate of CH4 emissions of 42.7 ± 5.6 teragrams of CH4 a year for the Amazon basin, based on regular vertical lower-troposphere CH4 profiles covering the period 2010–2013. We find close agreement between our ‘top-down’ and combined ‘bottom-up’ estimates, indicating that large CH4 emissions from trees adapted to permanent or seasonal inundation can account for the emission source that is required to close the Amazon CH4 budget. Our findings demonstrate the importance of tree stem surfaces in mediating approximately half of all wetland CH4 emissions in the Amazon floodplain, a region that represents up to one-third of the global wetland CH4 source when trees are combined with other emission sources

This article traces the rise of managerialism in the probation service in England and Wales before exploring the impact of these changes through reference to in-depth observation and interviews in probation. The article considers how national standards affect practice; how audits feature and their impact on accountability; and how the use of risk assessment tools are perceived and resisted in two probation teams in England Wales. The article then turns to changes implemented by the Coalition Government and highlights some tensions between managerialist occupational cultures in probation and what might occur in the near future
