    Linking accountability and self-determination in Aboriginal organisations

    The issue of accountability in Indigenous affairs has recently received national prominence. Accountability— usually meaning financial accountability to government or to the wider public—is often seen as being potentially inconsistent with Indigenous self-determination. This paper broadly delineates a conceptual framework which links 'organisational self-determination' with a notion of 'internal accountability', that is the accountability of an organisation to its Indigenous members, clients or constituency. It further argues that this internal accountability is also linked to 'public accountability', that is the financial and other accountability of an organisation to funding agencies and ultimately the wider public. While there may be inherent tensions between public accountability and self-determination, these policy goals can be linked through the development of effective mechanisms for internal accountability

    Magma recharge patterns control eruption styles and magnitudes at Popocatépetl volcano (Mexico)

Mangler.Diffusion chronometry has produced petrological evidence that magma recharge in mafic to intermediate systems can trigger volcanic eruptions within weeks to months. However, less is known about longer-term recharge frequencies and durations priming magma reservoirs for eruptions. We use Fe-Mg diffusion modeling in orthopyroxene to show that the duration, frequency, and timing of pre-eruptive recharge at Popocatépetl volcano (Mexico) vary systematically with eruption style and magnitude. Effusive eruptions are preceded by 9–13 yr of increased recharge activity, compared to 15–100 yr for explosive eruptions. Explosive eruptions also record a higher number of individual recharge episodes priming the plumbing system. The largest explosive eruptions are further distinguished by an ∼1 yr recharge hiatus directly prior to eruption. Our results offer valuable context for the interpretation of ongoing activity at Popocatépetl, and seeking similar correlations at other arc volcanoes may advance eruption forecasting by including constraints on potential eruption size and style.Peer reviewe

    An Introduction to the Integrated Community-Engaged Learning and Ethical Reflection Framework (I-CELER)

    Cultivating ethical Science, Technology, Engineering, and Mathematics researchers and practitioners requires movement beyond reducing ethical instruction to the rational exploration of moral quandaries via case studies and into the complexity of the ethical issues that students will encounter within their careers. We designed the Integrated Community-Engaged Learning and Ethical Reflection (I-CELER) framework as a means to promote the ethical becoming of future STEM practitioners. This paper provides a synthesis of and rationale for I-CELER for promoting ethical becoming based on scholarly literature from various social science fields, including social anthropology, moral development, and psychology. This paper proceeds in five parts. First, we introduce the state of the art of engineering ethics instruction; argue for the need of a lens that we describe as ethical becoming; and then detail the Specific Aims of the I-CELER approach. Second, we outline the three interrelated components of the project intervention. Third, we detail our convergent mixed methods research design, including its qualitative and quantitative counterparts. Fourth, we provide a brief description of what a course modified to the I-CELER approach might look like. Finally, we close by detailing the potential impact of this study in light of existing ethics education research within STEM

    The Promise of Catholic Schools for Educating the Future of Los Angeles

    This study examined the impact of Catholic education on elementary and secondary students in Los Angeles. The study focused on the continuation and graduation rates of ethnic minority students who received special funding from the Catholic Education Foundation (CEF). Using qualitative and quantitative measures, the study revealed that students from ethnic minority and low-income communities enrolled in Catholic schools are graduating from secondary schools at a higher rate than their peers who are enrolled in public schools. Furthermore, survey data was collected from principals and parents of these students enrolled in Catholic schools. The study shows that a Catholic education has a major impact on the lives of these students, their parents, and their communities

    The Future of Intergenerational Relations in Aging Societies

    As the pressure mounts to reduce the public costs of supporting rapidly aging societies, responsibility for supporting elderly people will increasingly fall on their family members. This essay explores the family’s capacity to respond to these growing challenges. In particular, we examine how family change and growing inequality pose special problems in developed nations, especially the United States. This essay mentions a series of studies supported by the MacArthur Foundation Research Network on an Aging Society that aim to examine the future of intergenerational exchange. We focus particularly on adults who have dependent and young-adult children and who must also care for elderly parents, a fraction of the population that will grow substantially in the coming twenty-five years

    Mapping of the range of operational conditions for Cu-, Fe-, and Ni-based oxygen carriers in chemical-looping combustion

    Available online September 14, 2006.- El pdf del artículo es la versión post-printChemical-looping combustion (CLC) is a two-step combustion process that produces a pure CO2 stream, ready for compression and sequestration. A CLC system is composed by two reactors, an air and a fuel reactor, and an oxygen carrier (OC) circulating between the reactors, which transfers the oxygen necessary for the fuel combustion from the air to the fuel. This system can be designed similar to a circulating fluidised bed, but with the addition of a bubbling fluidised bed on the return side. A mapping of the range of operational conditions, design values, and OC characteristics is presented for the most usual metal oxides (CuO, Fe2O3, and NiO) and different fuel gases (CH4, H2, and CO). The pressure operation of a CLC system is also considered. Moreover, a comparison of the possible use of three high reactive OCs (Cu10Al-I, Fe45Al-FG, Ni40Al-FG) previously characterised is carried out. It was found that the circulation rates and the solids inventories are linked, and the possible operating conditions are closely dependent on the reactivity of the OCs. The operational limits of the solids circulation rates, given by the mass and heat balances in the system, were defined for the different type of OCs. Moreover, a plot to calculate the solids inventories in a CLC system, valid for any type of OC and fuel gas, is proposed. The minimum solids inventories depended on the fuel gas used, and followed the order CH4 > CO > H2. Values of minimum solids inventories in a range from 40 to 133 kg / MWf were found for the OCs used in this work, excepting for the reaction of Fe45Al-FG with CH4, which needs a higher amount of solids because of its low reactivity. From the economic analysis carried out it was found the cost of the OC particles does not represent any limitation to the development of the CLC technology. © 2006 Elsevier Ltd.     Profiles of Coronary Artery Disease Risk in Cardiac Patients: Actual versus Perceived

    PURPOSE: To describe interrelations and differences between actual vs. perceived cardiac risk in a cohort of coronary artery disease (CAD) patients. METHODS: 33 females (HT: 164 cm, WT: 80kg) and 67 males (HT: 179 cm, WT: 93kg) with documented CAD completed a questionnaire designed to assess CAD risk perception. They also underwent assessments for all ACSM risk factors. Five-point Likert scale responses to the question “Compared to other persons of your own age and sex, how would you rate your risk of ever having a heart attack?” were used to quantify CAD risk perception. To quantify actual risk, the number of ACSM risk markers for each subject was tabulated. It should be noted that, since all of the subjects had active CAD, they were all at high risk. Tabulations and Likert scale responses were compared using Chi-square analysis or Fisher’s Exact test with significance accepted at p\u3c0.05. To assess risk perception accuracy, Chi-square analysis with pre-determined expected cell count percentages was used. RESULTS: When compared to diagnosis driven expected frequencies of risk perception being higher or much higher (75% and 25% respectively), patients responses were only 30% and 11% respectively (Chi-square=19696.9, p\u3c.0001). Also, as the number of actual ACSM risk markers increased for each patient, no increase in patient risk perception was found (Chi-square=40.2, p=0.29). Factors associated with accurate perception include age, resting ECG status, and number of bypass grafts. Factors that were not accurately included in risk perception include family history, waist circumference, number and type of angioplasties, smoking, having had a heart attack, number of additional structural cardiac abnormalities present, the presence of arrhythmias, elevated blood lipids and blood glucose, and elevated systolic and diastolic blood pressures. CONCLUSION: Although substantial differences in number and type of actual cardiac risk exist in a cohort of cardiac patients, individual perception of these risks is not accurate in the majority of cases

    Sequential intravascular ultrasound of the mechanisms of rotational atherectomy and adjunct balloon angioplasty

    AbstractObjectives. The purpose of this study was to use sequential intravascular ultrasound imaging before intervention, after rotational atherectomy and after adjunct balloon angioplasty to characterize the mechanisms of lumen enlargement after each.Background. Rotational atherectomy uses a high speed, rotating, diamond-tipped elliptic burr to abrade atherosclerotic plaque to increase lumen size. In vitro studies have shown that high speed rotational atherectomy selectively abrades hard, especially calcified, plaque elements. However, rotational atherectomy procedures usually require adjunct balloon angioplasty.Methods. Forty-eight lesions in 46 patients were treated with rotational atherectomy followed by adjunct balloon angioplasty in 44. Quantitative coronary arteriographic and intravascular ultrasound measurements of the target lesion were made before intervention, after rotational atherectomy and after balloon angioplasty.Results. Before intervention, target lesion external elastic membrane area measured 17.3 ± 5.9 mm2, lumen area measured 1.8 ± 0.9 mm2and plaque plus media area measured 15.7 ± 4.1 mm2. After rotational atherectomy, lumen area increased, plaque plus media area decreased, arc of target lesion calcium decreased and 26% of the target lesions had dissection planes After adjunct balloon angioplasty, external elastic membrane area increased, lumen area increased, plaque plus media area did not change and 77% of the target lesions had dissection planes. Arterial expansion was seen in 80% of lesions. The pattern of dissection plane location, which was predominantly within calcified plaque after rotational atherectomy, became predominantly adjacent to calcified plaque after adjunct balloon angioplasty (p = 0.008).Conclusions. Sequential intravascular ultrasound imaging shows that high speed rotational atherectomy causes lumen enlargement by selective ablation of hard, especially calcific, atherosclerotic plaque with little tissue disruption and rare arterial expansion. Adjunct balloon angioplasty further increased lumen area by a combination of arterial dissection and arterial expansion, especially of compliant, noncalcified plaque elements
