Traditional accounting thought places all the expenses related to human resources in the Gains and Losses Statement, resulting in an absence from the Balance Sheet of all assets commonly identified with the company´s human capital. Nevertheless, it is commonplace to argue that workers are the most important asset of the company.
The Theory of Human Capital and the New Economy Theory have identified this accounting treatment as a market failure because companies with a high component of human capital do not show its organizational wealth in its balance sheet, thus having to pay a primium risk in their financing. The higher cost of financing results in less investment in these companies, which happen to be the most innovative, and in an aggregated lower growth over the long run.
Human capital is a type of intangible assets and its accounting treatment is therefore subject to the IAS 38, a standard whose reform has been postponed several times. Moreover, any change in the accounting treatment of Human capital would be particularly difficult because of the distinctive profile of this sort of asset. Therefore, it is not expected that Human Capital can be reflected in the balance sheet in the near future.
Meanwhile, studies on humman capital have made progress in creating a framework that allows us to formalize the mechanisms of value creation that rely upon human talent. In this quest, the most advanced outcome perhaps are the set key indicators identified for human capital reporting.
This line of research is complemented in the article by the original contribution to the art named «learned lessons», an aid to better estimate the value of the company's human resources.
Who discovered the binary system and arithmetic? Did Leibniz plagiarize Caramuel?
Gottfried Wilhelm Leibniz (1646–1716) is the self-proclaimed inventor of the binary system and is considered as such by most historians of mathematics and/or mathematicians. Really though, we owe the groundwork of today’s computing not to Leibniz but to the Englishman Thomas Harriot and the Spaniard Juan Caramuel de Lobkowitz (1606–1682), whom Leibniz plagiarized. This plagiarism has been identified on the basis of several facts: Caramuel’s work on the binary system is earlier than Leibniz’s, Leibniz was acquainted—both directly and indirectly—with Caramuel’s work and Leibniz had a natural tendency to plagiarize scientific works.2017-1
The Third Construct of the Universe: Information
Very few scientists today question the fact that information, together with matter and energy, is one of the three constructs forming the ontology of the universe. However, there is still a long way to go before in order to establish the interrelations between informa-tion and energy and information and matter, as Einstein did between matter and energy. In this paper, after introducing the energy, matter, information (IME) model, which covers the three constructs and their relationships, we illustrate real examples—two qualitative and two quantitative—of the interrelations between energy and information. This closes the open question with respect to the interrelationship between energy and information.2019-2
A new approach for the validation of conceptual holonic constructions
The concepts of holon and holarchy were first applied
in the manufacturing world to develop Holonic Manufacturing
Systems. Since then, they have been used in many fields and have proved to be applicable concepts for developing applications in any business area. Resulting applications are based on conceptual holonic constructions. Like any model, a holarchy needs to be validated under real circumstances. Such validation assures the quality of the holarchy before it is implemented. In general, validation
research tends to target: 1) the specific types of holons handled in each proposal and/or the selected development paradigms; and 2) algorithm performance rather than architecture quality. This paper proposes and evaluates a methodology that focuses on the quality of the architecture. This methodology is able to validate any holonic architecture built to meet trade requirements.
Moreover, this is a general-purpose methodology. Therefore, the methodology would be valid for any domain and would not
be invalidated by holon types and/or implementation paradigms emerging, changing or falling into disuse. For this purpose, we consider holonic architectures as conceptual models, using the pure holon and holarchy concepts and passing up not only any specific implementation paradigm but also any set of specific holon
types
An architectural model for software testing lesson learned systems
Software testing is a key aspect of software reliability and quality assurance in a context where software development constantly has to overcome mammoth challenges in a continuously changing environment. One of the characteristics of software testing is that it has a large intellectual capital component and can thus benefit from the use of the experience gained from past projects. Software testing can, then, potentially benefit from solutions provided by the knowledge management discipline. There are in fact a number of proposals concerning effective knowledge management related to several software engineering processes. Objective: We defend the use of a lesson learned system for software testing. The reason is that such a system is an effective knowledge management resource enabling testers and managers to take advantage of the experience locked away in the brains of the testers. To do this, the experience has to be gathered, disseminated and reused. Method: After analyzing the proposals for managing software testing experience, significant weaknesses have been detected in the current systems of this type. The architectural model proposed here for lesson learned systems is designed to try to avoid these weaknesses. This model (i) defines the structure of the software testing lessons learned; (ii) sets up procedures for lesson learned management; and (iii) supports the design of software tools to manage the lessons learned. Results: A different approach, based on the management of the lessons learned that software testing engineers gather from everyday experience, with two basic goals: usefulness and applicability. Conclusion: The architectural model proposed here lays the groundwork to overcome the obstacles to sharing and reusing experience gained in the software testing and test management. As such, it provides guidance for developing software testing lesson learned systems
In this paper, we first analyse the structure (shareholders), modus operandi (how they operate and issue opinions) and behaviour (how they affect markets) of the three major rating agencies that evaluate the creditworthiness of issuers and the financial obligations (bonds and stock) that they issue. Second, we unveil what little, if any, scientific basis their ratings have. Agency scores are founded on such unacceptable concepts and procedures as self-fulfilling prophecies, ratings without expiry date, catastrophism and clientelism, which they sometimes enforce with gangster-like tactics. We also stress the importance and transcendence that is attached to the opinions issued by these agencies. Their ratings are genuine tsarist ukases converting agencies into de facto despots that condition the fate and fortune of investors and issuers. Their behaviour is so deplorable and devastating that, like the daughters of Elena*, hence the title of the paper, they are all as bad as each other. Finally, we present a decalogue of irrefutable facts that warrant an evil rating for these agencies –S&P, Moody’s and Fitch–, which are the embodiment of antimephistophelism.
[EN] In 2012, The Spanish Societies of Infectious Diseases and Clinical Microbiology (SEIMC), Hospital Pharmacy (SEFH), and Preventive Medicine, Public Health and Healthcare Management (SEMPSGS) lead a consensus document including recommendations for the implementation of antimicrobial stewardship (AMS) programs (AMSP; PROA in Spanish) in acute care hospitals in Spain. While these recommendations were critical for the development of these programs in many centres, there is a need for guidance in the development of AMS activities for specific patient populations, syndromes or other specific aspects which were not included in the previous document or have developed significantly since then. The objective of this expert recommendation guidance document is to review the available information about these activities in these patient populations or circumstances, and to provide guidance recommendations about them. With this objective the SEIMC, SEFH, SEMPSPGS, the Spanish Society of Intensive Care Medicine (SEMICYUC) and the Spanish Pediatric Infectious Disease Society (SEIP) selected a panel of experts who chose the different aspects to include in the document. Because of the lack of high-level evidence in the implementation of the activities, the panel opted to perform a narrative review of the literature for the different topics for which recommendations were agreed by consensus. The document was open to public consultation for the members of these societies for their comments and suggestions, which were reviewed and considered by the panel.[ES] En 2012, las Sociedades Españolas de Enfermedades Infecciosas y MicrobiologÃa ClÃnica (SEIMC), Farmacia Hospitalaria (SEFH) y Medicina Preventiva, Salud Pública y Gestión Sanitaria (SEMPSPGS) lideraron un documento de consenso que incluÃa recomendaciones para la implementación de Programas de optimización del uso de antimicrobianos (PROA) en hospitales de agudos en España.
Peer reviewe
