Modeling the Offshore Export of Subantarctic Shelf Waters From the Patagonian Shelf
It has been suggested that the Subtropical Shelf Front (STSF) could be a preferential site for the detrainment of Subantarctic Shelf Water (SASW) and related planktonic shelf species onto the open SW Atlantic Ocean. The offshore detrainment of SASW and planktonic shelf species might be an exportation mechanism, affecting the population abundances of fishing resources in Argentina, Uruguay, and Southern Brazil. In this study, we characterize for the first time the 3-D structure of the STSF and the main routes of offshore export of SASW from the Patagonian shelf during austral summer (summer and early fall) and winter (winter and early spring) by using numerical hydrodynamical model results and Lagrangian tracking simulations of neutrally buoyant floats. The transport of SASW toward the open ocean is ~1 Sv (1 Sv = 106 m3/s) during summer and ~0.8 Sv during winter. SASW are exported offshore mainly near the Brazil-Malvinas Confluence region during both seasons. The STSF appears to act as an important retention mechanism for the plankton over the inner and middle shelf mainly during late summer and early fall. Our findings could explain the life cycle of distinct fish species that are distributed in the region, as well as the population abundance variability of such species.Fil: Franco, Barbara Cristie. Enamel And Dentin Bond Strength, Interfacial Ultramorphology And Fluoride Ion Release Of Self-etching Adhesives During A Ph-cycling Regime

The ultramorphology of the interfaces produced by the adhesive systems were also analyzed. Materials and Methods: The buccal surfaces of bovine incisors were flattened to expose enamel and dentin, which were bonded with either Clearfil Protect Bond (CPB) or One-Up Bond F Plus (OBP). The bonded samples were prepared for microtensile bond strength (mu TBS) testing, fluoride ion release, and transmission electron microscopy. pH cycling comprised demineralization (8 h/day) and remineralization (16 h/day) cycles for 8 days. The mu TBS data were analyzed by two-way ANOVA, while fluoride release was analyzed using the Friedman and Wilcoxon tests. Results: The adhesives presented similar bond strengths to enamel. However, the dentin bond strength of CPB was higher than that of OBP. pH cycling did not influence enamel or dentin mu TBS. The amount of fluoride released from the bonded enamel and dentin was low and varied among the groups. The morphological evaluation showed that the thickness of the dentin hybrid layers was similar for both adhesives. Conclusion: The pH-cycling regime did not affect enamel or dentin bond strengths. Morphology and DNA sequence data reveal the presence of Globodera ellingtonae in the Andean region
Potato cyst nematodes, G. rostochiensis and G. pallida, are the most economically important nematode pests of potatoes worldwide and are subject to strict quarantine regulations in many countries. Globodera ellingtonae was recently described from Oregon (USA), with its host-plant in the field being still unknown. Roots of Andean potatoes from the North of Argentina have been found attacked by this nematode, providing further evidence that this is a potato cyst nematode species, along with G. pallida and G. rostochiensis. New information about morphological, biological and molecular aspects of G. ellingtonae is provided for diagnostic purposes. The Argentine population showed morphological differences from specimens from Oregon; therefore, new diagnostic characters were defined to differentiate G. ellingtonae from its closest species. The Hsp90 gene was shown to be a good diagnostic marker for discriminating the three PCN species. The importance of the detection of G. ellingtonae on potatoes in the Andean region is not restricted to a regional level, since the nematode is also present in USA. This species can pose a serious problem to potato crop, especially when infected tubers are used as seeds. The distribution in the South American Andes is likely to extend the currently known distribution areas because cysts are passively transported. There is a need to evaluate the possible damage it may cause to potato crops. Morphological and molecular diagnoses conducted in this work provide fundamental information for the protection of potato crops not only in those countries in the Americas where the species has already been detected, but also worldwide.Fil: Lax, Paola. Efficient Exact Maximum a Posteriori Computation for Bayesian SNP Genotyping in Polyploids
The problem of genotyping polyploids is extremely important for the creation of genetic maps and assembly of complex plant genomes. Despite its significance, polyploid genotyping still remains largely unsolved and suffers from a lack of statistical formality. In this paper a graphical Bayesian model for SNP genotyping data is introduced. This model can infer genotypes even when the ploidy of the population is unknown. We also introduce an algorithm for finding the exact maximum a posteriori genotype configuration with this model. This algorithm is implemented in a freely available web-based software package SuperMASSA. We demonstrate the utility, efficiency, and flexibility of the model and algorithm by applying them to two different platforms, each of which is applied to a polyploid data set: Illumina GoldenGate data from potato and Sequenom MassARRAY data from sugarcane. Our method achieves state-of-the-art performance on both data sets and can be trivially adapted to use models that utilize prior information about any platform or species
Una asociación de trilobites del Furongiano tardío del sector este de la Cordillera Oriental (Formación Santa Rosita; Jujuy, Argentina) y su significado bioestratigráfico
La Zona de trilobites de Parabolina frequens argentina está ampliamente representada en el Furongiano superior del noroeste argentino. En este trabajo se describe una asociación fosilífera del tramo inferior de la Formación Santa Rosita aflorante en la Quebrada de Abra Blanca, Provincia de Jujuy. Parabolina frequens argentina (Kayser) y Parabolinella coelatifrons Harrington & Leanza fueron previamente citados en otras localidades de la biozona, mientras que Lotagnostus hedini (Troedsson) es descripto aquí por primera vez para Sudamérica. Este último taxón aporta datos precisos sobre la edad de la Zona de P. frequens argentina en el sector este de la Cordillera Oriental, en donde aún no se han hallado rocas portadoras de faunas de conodontes. Lotagnostus hedini posee un rango bioestratigráfico corto, limitado al Furongiano más tardío de China (Xinjiang, Zona de Bulbolenus; oeste de Zhejiang, Zona de Lotagnostus hedini), Kazakstán (Zona de Euloma limitaris-Taoyuania) y ?Canadá (oeste de Newfoundland, Fauna de Phylacterus saylesi). En China y Kazakstán se registra asociado a, o unos pocos metros por debajo de la primera aparición del conodonte Cordylodus proavus, lo cual incrementa el potencial para realizar correlaciones globales.The trilobite Parabolina frequens argentina Zone is widely represented in the upper Furongian of northwestern Argentina. A fossil assemblage from the lower Santa Rosita Formation at Quebrada de Abra Blanca, Jujuy Province, is described herein. Parabolina frequens argentina (Kayser) and Parabolinella coelatifrons Harrington & Leanza have previously been reported from other localities of the biozone, whereas Lotagnostus hedini (Troedsson) is here described from South America for the first time. The latter provides high resolution data on the age of the P. frequens argentina Zone in the eastern Cordillera Oriental, where conodont-bearing strata have not been found yet. L. hedini exhibits a short biostratigraphic range, restricted to the latest Furongian of China (Xinjiang, Bulbolenus Zone; western Zhejiang, Lotagnostus hedini Zone), Kazakhstan (Euloma limitarisTaoyuania Zone) and ?Canada (western Newfoundland, Phylacterus saylesi Fauna). Formulación y aplicación de políticas para la industria: un estudio acerca de los atributos de capacidad estatal en la Subsecretaria de Industria de la Nación (2009-2015)
Esta tesis aborda el concepto de capacidad estatal en el nivel organizacional a partir de examinar diversos elementos administrativos y políticos presentes en las áreas de gestión del Régimen de Incentivo a los Fabricantes Locales de Bienes de Capital y del Régimen de Promoción y Regulación de la Industria Automotriz, para el análisis de las capacidades estatales en la SUBSECRETARIA DE INDUSTRIA de la Nación.
Como punto de partida se sostiene que es posible desagregar la capacidad estatal en indicadores que puedan demostrar su mayor o menor presencia, utilizando a tal efecto el Plan Estratégico Industrial (PEI) 2020 como el proyecto de gobierno y la estructura organizativa, de recursos humanos y presupuesto público correspondiente al Programa 56 - “Formulación y Aplicación de Políticas para la Industria” durante los años 2009-2015.
Los datos se recolectaron a partir de la utilización de encuestas a los agentes públicos que cumplían funciones en los regímenes señalados y a ex funcionarios. Asimismo, se utilizó el análisis documental como técnica de recolección y análisis de información a partir de fuentes secundarias como declaraciones de prensa, discursos y documentación institucional.
No se han visto evidencias concretas acerca de la implementación efectiva de una política pública surgida del PEI 2020. Se identificó que la misión del organismo fue imprecisa, el liderazgo prefirió el statu quo y se resistió a las ideas internas y externas con respecto a los cambios en la organización, la supervisión y evaluación por parte de los directivos resultó escasa o inexistente. Se destacó también el escaso acceso a la orientación y la capacitación y la inexistencia de canales formales de comunicación junto con la falta de equipamiento. No se logró verificar la correspondencia entre el proceso de planificación de las políticas industriales relevadas y el diseño de la política presupuestaria.
Como conclusión se sostiene que durante los años apuntados las manifestaciones de capacidades estatales en los regímenes de incentivo a los fabricantes de bienes de capital y de promoción y regulación de la industria automotriz expresan una deficiente capacidad estatal.This thesis addresses the concept of state capacity at the organizational level from examining various administrative and political elements present in the areas of management of the Incentive Regime for Local Manufacturers of Capital Goods and the Regime of Promotion and Regulation of the Automotive Industry, for the analysis of the state capacities in the SUBSECRETARY OF INDUSTRY of the Nation.
As a starting point, it is argued that it is possible to disaggregate the state capacity into indicators that can demonstrate its greater or lesser presence, using the 2020 Strategic Industrial Plan (PEI) as the government project and the organizational structure, of human resources and public budget corresponding to Program 56 - “Formulation and Application of Policies for Industry” during the years 2009-2015.
Data were collected from the use of surveys of public agents who performed functions in the aforementioned regimes and former officials. Likewise, documentary analysis was used as a technique for collecting and analyzing information from secondary sources such as press statements, speeches and institutional documentation.
No concrete evidence has been seen about the effective implementation of a public policy arising from PEI 2020. It was identified that the agency's mission was imprecise, the leadership preferred the status quo and resisted internal and external ideas regarding changes In the organization, supervision and evaluation by managers was scarce or non-existent. The lack of access to orientation and training and the lack of formal communication channels along with the lack of equipment were also highlighted. It was not possible to verify the correspondence between the planning process of the relevant industrial policies and the design of the budgetary policy.
In conclusion, it is argued that during the years indicated the manifestations of state capacities in the incentive regimes for the manufacturers of capital goods and the promotion and regulation of the automotive industry express a deficient state capacity.Facultad de Humanidades y Ciencias de la Educació
A Evolução do Contraditório: A superação da teoria do processo como relação jurídica e a insuficiência da teoria do processo como procedimento em simétrico contraditório
O presente artigo analisa de que forma a evolução do contraditório tem o condão de implicar a superação da teoria do processo como relação jurídica, desenvolvida por Oskar von Bülow, bem como demonstrar a insuficiência da teoria do processo como procedimento realizado em simétrico contraditório, conforme idealizado por Elio Fazzalari e Aroldo Plínio Gonçalves. Para tanto, estuda-se, em primeiro lugar, as linhas gerais acerca das mencionadas teorias sobre a natureza jurídica do processo. Posteriormente, analisa-se como a concepção atual de contraditório, dentro de um modelo comparticipativo de processo, é capaz de atestar a incompletude de tais teorias. Por fim, reflete-se sobre a real necessidade de se definir a natureza jurídica do processo diante do atual estágio de evolução do contraditório, bem como em face da necessidade de tutela e concretização das garantias constitucionais processuais. 
Biostratigraphic significance of the latest Cambrian-earliest Ordovician agnostoid trilobites from Northwestern Argentina
The biostratigraphic significance of the latest Cambrian-earliest Ordovician trilobite agnostoids from northwestern Argentina is summarized. A characterization of the faunas recognized below and above the Cambrian-Ordovician boundary is presented on the bases of information from sierra de Cajas (Jujuy Province, Eastern Cordillera; Lampazar and Cardonal Formations), río Volcancito (La Rioja Province, Famatina range; Volcancito Formation) and other localities assigned to the Parabolina frequens argentina Biozone. In addition, the stratigraphic meaning of each agnostoid species from the P. frequens argentina Zone is updated. The uppermost Cambrian is characterized by a distinctive agnostoid assemblage composed of Lotagnostus (Lotagnostus) sp., Lotagnostus (Semagnostus) zuninoi (HARRINGTON and LEANZA), Micragnostus vilonii HARRINGTON and LEANZA, M.calviformis HARRINGTON and LEANZA, Strictagnostus? micropeltis (HARRINGTON and LEANZA), Pseudorhaptagnostus (Machairagnostus) tmetus HARRINGTON and LEANZA, Pseudorhaptagnostus (Machairagnostus) cf. tmetus HARRINGTON and LEANZA, Pseudorhaptagnostus (Machairagnostus) sp., Gymnagnostus bolivianus (HOEK), Gymnagnostus perinflatus HARRINGTON and LEANZA, and Leiagnostus turgidulus HARRINGTON and LEANZA. This fauna is commonly recorded together with the polymeroid Beltella ulrichi (KAYSER), Onychopyge HARRINGTON, Plicatolina scalpta HARRINGTON and LEANZA, Parabolina frequens argentina (KAYSER), Parabolinella coelatifrons HARRINGTON and LEANZA, and Angelina hyeronimi (KAYSER). Based on this agnostoid-polymeroid fauna, a Pseudorhaptagnostus (Machairagnostus) - Gymnagnostus Assemblage Subzone (lower part of the P. frequens argentina Zone) is formally proposed. Agnostoid diversity drastically declines through the Cambrian-Ordovician boundary, probably as a consequence of a regional regressive-transgressive event. In the lowest Tremadoc the agnostoid records are mainly restricted to Trilobagnostus chiushuensis (KOBAYASHI) and some forms described under open nomenclature (Anglagnostus? sp., Micragnostus sp.). The upper part of the P. frequens argentina Zone is better defined by polymeroid trilobites. Jujuyaspis keideli KOBAYASHI is its most characteristic species.Facultad de Ciencias Naturales y Muse
