Integral assessment of the social and economic development of megacities in Russia

The relevance of the analyzed issue is due to the existing need for more attention to the problems of large cities, which are the social and economic centers that perform important functions and realize the interests of the population, business and local government. The purpose of this article is to disclose the sources of the urban growth and development, the integrated assessment of the size and spatial distribution of the economic activity, regional planning and the government activity. The leading approaches to the study of this issue are systemic and reproduction, which, along with the use of econometric modeling and statistical analysis, allowed revealing significant shortcomings of the institutional urban management mechanism and proposing a number of measures to correct these shortcomings. The article illustrates the theoretical basis of modeling of large cities as spatial economic systems, determines their sources of growth, gives the characteristic features of the urban development in modern conditions, and proposes a conceptual model of a modern city. The contents of the article may be useful for the development of social and economic development strategies both the urban district, and the region as a whole, since large cities act as a locomotive, and they move the regional economy in the direction of the social and economic well-being. © 2016 Malikh et al

Implementation of the state economic policy in the field of education

The relevance of the analyzed issue is caused by the need to study the mutual development of higher education and basic factors of the production system. The purpose of this paper is the development of theoretical positions of state regulation of higher education systems, as well as the development of practical recommendations for the implementation of the economic policy at the present stage of development. The leading approaches in the study of this issue are historic-economic, institutional and evolutionary, econometric modeling elements allowing justifying the trend of the higher education development in the current period. It is proved that changes in economic policy conditions are associated with the implementation of irreversible transformations occurring in the factors of production. It is shown that these changes dictate cyclical fluctuations, as well as the evolution of the behavior and preferences of consumers. The contents of this article may be useful in the development of a state strategy to modernize higher education and the overall economic policy. © 2016 Malikh et al

Analisis framing pemberitaan instruksi gubernur DKI Jakarta terkait larangan penyembelihan hewan kurban di sembarang tempat oleh Republika online dan Kompas online September 2015

Polemik yang terjadi akibat Instruksi Gubernur tentang larangan pemotongan hewan kurban di sembarang tempat sempat menjadi perbincangan hangat di berbagai media. Hal ini disebabkan karena Instruksi tersebut bertentangan dengan tradisi yang sudah ada dan dijalankan masyarakat muslim di DKI Jakarta. Pada polemik tersebut, media online turut memberitakannya, dua diantaranya adalah Republika Online dan Kompas.com. Setiap media memiliki kecederungan masing-masing dalam pemberitaan mengenai Instruksi Gubernur DKI Jakarta tersebut, termasuk Republika Online dan Kompas.com. berdasarkan hal tersebut, rumusan masalah penelitian yaitu, Bagaimana perbandingan frame/pembingkaian yang dilakukan oleh media Republika online dan Kompas.com mengenai instruksi Gubernur DKI Jakarta tentang pelarangan penyembelihan hewan kurban di sembarang tempat? Dalam penelitian ini, teknik analisis data dengan menggunakan analisis framing model Zhongdang Pan dan Gerald M. Kosicki yang membedah teks melalui empat unsur, yakni sintaksis, skrip, tematik, dan retoris. Lalu teori yang digunakan adalah teori konstruksi sosial yang diperkenalkan oleh Peter L. Berger yang mengatakan bahwa teks itu adalah hasil sebuah konstruksi oleh penulisnya. Paradigma yang digunakan dalam penelitian ini adalah konstruktivisme dengan pendekatan penelitian kualitatif. Paradigma konstruktivisme berbicara komunikasi bukan sebagai penyebaran pesan dan gagasan, tetapi proses pembentukan individu sebagai anggota dari kebudayaan atau masyarakat. Sementara pendekatan penelitian kualitatif dimana penelitian jenis ini terdiri dari sekumpulan interpretasi praktis yang menggambarkan kondisi aktual dengan jelas. Interpretasi tersebut direpresentasikan dalam catatan lapangan, wawancara, percakapan, foto, rekaman, dan memo. Terlihat kecenderungan perbedaan dalam pemberitaan yang dikeluarkan oleh Republika Online dan Kompas.com. Republika Online lebih menekankan bahwa Instruksi Gubernur tentang larangan berkurban itu bertentangan dengan tradisi masyarakat muslim dan norma Agama Islam. Sedangkan dari Kompas.com lebih cenderung melihat Instruksi Gubernur tersebut murni sebagai sebuah peraturan dan kebijakan yang normal dari sebuah Kepala Daerah. Setelah melakukan penelitian, penulis mengambil kesimpulan dari kedua media online yakni Republika Online dan Kompas.com. Republika Online agak berbeda dalam pemilihan narasumber yang di pilih ialah seorang Aktifis Islam, penyusunan kalimat yang cenderung selalu mengaitkan dengan Islam dan efek negatif yang ditimbulkan dari Instruksi Gubernur tersebut. Sedangkan Kompas.com menggunakan narasumber Ahok langsung tanpa menghadirkan narasumber lain, dan setiap pernyataan yang dibuat oleh Kompas.com bermakna sebuah klarifikasi dan alasan rasional dikeluarkannya Instruksi Gubernur tersebut
