The Intellectual Biography of Pracasha (1928-1937) as a Contribution to the Cultural Study of Democratic Thought in Goa
UIDB/04666/2020 UIDP/04666/2020An intellectual biography of a newspaper aims a methodology that should disclose an editorial line, its agents and the means by which they intended to reach the targeted audiences and who they were. In this way, the analysis of Pracasha allows us to discover the complexity of colonial relations in the cultural and political microcosm of Goa and at the same time the configuration of a global context. It is this ability to reveal the globalization of doctrinal debates for democracy incorporating the freedom fight against colonialism, that make this study of Pracasha an important contribution to the cultural history of the democratic thought in Goa.publishersversionpublishe

UIDP/04666/2020O sĂ©culo XIX iniciou como tinha terminado o anterior, com as lutas pela independĂȘncia das colĂŽnias americanas face Ă s monarquias coloniais europeias. As ideias de nação e de povo que a constitui, de opiniĂŁo pĂșblica que lhes dĂĄ uma identidade conjunta, transpareciam ou davam uma nova consistĂȘncia Ă literatura de todos os publicistas liberais dos inĂcios do ÂOitocentos, isto Ă©, a ligação imediata entre pensamento e ação. Esta ligação era o embasamento do conceito de mudança na nova forma de encarar a polĂtica, como saber e como mĂ©todo de compreensĂŁo do mundo. A IndependĂȘncia do Brasil no contexto mundial em que aconteceu, contribuiu para a teorização e debate da ideia colonial, de impĂ©rio e imperialismo. Sem pretendermos esgotar o assunto, procuramos estabelecer aqui uma ponte de compreensĂŁo entre esse debate na atualidade, e na Ă©poca em que aconteceu. The 19th century began as the previous one had ended, with the struggles for the independence of the American colonies against the European colonial monarchies. The ideas of the nation and of the people that constitute it, of public opinion that gives them a joint identity, were or gave a new consistency to the literature of all the liberal publicists of the early eight hundred, that is, the immediate link between thought and action. This connection was the basis of the concept of change in the new way of looking at politics, as knowledge and as a method of understanding the world. The independence of Brazil in the world context in which it happened contributed to the theorization and debate of the colonial idea, of empire and imperialism. Without wanting to exhaust the subject it is intended to establish here a bridge of understanding, between this debate today and at the time it happened.publishersversionpublishe
âPOETRY AND EXILEâ OF LĂCIO RODRIGUES: LITERARY CRITIQUE AND CULTURAL IDENTITY IN THE GOAN WORLD (1924-1942)
The review Golden World was published in Bombay, in English, and presented as director the Indo-Portuguese Publicity Bureau. The publication was intended to the Goan communities in the world. Hence, the choice of the English language, such as the one that would best broaden the network of correspondents of the review and the broader audience to which it was intended to arrive. As an intellectual Review manifested against the Portuguese dictatorship and for Goaâs autonomy in a free India. But it was by the literary culture bias that the magazine most asserted its nationalist side, wanting to demonstrate the existence of a Goan literary production. LĂșcio Rodrigues, a professor in Bombay, based on the idea that linked identity and literary nationalism, wrote a critique intended to be extended to all Goan poetry, through three of his representatives in exile in Bombay.A revista Goan World publicou-se em Bombaim, em inglĂȘs, e apresentava como diretor, o Indo-Portuguese Publicity Bureau. A publicação destinava-se Ă s comunidades goesas no mundo. DaĂ a escolha da lĂngua inglesa, como aquela que melhor alargaria a rede de correspondentes da revista, e o pĂșblico mais amplo a que pretendia chegar. Revista intelectual, manifestou-se contra a ditadura portuguesa e pela autonomia de Goa, numa Ăndia libertada, mas foi pelo viĂ©s da cultura literĂĄria que a revista mais afirmou o seu lado nacionalista, querendo demonstrar a existĂȘncia de uma produção literĂĄria goesa. A partir da implantação da RepĂșblica, surgiu um movimento de intelectuais que procurou congregar e dinamizar num esforço comum os pensadores de vĂĄrias ĂĄreas do conhecimento, atravĂ©s da revista A Ăguia, tendo em vista uma nova ordem moral e cĂvica dentro do ideal democrĂĄtico. ProcurĂĄmos dar a conhecer as linhas principais que consubstanciaram o espaço aberto pela revista, as influĂȘncias recebidas e os debates que a animaram.After the republican revolution arose an intellectual movement that tried to congregate thinkers of several areas of thought, through the publication of the magazine A Ăguia, in order to establish a new civic moral within the democratic ideal. Tese apresentada para cumprimento dos requisitos necessĂĄrios à  obtenção do grau de Doutor em HistĂłria e Teoria das Ideias, especialidade Pensamento, Cultura e PolĂticaA Europa, na viragem do sĂ©culo 18 para o 19, fazia o primeiro balanço das revoluçÔes norte-americana e francesa. Reunidos em Viena, apĂłs a derrota de NapoleĂŁo, o poder polĂtico e a diplomacia europeia procuravam a melhor forma de garantir um justo equilĂbrio entre naçÔes, e com ele, novos rumos para a paz na Europa. Ligando a actualidade com as heranças intelectuais dos sĂ©culos anteriores, vĂĄrias propostas foram surgindo, mas cedo se percebeu uma nova realidade, que obrigava a ter em conta as nacionalidades e as respectivas opiniĂ”es pĂșblicas. O debate em torno da restauração francesa extravasou largamente o Ăąmbito do congresso e percorreu a imprensa europeia. Com larga expressĂŁo nessa imprensa, destacava-se uma corrente moderada e reformista, nascida da primeira fase da revolução francesa e da discussĂŁo em torno da Constituição de 1791, que entendia os despotismos, reais ou revolucionĂĄrios, como algo a evitar. Inserindo-se nessa linha o Investigador PortuguĂȘs em Inglaterra, ao abrigo da liberdade de imprensa vigente em Inglaterra, divulgou e participou nesse debate procurando transmitir uma mensagem propedĂȘutica aos portugueses, consubstanciada na defesa da segurança e liberdade individuais, no quadro da monarquia constitucional e sob o impĂ©rio da lei. Da autonomia do polĂtico e do seu discurso, foram-se formando as correntes polĂticas contemporĂąneas surgidas precisamente da ligação entre pensamento e acção, entre prĂĄticas e teorias polĂticas. Independente da validade de genealogias futuras, liberais e conservadores vĂŁo-se legitimando na procura de respostas moderadas aos desafios que se colocavam Ă construção de uma sociedade civil livre e participativa, cujas desigualdades sociais e econĂłmicas tinham agora a mobilidade de uma justificação moral e polĂtica

Rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART): Study protocol for a randomized controlled trial
Background: Acute respiratory distress syndrome (ARDS) is associated with high in-hospital mortality. Alveolar recruitment followed by ventilation at optimal titrated PEEP may reduce ventilator-induced lung injury and improve oxygenation in patients with ARDS, but the effects on mortality and other clinical outcomes remain unknown. This article reports the rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART). Methods/Design: ART is a pragmatic, multicenter, randomized (concealed), controlled trial, which aims to determine if maximum stepwise alveolar recruitment associated with PEEP titration is able to increase 28-day survival in patients with ARDS compared to conventional treatment (ARDSNet strategy). We will enroll adult patients with ARDS of less than 72 h duration. The intervention group will receive an alveolar recruitment maneuver, with stepwise increases of PEEP achieving 45 cmH(2)O and peak pressure of 60 cmH2O, followed by ventilation with optimal PEEP titrated according to the static compliance of the respiratory system. In the control group, mechanical ventilation will follow a conventional protocol (ARDSNet). In both groups, we will use controlled volume mode with low tidal volumes (4 to 6 mL/kg of predicted body weight) and targeting plateau pressure <= 30 cmH2O. The primary outcome is 28-day survival, and the secondary outcomes are: length of ICU stay; length of hospital stay; pneumothorax requiring chest tube during first 7 days; barotrauma during first 7 days; mechanical ventilation-free days from days 1 to 28; ICU, in-hospital, and 6-month survival. ART is an event-guided trial planned to last until 520 events (deaths within 28 days) are observed. These events allow detection of a hazard ratio of 0.75, with 90% power and two-tailed type I error of 5%. All analysis will follow the intention-to-treat principle. Discussion: If the ART strategy with maximum recruitment and PEEP titration improves 28-day survival, this will represent a notable advance to the care of ARDS patients.
