The Natural Capital Indicator Framework (NCIF): A framework of indicators for national natural capital reporting
It is now widely recognised that components of the environment play the role
of economic assets, termed natural capital, that are a foundation of social and
economic development. National governments monitor the state and trends of
natural capital through a range of activities including natural capital
accounting, national ecosystem assessments, ecosystem service valuation, and
economic and environmental analyses. Indicators play an integral role in these
activities as they facilitate the reporting of complex natural capital
information. One factor that hinders the success of these activities and their
comparability across countries is the absence of a coherent framework of
indicators concerning natural capital (and its benefits) that can aid
decision-making. Here we present an integrated Natural Capital Indicator
Framework (NCIF) alongside example indicators, which provides an illustrative
structure for countries to select and organise indicators to assess their use
of and dependence on natural capital. The NCIF sits within a wider context of
indicators related to natural, human, social and manufactured capital, and
associated flows of benefits. The framework provides decision-makers with a
structured approach to selecting natural capital indicators with which to make
decisions about economic development that take into account national natural

Autonomy versus futility? Barriers to good clinical practice in end-of-life care: a Queensland case
Findings from a Queensland coronial inquest highlight the complex clinical, ethical and legal issues that arise in end-of-life care when clinicians and family members disagree about a diagnosis of clinical futility. The tension between the law and best medical practice is highlighted in this case, as doctors are compelled to seek family consent to not commence a futile intervention. Good communication between doctors and families, as well as community and professional education, is essential to resolve tensions that can arise when there is disagreement about treatment at the end of life
Every account counts for sustainable development: lessons from the African CoP to implement ocean accounts in the Western Indian Ocean region
The Western Indian Ocean (WIO) is critical in supporting the social and economic development of the nations it borders. To safeguard the various opportunities it provides, it is essential to adopt sustainable ocean development models that balance ocean wealth and ocean health. Such models depend on evidence-based and adaptative ocean governance underpinned by holistic social, environmental and economic indicators. The ocean accounts framework provides a standard accounting structure to integrate social, economic and environmental information in alignment with relevant international statistical standards such as the System of National Accounts and the System of Environmental-Economic Accounting. Applying such a framework produces integrated indicators against which changes can be assessed and measured. These indicators also inform decision-making and support the prioritisation of areas requiring further attention by highlighting data deficiencies, ocean governance gaps and under-explored research areas. The framework encompasses and links several systems of accounting that can be used based on specific priorities. However, three initiation points have been identified that can be further expanded and concatenated into other accounts encompassed by the framework. This publication provides practical guidelines to start implementing national, regional or local ocean accounts, following the Global Ocean Accounts Partnership Technical Guidance on Ocean Accounting. It is further complemented by amendments proposed by the African Community of Practice based on lessons learned during the implementation of ocean accounts pilots across the WIO region. Compiling ocean accounts is an adaptative and iterative process and should be constantly ameliorated and adjusted to local contexts and priorities. However, efforts should be made to maintain coherence with the framework and international standards
Older adults, falls and technologies for independent living: a life space approach
This paper draws attention to the need for further understanding of the fine details of routine and taken-for-granted daily activities and mobility. It argues that such understanding is critical if technologies designed to mitigate the negative impacts of falls and fear-of-falling are to provide unobtrusive support for independent living. The reported research was part of a large, multidisciplinary, multi-site research programme into responses to population ageing in Ireland, Technologies for Independent Living (TRIL). A small, exploratory, qualitative life-space diary study was conducted. Working with eight community-dwelling older adults with different experiences of falls or of fear-of-falls, data were collected through weekly life-space diaries, daily-activity logs, two-dimensional house plans and a pedometer. For some participants, self-recording of their daily activities and movements revealed routine, potentially risky behaviour about which they had been unaware, which may have implications for falls-prevention advice. The findings are presented and discussed around four key themes: ‘being pragmatic’, ‘not just a faller’, ‘heightened awareness and blind spots’ and ‘working with technology’. The findings suggest a need to think creatively about how technological and other solutions best fit with people's everyday challenges and needs and of critical importance, that their installation does not reduce an older adult to ‘just a faller’ or a person with a fear-of-falls
Towards a sustainable development licence to operate for the extractive sector
The extractive sector now holds an even more predominant position for national economies following the adoption of the Sustainable Development Goals in 2015. The sector can make significant contributions to the achievement of a large number of these Goals. Managing extractive resources has always presented a major challenge for many countries worldwide, but especially in the developing world. This paper documents the shortcomings of the existing governance architecture. It builds on the ‘social licence to operate’ and draws from its limitations to propose a new framework called the ‘sustainable development licence to operate’. The latter is a holistic multi-level and multi-stakeholder governance framework aimed at enhancing the contribution of the mining sector to sustainable development. It is not intended to function as a licence in the regulatory sense. The underlying principles, policy options and best practices that form the basis of the proposed framework are outlined in the paper. This analysis should be viewed as a starting point, in recognition that the development of a robust sustainable development licence to operate depends on an open and inclusive approach to populating its normative content
Workshop Report: Nordic Action for a Transformation to Low-carbon Shipping
The Paris Agreement aims to hold the increase in the global average temperature to well below 2°C above pre-industrial levels (and pursue efforts to limit it to 1.5°C), but does not refer specifically to greenhouse gas emissions from the international maritime transport sector. This Report outlines the findings of a project commissioned by the Nordic Council of Ministers, focusing on opportunities for Nordic countries to achieve a transition to low-carbon shipping at national, regional and global scales. It is informed by discussions at the World Maritime University in Malmö in December 2016 between representatives of governments, businesses, NGOs and the research community. The Report presents a low-carbon roadmap for shipping with actions and outcomes concerning low-carbon technology, ship operations, finance, public policy, and public-private partnerships
Exploring how citizen science projects measuring beach plastic debris can support UN Sustainable Development Goals
Plastic debris within marine environments is an issue of global concern, leading to commitments at international, regional, and national scales to remove plastics from the environment and prevent further entry. The United Nations (UN) created a global framework of 17 Sustainable Development Goals (SDGs), with several goals to advance the environmental dimension of sustainable development, with global and country progress tracked by targets and their indicators. Countries voluntarily report their progress on the basis of guidance provided by the UN on what data is needed. SDG 14, Life Below Water, contains one target to significantly reduce marine pollution, with specific mention of plastic debris. To date, however, national information on plastic debris has been sparse, although citizen science projects have been collecting data at a spatial and temporal coverage relevant to SDG reporting. This paper provides an overview to clarify the data requirements for reporting on the SDG indicator of plastic debris density and the complex process in which data for SDGs is requested from and provided by countries. We then explore the potential for citizen science to assist countries in filling evidence gaps, through providing data on plastic pollution. We focus on the sub-indicator for beach debris, which accounts for most citizen science projects collecting data on plastic pollution. Then, we unpack the opportunities and challenges of augmenting SDG reporting with information gathered from citizen science communities. Lastly, we recommend ways for citizen science communities and governments to synergize efforts monitoring plastics to inform pathways for preventing and reducing such pollution ending up in our marine environments

Mary Haberle is a Web Archivist at Archive-It, which is the Internet Archive’s subscription web archiving service. She's part of a support team that provides training and direct support services to our partners, including the archivists on this panel who are all using Archive-It at their institutions.
Dory Bower has been an Archives Specialist at the U.S. Government Publishing Office since 2010, where she has worked on a number of projects to increase access to electronic U.S. government resources. Dory began working with web archiving in 2011 and has played a key role in all aspects of the Federal Depository Library Program Web Archive.
Megan Craynon has worked at the Maryland State Archives since 2011, and has spent the majority of that time as a team member on the web archiving project. She currently serves as the Deputy Director of Special Collections.
Ben Goldman is the Kalin Librarian for Technological Innovations at Penn State University Libraries, where he has overseen web archiving efforts since 2012.

Ian Milligan is an associate professor of digital and Canadian history at the University of Waterloo. He’s leading a Mellon-funded project to develop a cloud-based infrastructure for the analysis of web archives.As repositories of primary source materials, archives play a central role in supporting the democratic principles of transparency and accountability. Political discourse and many official records of government have shifted from analog to web-based delivery. Web archiving programs that collect content created by elected officials and governments are vital to a robust civil society, which is central to a healthy democracy.
This panel brings together information professionals and a digital historian engaged with related content. Professionals actively acquiring websites of elected officials and online government publications will discuss why and how their institutions are building web archives in these areas and what gaps, if any, exist. Panelists will offer their perspectives on the current state of researcher access and how archives can better support researcher engagement with web archives. Questions of professional and institutional responsibility as citizens and as employees of democratic institutions will be explored
