Developing adaptive capability: the case of Nottingham’s nascent biotechnology sector
A region’s adaptive capability describes its ability to respond positively to changes and shocks that affect the regional economy over time and take advantage of new and emerging market opportunities from wherever they arise. Central to this idea is the manner in which historic economic strengths or capabilities can be turned to new purposes. This paper provides a case study that uses the concept of adaptive capability as a lens through which to explore the emergence of a notable bioscience based industrial cluster in a city region of the UK and the part that it played in helping to restructure the economic base of the city. The local economy of Nottingham faced major structural changes in the late 1990s. These changes saw not only the demise of what had at one time been a key industrial sector, but also the departure of two of the city’s three principal employers, and the closure of a major research facility owned by a third. The case explores the manner in which capabilities linked to this constellation of firms were redeployed in order to take advantage of new market opportunities. The case places particular emphasis on the contribution of firms, the restructuring of industry sectors and institutional changes that occurred at this time, to the city’s adaptive capability. In the process the case study reveals a notable example of adaptation as the local economy moved away from a previous path of regional and sectoral development, towards a new and yet related trajectory. Central to this process was the purposive re-tasking of physical assets and the mobilization of knowledge assets that were the legacy of one of the city’s historic industrial strengths. Doppler tomography of transiting exoplanets: A prograde, low-inclined orbit for the hot Jupiter CoRoT-11b
We report the detection of the Doppler shadow of the transiting hot Jupiter
CoRoT-11b. Our analysis is based on line-profile tomography of time-series,
Keck/HIRES high-resolution spectra acquired during the transit of the planet.
We measured a sky-projected, spin-orbit angle of 0.1 +/- 2.6 degrees, which is
consistent with a very low-inclined orbit with respect to the stellar rotation
axis. We refined the physical parameters of the system using a Markov chain
Monte Carlo simultaneous fitting of the available photometric and spectroscopic
data. An analysis of the tidal evolution of the system shows how the currently
measured obliquity and its uncertainty translate into an initial absolute value
of less than about 10 degrees on the zero-age main sequence, for an expected
average modified tidal quality factor of the star Q'* > 4 x 10^6. This is
indicative of an inward migration scenario that would not have perturbed the
primordial low obliquity of CoRoT-11b. Taking into account the effective
temperature and mass of the planet host star (Teff=6440 K, M*=1.23 MSun), the
system can be considered a new telling exception to the recently proposed
trend, according to which relatively hot and massive stars (Teff>6250 K, M*>1.2
MSun) seem to be preferentially orbited by hot Jupiters with high obliquity.Comment: 5 pages, 4 figures, accepted for publication in A&A Letter
The spin-orbit angle of the transiting hot jupiter CoRoT-1b
We measure the angle between the planetary orbit and the stellar rotation
axis in the transiting planetary system CoRoT-1, with new HIRES/Keck and
FORS/VLT high-accuracy photometry. The data indicate a highly tilted system,
with a projected spin-orbit angle lambda = 77 +- 11 degrees. Systematic
uncertainties in the radial velocity data could cause the actual errors to be
larger by an unknown amount, and this result needs to be confirmed with further
high-accuracy spectroscopic transit measurements.
Spin-orbit alignment has now been measured in a dozen extra-solar planetary
systems, and several show strong misalignment. The first three misaligned
planets were all much more massive than Jupiter and followed eccentric orbits.
CoRoT-1, however, is a jovian-mass close-in planet on a circular orbit. If its
strong misalignment is confirmed, it would break this pattern. The high
occurence of misaligned systems for several types of planets and orbits favours
planet-planet scattering as a mechanism to bring gas giants on very close

Electoral bias at the 2015 general election: reducing Labour’s electoral advantage
Electoral bias results in an asymmetrical seat distribution between parties with similar vote shares. Over recent British general elections Labour held an advantage because it efficiently converted votes into seats. Following the 2015 election result this advantage has reduced considerably, principally because Labour’s vote distribution saw it accumulate more ineffective votes, particularly where electoral support was not converted into seats. By contrast, the vote distribution of the Conservative party is now superior to that of Labour because it acquired fewer wasted votes although Labour retains a modest advantage overall because it benefits from inequalities in electorate size and differences in voter turnout. Features of the 2015 election, however, raise general methodological challenges for decomposing electoral bias. The analysis, therefore, considers the effect of substituting the Liberal Democrats as the third party with the United Kingdom Independence Party. It also examines the outcome in Scotland separately from that in England and Wales. Following this analysis it becomes clear that the method for decomposing electoral bias requires clearer guidelines for its application in specific settings
Soft Robotics. Bio-inspired Antagonistic Stiffening
Soft robotic structures might play a major role in the 4th industrial revolution. Researchers have demonstrated advantages of soft robotics over traditional robots made of rigid links and joints in several application areas including manufacturing, healthcare, and surgical interventions. However, soft robots have limited ability to exert larger forces and change their stiffness on demand over a wide range. Stiffness can be achieved as a result of the equilibrium of an active and a passive reaction force or of two active forces antagonistically collaborating. Moderate and heavy metabolic stress interval training improve arterial stiffness and heart rate dynamics in humans
Traditional continuous aerobic exercise training attenuates age-related increases of arterial stiffness, however, training studies have not determined whether metabolic stress impacts these favourable effects. Twenty untrained healthy participants (n = 11 heavy metabolic stress interval training, n = 9 moderate metabolic stress interval training) completed 6 weeks of moderate or heavy intensity interval training matched for total work and exercise duration. Carotid artery stiffness, blood pressure contour analysis, and linear and non-linear heart rate variability were assessed before and following training. Overall, carotid arterial stiffness was reduced (p  0.05). This study demonstrates the effectiveness of interval training at improving arterial stiffness and autonomic function, however, the metabolic stress was not a mediator of this effect. In addition, these changes were also independent of improvements in aerobic capacity, which were only induced by training that involved a high metabolic stress

Midlands Engine public expenditure analysis
This presentation highlights the level of public spending in the East and West Midlands over recent years, focusing particularly on comparisons with other parts of England and the wider UK;
• It draws heavily on HM Treasury’s Public Expenditure Statistical Analysis (PESA) as the best available overall source for data on expenditure by region. It is an annual publication based on two defined frameworks; budgeting and total expenditure on services for the UK;
• We supplement PESA data from a variety of sources in order to provide a more granular analysis of funding streams relevant to economic development;
• Where data permits we have provided time series comparison;
• A variety of regional and sub-regional geographic areas are used for this analysis – again reflecting the nature of available data;
• The Northern Powerhouse has a higher national profile than the Midlands Engine. Previous studies have found that the North receives less public funding, particularly for transport projects, than London and the South East (Raikes 2019). This presentation seeks to explore this phenomenon from a Midlands perspective
Identification of Radiopure Titanium for the LZ Dark Matter Experiment and Future Rare Event Searches
The LUX-ZEPLIN (LZ) experiment will search for dark matter particle
interactions with a detector containing a total of 10 tonnes of liquid xenon
within a double-vessel cryostat. The large mass and proximity of the cryostat
to the active detector volume demand the use of material with extremely low
intrinsic radioactivity. We report on the radioassay campaign conducted to
identify suitable metals, the determination of factors limiting radiopure
production, and the selection of titanium for construction of the LZ cryostat
and other detector components. This titanium has been measured with activities
of U~1.6~mBq/kg, U~0.09~mBq/kg,
Th~~mBq/kg, Th~~mBq/kg, K~0.54~mBq/kg, and Co~0.02~mBq/kg (68\% CL).
Such low intrinsic activities, which are some of the lowest ever reported for
titanium, enable its use for future dark matter and other rare event searches.
Monte Carlo simulations have been performed to assess the expected background
contribution from the LZ cryostat with this radioactivity. In 1,000 days of
WIMP search exposure of a 5.6-tonne fiducial mass, the cryostat will contribute
