    The question of invisibility for bodies with mirror surface is studied in the framework of geometrical optics. We construct bodies that are invisible/have zero resistance in two mutually orthogonal directions, and prove that there do not exist bodies which are invisible/have zero resistance in all possible directions of incidence

    Fusion of secretory vesicles isolated from rat liver

    Secretory vesicles isolated from rat liver were found to fuse after exposure to Ca2+. Vescle fusion is characterized by the occurrence of twinned vesicles with a continuous cleavage plane between two vesicles in freeze-fracture electron microscopy. The number of fused vesicles increases with increasing Ca2+-concentrations and is half maximal around 10–6 m. Other divalent cations (Ba2+, Sr2+, and Mg2+) were ineffective. Mg2+ inhibits Ca2+-induced fusion. Therefore, the fusion of secretory vesiclesin vitro is Ca2+ specific and exhibits properties similar to the exocytotic process of various secretory cells. Various substances affecting secretionin vivo (microtubular inhibitors, local anethetics, ionophores) were tested for their effect on membrane fusion in our system. The fusion of isolated secretory vesicles from liver was found to differ from that of pure phospholipid membranes in its temperature dependence, in its much lower requirement for Ca2+, and in its Ca2+-specificity. Chemical and enzymatic modifications of the vesicle membrane indicate that glycoproteins may account for these differences

    The influence of alcohol industry-sponsored “Gulder Ultimate Search” reality television series on the drinking behaviors of Nigerian youths

    Background: Alcohol consumption among youths and its related problems are increasing in Nigeria. Whilst one of the reasons for this is due to the marketing activities of the transnational alcohol corporations, there are no written national alcohol control policies that regulate alcohol marketing in Nigeria. Methods: This article draws on in-depth interviews with 31 Nigerian university students (aged 19–23 years) to explore the extent to which the “Gulder Ultimate Search” (GUS) reality television show influences alcohol consumption amongst GUS contestants, television audiences and those who participate in GUS promotional activities. Results: The results show that GUS was very popular amongst students and their knowledge of the reality show was high, to the extent that they were able to identify the particular alcohol company that sponsors the reality television program, the number of contestants that compete for the prizes in each season, and what can be won by the contestants or television viewers. GUS influences the drinking behaviors of contestants because one of the criteria for participation is to present 10 or more recently used “cans” of “Gulder beer” during the screening exercise. GUS also appears to influence the drinking behaviors of television viewers and those who participate in promotions due to product placement, direct advertisements and promotional activities that accompany the “Fan-Based Edition” aspect of GUS. Conclusion: Overall, GUS is a disguised marketing strategy to promote brand awareness, and to increase sales and consumption. Alcohol control policies that regulate event sponsorship and promote public health should be implemented in Nigeria

    How should HIV resources be allocated? Lessons learnt from applying Optima HIV in 23 countries.

    INTRODUCTION: With limited funds available, meeting global health targets requires countries to both mobilize and prioritize their health spending. Within this context, countries have recognized the importance of allocating funds for HIV as efficiently as possible to maximize impact. Over the past six years, the governments of 23 countries in Africa, Asia, Eastern Europe and Latin America have used the Optima HIV tool to estimate the optimal allocation of HIV resources. METHODS: Each study commenced with a request by the national government for technical assistance in conducting an HIV allocative efficiency study using Optima HIV. Each study team validated the required data, calibrated the Optima HIV epidemic model to produce HIV epidemic projections, agreed on cost functions for interventions, and used the model to calculate the optimal allocation of available funds to best address national strategic plan targets. From a review and analysis of these 23 country studies, we extract common themes around the optimal allocation of HIV funding in different epidemiological contexts. RESULTS AND DISCUSSION: The optimal distribution of HIV resources depends on the amount of funding available and the characteristics of each country's epidemic, response and targets. Universally, the modelling results indicated that scaling up treatment coverage is an efficient use of resources. There is scope for efficiency gains by targeting the HIV response towards the populations and geographical regions where HIV incidence is highest. Across a range of countries, the model results indicate that a more efficient allocation of HIV resources could reduce cumulative new HIV infections by an average of 18% over the years to 2020 and 25% over the years to 2030, along with an approximately 25% reduction in deaths for both timelines. However, in most countries this would still not be sufficient to meet the targets of the national strategic plan, with modelling results indicating that budget increases of up to 185% would be required. CONCLUSIONS: Greater epidemiological impact would be possible through better targeting of existing resources, but additional resources would still be required to meet targets. Allocative efficiency models have proven valuable in improving the HIV planning and budgeting process

    Optimizing Investments for a Sustainable and Efficient HIV Response in Togo: Findings From an HIV Allocative Efficiency Study

    This report summarizes the findings of an allocative efficiency analysis of Togo’s HIV response. The Government of Togo indicated a desire to mobilize additional resources, including domestic and private resources, for comprehensive HIV services to respond to the goals of the national HIV Strategic Plan. To ensure that the resources that have been, or will be, mobilized are used in the most efficient way, and to determine the allocation of resources that brings the greatest health benefit, the Government of Togo asked the World Bank to conduct an allocative efficiency analysis using the Optima HIV mathematical model. The findings highlighted a significant treatment gap, and argue strongly for additional funding to scale up ART and increase coverage, in particular for key populations. In order to reduce incidence and deaths by 50 percent, resources should be shifted from prevention programs targeting the general low risk population to ART, PMTCT, and non-ART prevention programs targeting key populations

    ‘The lion's den’: Social workers' understandings of risk to infants

    Recent research has highlighted the increasing trends in newborn and very young children entering child welfare processes and care proceedings in a number of countries. Furthermore, differential responses to risk within young families across different geographical locations and communities in the same child protection system have been found. Safe care arrangements for newborn babies may include placement with kinship carers, or with foster carers not previously known to the family. The distinctive needs of the increasing population of infants in the care system are only beginning to be fully recognised. The short and long term impact of contested infant removals on birth mothers has been powerfully highlighted, although the impact on fathers remains under-reported. There has been limited research evidence available on how decisions about the care arrangements for newborn babies are reached. In this paper, the author draws on data from an ethnographic study of pre-birth child protection in order to explore how social workers understand and frame risk to infants when assessing families during pregnancy. Data from interviews with practitioners reveal the extent to which their conceptualisations of and anxiety about risks to unborn babies, shape plans for the future care of infants

    Why do health workers in rural Tanzania prefer public sector employment?

    Severe shortages of qualified health workers and geographical imbalances in the workforce in many low-income countries require the national health sector management to closely monitor and address issues related to the distribution of health workers across various types of health facilities. This article discusses health workers' preferences for workplace and their perceptions and experiences of the differences in working conditions in the public health sector versus the church-run health facilities in Tanzania. The broader aim is to generate knowledge that can add to debates on health sector management in low-income contexts. The study has a qualitative study design to elicit in-depth information on health workers' preferences for workplace. The data comprise ten focus group discussions (FGDs) and 29 in-depth interviews (IDIs) with auxiliary staff, nursing staff, clinicians and administrators in the public health sector and in a large church-run hospital in a rural district in Tanzania. The study has an ethnographic backdrop based on earlier long-term fieldwork in Tanzania. The study found a clear preference for public sector employment. This was associated with health worker rights and access to various benefits offered to health workers in government service, particularly the favourable pension schemes providing economic security in old age. Health workers acknowledged that church-run hospitals generally were better equipped and provided better quality patient care, but these concerns tended to be outweighed by the financial assets of public sector employment. In addition to the sector specific differences, family concerns emerged as important in decisions on workplace. The preference for public sector employment among health workers shown in this study seems to be associated primarily with the favourable pension scheme. The overall shortage of health workers and the distribution between health facilities is a challenge in a resource constrained health system where church-run health facilities are vital in the provision of health care in rural areas and where patients tend to prefer these services.
