A Model-Based Expert System for Space Power Distribution Diagnostics
When engineers diagnose system failures, they often use models to confirm system operation. This concept has produced a class of advanced expert systems that perform model-based diagnosis. A model-based diagnostic expert system for the Space Station Freedom electrical power distribution test bed is currently being developed at the NASA Lewis Research Center. The objective of this expert system is to autonomously detect and isolate electrical fault conditions. Marple, a software package developed at TRW, provides a model-based environment utilizing constraint suspension. Originally, constraint suspension techniques were developed for digital systems. However, Marple provides the mechanisms for applying this approach to analog systems such as the test bed, as well. The expert system was developed using Marple and Lucid Common Lisp running on a Sun Sparc-2 workstation. The Marple modeling environment has proved to be a useful tool for investigating the various aspects of model-based diagnostics. This report describes work completed to date and lessons learned while employing model-based diagnostics using constraint suspension within an analog system
Linking cause assessment, corporate philanthropy, and corporate reputation
This study analyzes the link between cause assessment, corporate philanthropy, and dimensions of corporate reputation from different stakeholders' perspectives, using balance theory as a conceptual framework and the telecommunications industry in Austria and Egypt as the empirical setting. Findings show that corporate philanthropy can improve perceptions of the corporate reputation dimensions, but the results vary between customers and non-customers and depend on the country setting
Crisis Decision-Making During Hurricane Sandy: An Analysis of Established and Emergent Disaster Response Behaviors in the New York Metro Area
Objective This collective case study examined how and why specific organizational decision-making processes transpired at 2 large suburban county health departments in lower New York State during their response to Hurricane Sandy in 2012. The study also examined the relationships that the agencies developed with other emerging and established organizations within their respective health systems.
Methods In investigating these themes, the authors conducted in-depth, one-on-one interviews with 30 senior-level public health staff and first responders; reviewed documentation; and moderated 2 focus group discussions with 17 participants.
Results Although a natural hazard such as a hurricane was not an unexpected event for these health departments, they nevertheless confronted a number of unforeseen challenges during the response phase: prolonged loss of power and fuel, limited situational awareness of the depth and breadth of the storm’s impact among disaster-exposed populations, and coordination problems with a number of organizations that emerged in response to the disaster.
Conclusions Public health staff had few plans or protocols to guide them and often found themselves improvising and problem-solving with new organizations in the context of an overburdened health care system

The American Preparedness Project: Where the US Public Stands in 2015
The American Preparedness Project was launched by the National Center for Disaster Preparedness (NCDP) in 2002, in the aftermath of the 9/11 attacks in order to survey public perceptions and opinions on disaster preparedness and to acknowledge that a comprehensive understanding of the concerns of individuals and families is critical to emergency planning efforts on all levels. Characterizing such trends is critical because in order to develop effective disaster plans, as well as a sustainable long term disaster preparedness strategy, people need to be confident in (a) the reliability of information from official sources, (b) the capacity of government to perform effectively in a crisis and (c) the capability of response systems, particularly health systems and first responders.The major findings of the 2015 American Preparedness Project are presented in the Key Findings section of this report.
The American Preparedness Project survey has been administered eight times since the launch of the project in 2002. Although the content of the questionnaire has changed over time to reflect the changing disaster landscape, a select set of questions has been asked in every iteration of the survey in order to capture changes over time.These questions are presented in the National Trends Since 9/11 section of this report and capture national confidence in household and community preparedness, response systems, and leadership. Following the overview of national trends over time, the report highlights findings from the current survey (see Key Findings in 2015) across the domains of General Preparedness, Natural Disasters and Climate Change,Terrorism, and Children in Disasters. The report concludes with Recommendations for improving national, community and household-level preparedness

This study was led by the National Center for Disaster Preparedness (NCDP) at Columbia University’s Earth Institute on behalf of the Resilient Children/Resilient Communities (RCRC) Initiative, in partnership with Save the Children with funding from GSK.The purpose of the study was to learn more about people’s opinions and attitudes toward disaster preparedness with a focus on children in disasters.The national survey of American households was conducted in December 2015. Establishing a Foundation for Performance Measurement for Local Public Health Preparedness
The development of performance measures is not a new concept in the disaster preparedness space. For over a decade, goals have been developed and tied to federal preparedness grant programs. However, these measures have been heavily criticized for their inability to truly measure preparedness. There is also growing frustration at the local level that these performance measures do not account for local readiness priorities or the outcome-driven value of emergency response activities. To define an appropriate theoretical framework for the development of performance measures, a review of the literature on existing planning and preparedness frameworks was conducted, with an iterative feedback process with a local health agency. This paper presents elements of that literature review that were used most directly along with the conceptual framework that was used as a starting point for future iterations of a comprehensive performance measure development project
The Biosurveillance Analytics Resource Directory (BARD): Facilitating the Use of Epidemiological Models for Infectious Disease Surveillance
Epidemiological modeling for infectious disease is important for disease management and its routine implementation needs to be facilitated through better description of models in an operational context. A standardized model characterization process that allows selection or making manual comparisons of available models and their results is currently lacking. A key need is a universal framework to facilitate model description and understanding of its features. Los Alamos National Laboratory (LANL) has developed a comprehensive framework that can be used to characterize an infectious disease model in an operational context. The framework was developed through a consensus among a panel of subject matter experts. In this paper, we describe the framework, its application to model characterization, and the development of the Biosurveillance Analytics Resource Directory (BARD; http://brd.bsvgateway.org/brd/), to facilitate the rapid selection of operational models for specific infectious/communicable diseases. We offer this framework and associated database to stakeholders of the infectious disease modeling field as a tool for standardizing model description and facilitating the use of epidemiological models
Environmental consciousness and choice of bulb for lighting in a developing country
Background: Most countries in the world especially those in Asia and Africa have been undertaking policies meant to help promote science, technology and innovation towards meeting some provisions of the Sustainable Development Goals. However, there is still a sizable number of households who have not yet fully embraced energy-saving technologies. This study provides highlights on the economic and environmental benefits for investing in energy-saving light bulbs. Methods: Using a survey and a multistage random sampling approach, we administered questionnaires to 1650 households in Ghana. The relevant diagnostic tests associated with cross-sectional data were undertaken. We estimated a maximum-likelihood probit model with its associated marginal effects to find out how the choice of energy-saving light bulb (behaviour) is influenced by environmental consciousness (both local knowledge and global knowledge) and other demographic factors. Results: Our results are consistent with economic theory as well as what earlier empirical evidence found in literature. That is, environmental consciousness, education, income, etc. are very important in explaining the choice of buying energy-saving light bulbs in Ghana. Conclusions: Besides advocating for information that will make society more environmentally conscious, we further recommend the use of fiscal policies (i.e. subsidies) to support lower income brackets who are predominant in developing countries
Activation of the Hippo pathway by CTLA-4 regulates the expression of Blimp-1 in the CD8+ T cell
During the primary response, the commitment of the CD8(+) T cell to Blimp-1 expression and the terminal differentiation that Blimp-1 induces must be timed so as not to impair the process of clonal expansion. We determined whether the Hippo pathway, which links cell-cell contact to differentiation in other cell lineages, controls Blimp-1 expression. Activating the CD8(+) T cell with antigen and IL-2 causes expression of the core Hippo pathway components, including the pivotal transcriptional cofactor Yap. Contact between activated CD8(+) T cells induces Hippo pathway-mediated Yap degradation and Blimp-1 expression; a Hippo-resistant, stable form of Yap suppresses Blimp-1 expression. Cytotoxic T lymphocyte antigen 4 (CTLA-4) and CD80 comprise the receptor-ligand pair that mediates contact-dependent Hippo pathway activation. In vivo, CD8(+) T cells expressing Hippo resistant-Yap or lacking CTLA-4 have diminished expression of the senescence marker, KLRG1, during a viral infection. The CTLA-4/Hippo pathway/Blimp-1 system may couple terminal differentiation of CD8(+) T cell with the magnitude of clonal expansion
