    Messiness of forest governance:How technical approaches suppress politics in REDD+ and conservation projects

    Reduction of Emissions from Deforestation and Forest Degradation (REDD+) was originally conceived to address the global problem of climate change by reducing deforestation and forest degradation at national and subnational levels in developing countries. Since its inception, REDD+ proponents have increasingly had to adapt global ideas to local demands, as the rollout process was met with on-the-ground realities, including suspicion and protest. As is typical in aid or ‘development’ projects conceived in the global North, most of the solutions advanced to improve REDD+ tend to focus on addressing issues of justice (or ‘fairness’) in distributive terms, rather than addressing more inherently political objections to REDD+ such as those based on rights or social justice. Using data collected from over 700 interviews in five countries with both REDD+ and non-REDD+ cases, we argue that the failure to incorporate political notions of justice into conservation projects such as REDD+ results in ‘messiness’ within governance systems, which is a symptom of injustice and illegitimacy. We find that, first, conservation, payment for ecosystem services, and REDD+ project proponents viewed problems through a technical rather than political lens, leading to solutions that focused on procedures, such as ‘benefit distribution.’ Second, focusing on the technical aspects of interventions came at the expense of political solutions such as the representation of local people's concerns and recognition of their rights. Third, the lack of attention to representation and recognition justices resulted in illegitimacy. This led to messiness in the governance systems, which was often addressed in technical terms, thereby perpetuating the problem. If messiness is not appreciated and addressed from appropriate notions of justice, projects such as REDD+ are destined to fail

    Environmental justice research shows the importance of social feedbacks in ecosystem service trade-offs

    In this article, we shine a spotlight on approaches to research ecosystem service trade-offs and critically assess their representation of relevant social dynamics. Although studies linking ecosystem services and human well-being have provided theoretical insights into social and ecological trade-offs, we argue that ecosystem services research has paid insufficient attention to "social feedbacks," people's cognitive and behavioral responses to change. We demonstrate that augmenting ecosystem services research with environmental justice approaches (exploring perceptions of the distribution of costs and benefits, decision making procedures, and recognition of different values and identities) can more effectively capture important responses to ecosystem governance. Spatial analysis of land use change, mixed-method assessment of multidimensional well-being, and qualitative environmental justice research were applied in three villages adjacent to Nam Et-Phou Louey National Protected Area in northern Laos. Spatial analysis showed that, from 2006 to 2015, forest clearance for cultivation remained stable within the protected area. Well-being assessment revealed the local population benefited from rapidly increasing incomes, asset ownership, and reduced poverty during that time. In combination, spatial and well-being analyses paint a picture of limited trade-offs, despite growing incentives to exploit protected land and resources through cash crops and high-value forest products. In contrast, results from environmental justice research revealed profound trade-offs between conservation and local practices, and highlight governance deficiencies relating to procedure and recognition. Consequently, formal protected area rules were perceived to be illegitimate by many and actively undermined, for example through negotiated access with alternative authorities. We conclude that although well-being research provides an essential foundation to understand diverse attachments to natural resources, the addition of environmental justice research can reveal local perceptions and social feedbacks critical to ecosystem service trade-offs, and highlight pathways to reconcile them through satisfying stakeholders' diverse, dynamic objectives

    Challenges to Turkey’s Transition to a Low-Carbon Urban Development: A Roadmap for an Effective Climate Change Policy

    Turkey is an emerging economy with a growing gross domestic product, which brings with it a rapid increase in energy consumption. Turkey’s per capita GHG emissions increased from 3.88 tons of CO2eqin 1990 to 6.07 tons of CO2eqin 2015. Furthermore, due to being located in the Mediterranean Basin, Turkey is highly vulnerable to such impacts of climate change as temperature rises, flooding and water shortage. Since the early 2000s, there have been several efforts in developing a climate policy in Turkey. The EU accession negotiations have played a catalyst role in pushing the environmental agenda and climate policy forward. However, the current state of climate policy in Turkey is far from being a sound policy framework. Despite the introduction of several policy documents and institutional reforms, GHGs and climatic vulnerabilities of Turkish cities are increasing. This chapter investigates the current state of climate policy in Turkey so as to underline its shortcoming and weaknesses. Following the discussion on the existing situation, a roadmap is proposed to sidestep the existing shortcomings and develop a sound and internationally valid climate policy.
