    INSTITUTIONALIZATION OF INFORMATION TECHNOLOGY GOVERNANCE AND THE BEHAVIOR OF INDIVIDUALS IN THE PUBLIC ORGANIZATIONS CONTEXT

    IT Governance (ITG) institutionalization might reduce the negative impact of political issues on IT results especially through the behavioral pillar. This research used the Organizational Citizenship Behavior (OCB) concept to understand this phenomenon. OCB describes a person\u27s voluntary commitment to an organization that is not part of his/her contractual tasks. The goal of this study is confirming that ITG institutionalization effects civil servants’ behavior. The set of hypotheses of the theoretical-empirical model are based on the presumption that ITG institutionalization exerts a positive effect on each variable of OCB. A descriptive-confirmative ex-post facto research was operationalized through a survey research with 173 civil servants in the Executive and Judiciary Branch of a Brazilian state. A questionnaire was developed and validated through Factor Exploratory Analysis. Partial least squares structural equation modeling was used for data analysis. All hypotheses were confirmed, showing the effect of ITG institutionalization on the behavior of individuals. The theoretical contribution is the development of an ITG institutionalization construct and the demonstration of a positive and significant relationship between this and the OCB construct. The practical contribution highlights the possibility of IT managers performing their IT tasks through behavior change of individuals encouraged by the ITG institutionalization

    The student’s characteristic is an important element of Web-based courses effectiveness. The ability of the student in self-regulating time, effort, physical and social environment is critical for success. The objective of this research is to identify the influence of student’s individual differences regarding the learning resources self-regulation in the effectiveness of Web-based virtual learning environments courses. A case study research in a course for the Núcleos de Tecnologia Educacional (NTE) of Brazilian South Region schools was carried out to reach the objective. Six data collection sources were used: direct observation, documents and records analysis, open and focus interviews, and survey research. Data analysis has identified the influence of self-regulated learning in Web-based course effectiveness. Aspects of course effectiveness analyzed were students perception (1) of results, quality and satisfaction with the course, (2) of Web-based course effectiveness compared to the traditional courses effectiveness, and (3) of the advantages and disadvantages of the Web-based courses.Las características de los estudiantes constituyen elementos importantes de la efectividad de los cursos desarrollados en ambientes virtuales de aprendizaje en Internet. De entre estas características, se destaca la capacidad del estudiante de autorregular el tiempo, el esfuerzo, el ambiente físico de estudio y el ambiente social en que está insertado – elementos que constituyen la autorregulación de los recursos del aprendizaje. Esta investigación tiene como objetivo identificar la influencia de las diferencias individuales de los estudiantes en relación a la autorregulación de los recursos del aprendizaje en la efectividad de los cursos desarrollados en Internet. Para eso, se realizó un estudio de caso en el Curso de Capacitación de Técnicos para los Núcleos de Tecnología Educacional (NTE) de las escuelas de la región Sur de Brasil. Fueron utilizadas seis fuentes de colecta de datos: observación directa, análisis de registros y documentos, entrevistas abiertas y semiestruturadas y recolección estructurada (Investigación Survey). El análisis de los datos permitió identificar la influencia de los factores de autorregulación de los recursos del aprendizaje en diversos aspectos que compone la efectividad de un curso aparte en Internet. Entre estos aspectos están: el resultado, la calidad y la satisfacción percibidos por los estudiantes, la percepción de efectividad de los cursos en Internet en comparación con los cursos presenciales y la percepción de las ventajas y desventajas de los cursos a distancia en Internet.As características dos estudantes constituem elementos importantes da efetividade dos cursos desenvolvidos em ambientes virtuais de aprendizagem na Internet.     The evolution of Information Technology (IT) stimulates several changes in citizen’s profiles and government openness. It generates new demands whose operationalization depends on IT solutions. Managing IT is no longer enough; it is necessary to go one step further in governance process. IT Governance (ITG) can support the organizational decision-making on its IT initiatives, increasing the alignment IT/business. The goal is to understand how ITG influences the behaviour of individuals within organizations. We selected Organizational Citizenship Behaviour (OCB) concept to analyse individuals’ voluntary commitment within an organization that is not part of their contractual tasks. Our premise is that ITG acts on the antecedents of the organizational citizenship behaviour such as job satisfaction and rewards perception. The research was conducted through a focus group made up of the members of an IT State Governance Committee in Brazil. Questions based on OCB were discussed in order to understand the behavioural changes expectations along the ITG mechanisms adoption. The preliminary results showed that citizenship behaviour could improve because of the ITG process. Based on the results, we proposed a preliminary conceptual model, which will be tested in the next steps through a survey research in all Brazilian states

    The influence of human factors on vulnerability to information security breaches

    Within the context of information security (InfSec), human aspects have been receiving particular attention in research studies and business practices because of the fundamental role of the users. The objective of this research-in-progress is to develop a theoretical model of how human factors such as behavior with InfSec, familiarity with policies and procedures, awareness, organizational environment, and work conditions, contribute to InfSec breaches. The proposed model will be applied through interviews with CIO, multiple case studies and a survey of information system users in some South American countries and the USA. The sample will consist of end users of integrated web information systems (IS) in large organizations. An instrument will be designed and validated using qualitative and multivariate techniques. This research is intended to contribute towards identifying and managing the impact of human aspects on InfSec breaches

    Collaborative Governance for Decision Making on Smart Cities Initiatives

    Smart city (SC) initiatives have been implemented around the world as a way to improve life in cities. Some areas, such as smart governance, are considered vital for SC implementation. However, several factors influence the decision-making process related to city initiatives. The historical factors (colonialism and dependence), the ideas that what ICT companies say are good and enough to the cities (sociotechnical imaginary), and the search by decision-makers and stakeholders for legitimacy by simply reproducing practices from other cities (institutional theory) are the factors addressed by this study. The objective of this research in progress is to propose a decision-making committee for smart city initiatives, which can mitigate the influence of the mentioned variables and further multidisciplinary and diversity

    AN INDICATORS-BASED APPROACH TO MEASURING INFORMATION TECHNOLOGY GOVERNANCE EFFECTIVENESS: A STUDY WITH BRAZILIAN PROFESSIONALS

    Organisations have adopted information technology governance (ITG) practices to improve decision-making and accountability about decisions related to IT. Considering the resources and effort required for the adoption of these practices, it is important to measure ITG effectiveness, in particular by contributing to the increased transparency and IT accountability desired by stakeholders. The goal of this study is to identify a set of indicators to measure ITG effectiveness. Interviews and focus groups are the main techniqus of data collection, which involved professionals linked to 45 companies: 11 Chief Information Officers (CIOs), 4 IT managers, 13 IT coordinators, 15 governance analysts and 2 IT researchers. Nine criteria for ITG effectiveness were obtained from semi-structured interviews, and 213 measurement indicators were identified using structured interviews. Content analysis was used to create a set of 48 indicators, based on similarities among the descriptions. This set of indicators was discussed in a focus group, and 27 of these indicators were considered to be especially important for measuring ITG effectiveness and the most applicable in different organisations. The main result of this study was the set of indicators to measure ITG effectiveness, which can be used independently within organisations´ ITG frameworks

    INFORMATION TECHNOLOGY GOVERNANCE IN PUBLIC ORGANIZATIONS: IDENTIFYING MECHANISMS THAT MEET ITS GOALS WHILE RESPECTING PRINCIPLES

    The purpose of this article is to identify and validate a list of mechanisms that can meet the objectives and principles of IT Governance (ITG) in public organizations. These mechanisms can be useful to public organizations when implementing their ITG model. ITG mechanisms are a key part of an ITG model because high-level definitions (principles and objectives) are operationalized through them. This exploratory and descriptive cross-sectional research used qualitative and quantitative data. Data were collected in a literature review, structured interviews with ITG professionals and a survey with IT and Business Managers who belong to a network of managers, which is one of the main instances to discuss the ITG model. The results are a preliminary list of mechanisms identified through qualitative data and a final list of mechanisms validated through quantitative data. The focus is on public organizations because the necessity of an ITG model as a better means to govern the electronic services adoption in order to increase the public value to society

    What is in or out of a particular field of knowledge? Reflections on IT Governance Studies

    The goal of this research is to understand the conceptualization of IT Corporate Governance (ITCG) and discuss the dichotomy and sometimes paradoxical approach between the definitions in literature and what is included as part of IT Governance field. The data collection has been conducted through a systematic research of ProQuest databases. As a result, 536 publications have been found between 1983 and 2014 with the search terms. Through content analysis, the research has been refined to a group of 457 articles published between 1995 and 2014, considering nature of research, base theories, research strategy, and use of basic concepts. The results show that numerous studies are not using ITCG theory as a foundation to support their arguments. Only 110 publications deal with the context and definition of the seminal concepts. As a result of content analysis it is observed that 237 publications could be considered as inclusion errors because they do not address enough artifacts to be worked as the subject of IT Governance, most of them portray of best practice models in a conceptual basis. Through the preliminary results, it is possible to think about the extent to which these basic concepts even are enough to what is being researched as IT Governance, or at what point the researches has indeed addressed the proposed subject
