The voice of civil society organizations: engagement of civic organizations in the democratic governance in Cabo Verde

This thesis focuses on the engagement of civil society organizations (CSOs) in the public policy process in Cabo Verde. It has three focuses: It starts with the analysis of CSOs engagement in the national public policy process; then it focuses on CSOs involvement in local governance process, while the third part analyses the influence of that engagement on the performance of local government institutions. The thesis develops around two fundamental questions: “What factors influence the engagement of CSOs in the political process in Cabo Verde?” and, “To what extent does the engagement of CSOs influence government performance in Cabo Verde?” To answer these questions, two hypotheses have been considered: the institutional hypothesis, focusing on “political opportunity structures” that lead the engagement of CSOs in politics. The second hypothesis is the social capital, in its bridging and linking forms. The social changes occurred in Cabo Verde after its independence and the inauguration of democracy in 1990 prompted the resurgence of old social and solidary institutions of collective public goods that had existed in the country throughout its history. As these institutions gained conscience of the strength of their resource power, they became more politically active, and so, more engaging in the country’s political process. The institutional and the social capital hypotheses guide the development of the present work. They are not contradictory, as they may seem. Instead, they are harmonized throughout the research to complement each other.Esta tese analiza o envolvimento de organizações da sociedade civil (OSC) nos processos de produção e implementação de políticas públicas em Cabo Verde. Essa análise é desenvolvida em três momentos: começa com a abordagem do envolvimento das OSCs nos processos de formatação e implemetação de políticas públicas a nível nacional; depois, e num segundo momento concentra-se no envolvimento das OSCs no processo de governança local. Por último, a análise centra-se na influência que o envolvimento das OSC exerce sobre o desempenho dos governos locais (Câmaras Municipais). A tese desenvolve-se em torno de duas questões fundamentais: "Que factores influenciam o envolvimento das OSCs no processo político em Cabo Verde?" e, "Até que ponto o envolvimento das OSCs influencia o desempenho das instituições governmentais em Cabo Verde?" Para responder a estas perguntas, foram consideradas dua hipóteses: a hipótese institucional, com o foco nas “estruturas de oportunidade política” que conduziram ao engajamento das OSC no processo político em Cabo Verde. A segunda hipótese é a do capital social, nas suas formas de bridging e linking. As mudanças sociais que ocorreram em Cabo Verde após a independência, e a inauguração da democracia em 1990, levaram ao ressurgimento de "instituições tradicionais" de solidariedade, de produção de bens públicos coletivos, e resolução de problemas colectivos. Deste modo, as formas organizacionais colectivas tradicionais ganharam consciência da força do seu poder, e se tornaram politicamente mais ativas e, portanto, mais engajadas no processo político do país. Assim, as duas hipóteses, institucional e de capital social, norteiam o desenvolvimento do presente trabalho. Elas não são contraditórios como podem parecer. Quiosque multimédia educativo no Museu Militar de Bragança

O principal objetivo deste poster é mostrar o trabalho desenvolvido na construção de um quiosque multimédia educativo para o Museu Militar de Bragança, enquadrado no âmbito do Projeto de Investigação, do Mestrado em Tecnologias de Informação e Comunicação (TIC) na Educação e Formação, da Escola Superior de Educação do Instituto Politécnico de Bragança. Por um lado, uma das preocupações dos responsáveis deste museu é a necessidade de uma aplicação que complemente a informação dos objetos do espólio museológico e que essa informação seja veiculada dentro do próprio museu de uma forma interativa uma vez que não é possível disponibilizá-la on-line devido a questões institucionais. Por outro lado e com base em projetos educativos promovidos pelas instituições governamentais, torna-se necessário valorizar e divulgar o património cultural através das potencialidades oferecidas pelas tecnologias educativas. Dotar o museu militar de uma aplicação que disponibilize informação mais detalhada, contextualizada e acrescida não só da vertente cultural destinada aos seus visitantes, mas também da vertente educativa destinada aos públicos escolares, foi o principal desafio deste projeto.Dotado o Museu Militar de Bragança de um quiosque multimédia, pretende-se agora avaliar o seu potencial educativo no âmbito de visitas de estudo. Para a realização desta avaliação está a ser utilizado um grupo de estudo que é constituído por 14 alunos do curso Técnico de Turismo de uma escola formação profissional de Bragança

The Unified Patent Court and Non-Practicing Entities in Europe

Under the European Patent Convention, applicants can seek patent protection in several jurisdictions in one single application before the European Patent Office. However, the post-grant life of the patent implies the application of as many patent laws as the jurisdictions which the applicant designates. Thus, the right holder has a bundle of national patents, which implies the risk of parallel patent litigation and its often prohibitive costs. The Unitary Patent Package proposes to create a European Patent with Unitary Effect as a single object of property, recognized throughout the European Union, to which one law only is applicable. It also aims to create a centralized Court for the enforcement of European and European Patents with Unitary Effect. Our main research question will be that of understanding the possible relationship between the Unified Patent Court and Non-Practicing Entities activity in Europe. In order to gain a proper understanding of the problem, we will firstly consider the current issues with the transnational enforcement of patent rights, namely, income distribution inequalities. Secondly, we will address the Unitary Patent Package legality under European Union and international law. Thirdly, we will revisit the purpose of patent law and understand its evolution towards patent monetization. Fourthly, we must understand the current patent market characteristics and define a Non-Practicing Entity. Afterwards, we will seek to understand these entities under recent empirical research. Finally, we will place the proposed European Patent with Unitary Effect on the current framework of patent protection in Europe, and finally analyze the provisions which may be favorable to Non-Practicing Entity’s activities

Overcoming the “European Paradox”: The role of Regional Innovation Systems (RIS) in translating R&D investments into economic and employment growth

The emergence of the so-called “European Paradox” shows that R&D investment is not maximally effective and that increasing the scale of public R&D expenditures is not sufficient to generate employment and sustained economic growth. Increasing Governmental R&D Investment is far from being a “panacea” for stagnant growth. It is worth noting that Government R&D Investment does not have a statistically significant impact on employment, indicating the need to assess the trade-offs of policies that could lead to significant increases in government expenditure. Surprisingly, Governmental R&D Employment does not contribute to “mass-market” employment, despite its quite important role in reducing Youth-Unemployment. Despite the negative side-effects of Governmental R&D Employment on both GVA and GDP, University R&D Employment appears to have a quite important role in reducing Unemployment, especially Youth-Unemployment, while it also does not have a downside in terms of economic growth. Technological Capacity enhancement is the most effective instrument for reducing Unemployment and is a policy without any downside regarding sustainable economical development. In terms of wider policy implications, the results reinforce the idea that European Commission Research and Innovation policies must be restructured, shifting from a transnational framework to a more localised, measurable and operational approach

Evolução da ferrugem (Hemileia vastatrix) e da cercosporiose (Cercospora coffeicola) em agroecossistemas cafeeiros convencional, organo-mineral e orgânico.

A presente pesquisa teve como objetivo avaliar a incidência de Hemileia vastatrix (ferrugem) e Cercospora coffeicola (cercosporiose) em agroecossistemas cafeeiros conduzidos sob manejo convencional, organo-mineral e orgânico no município de Poço-Fundo, sul de Minas Gerais. Para tanto, selecionou-se uma propriedade cafeeira que possuía os três sistemas de manejo evidenciados. As avaliações para determinação da incidência da ferrugem e da cercosporiose do cafeeiro foram realizadas mensalmente, durante um ano (dez/07 a nov/08). Coletaram-se 10 folhas do 3º ou 4º par em todos os lados da planta, sendo amostrados 20 cafeeiros por agroecossistema, tomados aleatoriamente por meio de caminhamento em zigue-zague nos agroecossistemas, totalizando 200 folhas coletadas em cada sistema. A maior incidência da ferrugem no agroecossistema convencional ocorreu em agosto, atingindo índice de 15% e a cercosporiose alcançou 38,5% de incidência em julho. Os agroecossistemas organo-mineral e orgânico apresentaram elevados níveis de ataque da ferrugem e cercosporiose, alcançando índices extremos de incidência a partir do mês de julho, ultrapassando 80% de incidência de ferrugem e 54,5% de cercosporiose

Cardiac Troponin T and Illness Severity in the Very-Low-Birth-Weight Infant

Introduction. Respiratory distress are very common in Very-low-birth-weight (VLBW) infants and Myocardial injury may play a role in the disease outcome. Cardiac troponin T (cTnT) is the most useful marker of injury in adult population, but has not been extensively studied in this population. Aim. To study the role of cTnT in VLBW infants and its association with clinical outcomes. Methods. All VLBW infants admitted to our NICU were included in the study. Echocardiography and blood samples for cTnT determination were collected at 24 and 48 hours of life, and values >0.1 ng/mL were considered CTnT-positive values. Results. A total of 116 neonates had their blood samples collected. The median cTnT concentration within 24 hours was 0.191 (0.1–0.79) ng/mL and within 48 hours was 0.293 (0.1–1.0) ng/mL. A logistic regression analysis showed that PDA, low GA, and use of dopamine were independently associated with positive cTnT and abnormal Dopplerfluxometry and diuretics use had protective effects and was independently associated with troponin values. Conclusion. We observed a high prevalence of positivecTnT values in VLBW infants associated with illness severity. Our findings suggest that cTnT may be a useful and early marker of myocardial injury in VLBW infants

Impairments: Materiality and fiscal impact on Cape Verde’ major contributors

This study aims to evaluate the material level of impairment losses registered by the Cape Verdean companies, as well as to analyze its fiscal impact. For this purpose, we ran the Cape Verdean’ accounting standards about this subject and studied the tax procedures on impairment registration in the country. In the empirical study, we performed an analysis of the annual report and accounts for 2012 and 2011 of fifty-seven large companies in Cape Verde. These were the benchmark years for establishing the country's major contributors and the normative framework on impairment’ application. Evidences showed that, in its vast majority, companies registered impairment losses, namely on customer debts and inventories. We also found that, empirically, impairment value was materially relevant and had impact on tax level, giving the meaningful association between payed taxes (negative association) and turnover (positive association), and registered impairment. In a future work, already in progress, we intended to verify the impairment registration’ during the period between 2013 and 2016. Sistema agroflorestal no sul de Minas Gerais: café, frutíferas e madeireiras.

Diante da atual crise ambiental e econômica enfrentada pela agricultura moderna, o presente trabalho teve como objetivos analisar a produtividade, os aspectos econômicos e ambientais de um sistema agroflorestal conduzido em Machado, sul de Minas Gerais há onze anos, tendo como principais produtos o café (Coffea arabica) orgânico certificado pela BCS, que é exportado para outros países, a banana e o eucalipto, que também possuem certificação orgânica e são vendidos no comércio local. A metodologia da pesquisa foi baseada no DRP (Diagnóstico Rural Participativo). Ao contrário dos sistemas convencionais de produção, o sistema agroflorestal estudado evidenciou a viabilidade do modelo de produção nas dimensões produtiva, ecológica e econômica. A baixa produtividade do café no sistema agroflorestal é compensada pela venda do café no mercado internacional, pela produção e comercialização da banana, do eucalipto e obtenção de uma diversidade de alimentos saudáveis para a subsistência das famílias
