ANÁLISE DE DISCURSO E RELAÇÕES INTERNACIONAIS: os Discursos sobre Paz e Segurança na África no Conselho de Segurança da ONU

Relações Internacionais.O presente trabalho debate o uso do construtivismo dentro da teoria das Relações Internacionais, em especial os escritos de Onuf (1989, 1998); e da Análise de Discurso, em especial a obra de Fairclough (2001a), como aportes teóricos e metodológicos para se pensar a política internacional pela influência da linguagem. Assim, constrói-se um referencial teórico para analisar 56 discursos proferidos nas reuniões do Conselho de Segurança das Nações Unidas por parte das delegações da China e dos Estados Unidos sobre o tema da paz e segurança na África. Parte-se dos pressupostos construtivistas de que a realidade é socialmente construída pelos agentes, e que esse processo de construção social ocorre através do discurso por meio dos atos de fala. Os atos de fala geram significados discursivamente, e esses significados são parte de uma prática social maior que engloba todo o ato discursivo e suas consequências. Parte-se também do princípio de que discurso é aquele que traduz a linguagem em sentido, imprimindo uma imagem ou identidade àquilo que se refere. Tendo em vista tudo isso, a pesquisa identificou mudanças discursivas tanto nos discursos chineses quanto nos discursos americanos. Tanto as imagens construídas no discurso sobre paz e segurança quanto as mudanças discursivas de ambos os países revelam a íntima relação texto-contexto e são exemplos de prática política. A análise de discurso torna-se o eixo que liga os pressupostos filosóficos do construtivismo com as ações políticas realizadas na linguagem
Migração nas políticas externas de países desenvolvidos: a exclusão do tema da agenda de direitos humanos
This paper’s goal is to analyze the contradiction between the developed western countries’ discourse in favor of human rights and their foreign policies towards the subject, focusing on immigration. This is done via the analysis of 20 years of diplomatic decisions in Human Rights bodies at the United Nations, resorting to bibliographical and documental sources and using descriptive and explanatory research methods through the application of inductive reasoning. After cataloging and studying the diplomatic decisions of four countries – the U.K., France, Sweden, and Norway –, one can notice that this issue has peculiarities if compared to other human rights subjects addressed by international institutions. Among the results, it can be observed the exclusion of the immigration topic from the human rights agenda, as it is placed in the economic or security ones. And the growing amount of diplomatic and legal instruments against the migrant population lead to the increase of their vulnerability and even, in some cases, to the violation of international law. Keywords: Immigration; Human rights; Foreign policy.Este artigo tem o objetivo de analisar a questão da imigração contemporânea sob a ótica das políticas externas de países ocidentais desenvolvidos. Isso é feito através da análise de decisões diplomáticas durante 20 anos no âmbito de instituições relacionadas a direitos humanos dentro da ONU, recorrendo-se a fontes bibliográficas e documentais e utilizando-se os métodos descritivo e explicativo em uma pesquisa indutiva. Por meio da catalogação e do estudo de decisões diplomáticas de quatro países – França, Reino Unido, Suécia e Noruega –, observa-se que o tema imigração têm peculiaridades comparativamente com outros temas de direitos humanos abordados nos mesmos foros internacionais. Dentre as conclusões, percebe-se a exclusão da imigração da agenda de direitos humanos e a inclusão em agendas como a de economia ou de segurança. E a crescente quantidade de instrumentos diplomáticos e legais em desfavor da população imigrante aumenta sua vulnerabilidade e gera em alguns casos, inclusive, a violação do direito internacional.Palavras-Chave: Imigração; Direitos humanos; Política externa
Structural and optical studies of FeSb2 under high pressure
Nanostructured orthorhombic FeSb2 and an amorphous phase were formed by
mechanical alloying starting from a mixture of high purity elemental Fe and Sb
powders. The effects of high pressures on structural and optical properties
were studied using X-ray diffraction (XRD) and Raman spectroscopy (RS). XRD
patterns showed the presence of the orthorhombic FeSb2 phase up to the maximum
pressure applied (28.2 GPa). The XRD patterns showed also an increase in the
amount of the amorphous phase with increasing pressure up to 23.3 GPa. At 14.3
GPa, together with the former phases, a new phase was observed and indexed to a
tetragonal FeSb2 phase, but its volume fraction is small at least up to 23.3
GPa. For the orthorhombic FeSb2 phase, the pressure dependence of the volume
fitted to a Birch-Murnaghan equation of state gave a bulk modulus = 74.2 +- 3.0
GPa and its pressure derivative = 7.5 +- 0.6. RS measurements were performed
from atmospheric pressure up to 45.2 GPa. For the orthorhombic FeSb2 phase, the
Raman active mode was observed up to the maximum pressure applied, while the
mode disappeared at 16.6 GPa. For pressures higher than 21 GPa, the Raman
active mode of a tetragonal FeSb2 phase was observed, confirming ab initio

A Neurogenetic Algorithm Based on Rational Agents
Lately, a lot of research has been conducted on the automatic design of artificial neural networks (ADANNs) using evolutionary algorithms, in the so-called neuro-evolutive algorithms (NEAs). Many of the presented proposals are not biologically inspired and are not able to generate modular, hierarchical and recurrent neural structures, such as those often found in living beings capable of solving intricate survival problems. Bearing in mind the idea that a nervous system's design and organization is a constructive process carried out by genetic information encoded in DNA, this paper proposes a biologically inspired NEA that evolves ANNs using these ideas as computational design techniques. In order to do this, we propose a Lindenmayer System with memory that implements the principles of organization, modularity, repetition (multiple use of the same sub-structure), hierarchy (recursive composition of sub-structures), minimizing the scalability problem of other methods. In our method, the basic neural codification is integrated to a genetic algorithm (GA) that implements the constructive approach found in the evolutionary process, making it closest to biological processes. Thus, the proposed method is a decision-making (DM) process, the fitness function of the NEA rewards economical artificial neural networks (ANNs) that are easily implemented. In other words, the penalty approach implemented through the fitness function automatically rewards the economical ANNs with stronger generalization and extrapolation capacities. Our method was initially tested on a simple, but non-trivial, XOR problem. We also submit our method to two other problems of increasing complexity: time series prediction that represents consumer price index and prediction of the effect of a new drug on breast cancer. In most cases, our NEA outperformed the other methods, delivering the most accurate classification. These superior results are attributed to the improved effectiveness and efficiency of NEA in the decision-making process. The result is an optimized neural network architecture for solving classification problems
Sustentabilidade das finanças públicas via modelos para dados em painel com dependência cruzada: análise dos estados brasileiros
This study investigates the sustainability of Brazilian states’ public finances with quarterly revenue and expenses data from 2006 to 2020, aimed at the identification of groups of states that share similar patterns. The technique adopted is a panel data model that avoids mistaken inferences by controlling for cross-dependence among states. We find two clear patterns, from which we identify a fiscally sustainable group of only 9 states and an unsustainable group, comprising the remaining ones.Este estudo investiga a sustentabilidade das finanças públicas dos estados brasileiros a partir de dados trimestrais de receitas e despesas entre 2006 e 2020, com o objetivo de identificar grupos de estados que apresentem características semelhantes. É utilizado um modelo para dados em painel que permite controlar a dependência cruzada entre os estados, cuja omissão poderia levar a conclusões equivocadas. Encontramos dois padrões claros, a partir dos quais identificamos um grupo fiscalmente sustentável de 9 estados e um grupo insustentável, composto pelos demais
Welfare cost of inflation in Brazil: an approach with time-varying cointegration and Kalman filter
Este artigo compara as técnicas do filtro de Kalman e de cointegração variante no tempo para estimar a demanda brasileira por moeda entre 1996 e 2015. A estimação com o filtro de Kalman apresenta resultados melhores e é usada para calcular o custo de bem-estar da inflação. Considerando-se a variabilidade no tempo da elasticidade-juros durante o período, o custo médio de bem-estar foi estimado em 0,24%do PIB, para uma inflação anual média de 6,63%.This paper compares the time-varying cointegration and the Kalman filter techniques to estimate the Brazilian money demand between 1996 and 2015. The estimation using Kalman filtering performs better and is subsequently used to calculate the welfare cost of inflation. Taking into consideration the time variability of the interest-rate elasticity during the period, the average welfare cost amounts to 0.24% of the GDP, for an average annual inflation of 6.63%
