Strategyproofness and Proportionality in Party-Approval Multiwinner Elections
In party-approval multiwinner elections the goal is to allocate the seats of
a fixed-size committee to parties based on the approval ballots of the voters
over the parties. In particular, each voter can approve multiple parties and
each party can be assigned multiple seats. Two central requirements in this
setting are proportional representation and strategyproofness. Intuitively,
proportional representation requires that every sufficiently large group of
voters with similar preferences is represented in the committee.
Strategyproofness demands that no voter can benefit by misreporting her true
preferences. We show that these two axioms are incompatible for anonymous
party-approval multiwinner voting rules, thus proving a far-reaching
impossibility theorem. The proof of this result is obtained by formulating the
problem in propositional logic and then letting a SAT solver show that the
formula is unsatisfiable. Additionally, we demonstrate how to circumvent this
impossibility by considering a weakening of strategy\-proofness which requires
that only voters who do not approve any elected party cannot manipulate. While
most common voting rules fail even this weak notion of strategyproofness, we
characterize Chamberlin--Courant approval voting within the class of Thiele

Negotiating Value: Comparing Human and Animal Fracture Care in Industrial Societies
At the beginning of the twentieth-century, human and veterinary surgeons faced the challenge of a medical marketplace transformed by technology. The socio-economic value ascribed to their patients â people and domestic animals â was changing, reflecting the increasing mechanisation of industry and the decreasing dependence of society upon non-human animals for labour. In human medicine, concern for the economic consequences of fractures âpathologisedâ any significant level of post-therapeutic disability, a productivist perspective contrary to the traditional corpus of medical values. In contrast, veterinarians adapted to the mechanisation of horse-power by shifting their primary professional interest to companion animals; a type of veterinary patient generally valued for the unique emotional attachment of the owner, and not the productive capacity of the animal. The economic rationalisation of human fracture care and the âsentimentalâ transformation of veterinary orthopaedic expertise indicates how these specialists utilised increasingly convergent rhetorical arguments to justify the application of innovative fracture care technologies to their humans and animal patients. NEAs: Phase Angle Dependence of Asteroid Class and Diameter from Observational Studies
We will discuss the results of a planned observation campaign of Near Earth Asteroids (NEAs), 1999 CU3, 2002 GM2, 2002 FG7, and 3691 Bede with instruments on the United Kingdom Infrared Telescope (UKIRT) from 15-Mar-2015 to 28-April 2015 UT. We will study the phase-angle dependence of the reflectance and thermal emission spectra. Recent publications reveal that the assignment of the asteroid class from visible and near-IR spectroscopy can change with phase angle for NEAs with silicate-bearing minerals on their surfaces (S-class asteroids) (Thomas et al. 2014, Icarus 228, 217; Sanchez et al. 2012 Icarus 220, 36). Only three of the larger NEAs have been measured at a dozen phase angles and the trends are not all the same, so there is not yet enough information to create a phase-angle correction. Also, the phase angle effect is not characterized well for the thermal emission including determination of the albedo and the thermal emission. The few NEAs were selected for our study amongst many possible targets based on being able to observe them through a wide range of phase angles, ranging from less than about 10 degrees to greater than 45 degrees over the constrained date range. The orbits of NEAs often generate short observing windows at phase angles higher than 45 deg (i.e., whizzing by Earth and/or close to dawn or dusk). Ultimately, lowering the uncertainty of the translation of asteroid class to meteorite analog and of albedo and size determinations are amongst our science goals. On a few specific nights, we plan to observe the 0.75-2.5 micron spectra with IRTF+SpeX for comparison with UKIRT data including 5-20 micron with UKIRT+UIST/Michelle to determine as best as possible the albedos. To ensure correct phasing of spectroscopic data, we augment with TRAPPIST-telescope light curves and R-band guider image data. Our observations will contribute to understanding single epoch mid-IR and near-IR measurements to obtain albedo, size and IR beaming parameters (the outcomes of thermal models) and asteroid spectral class

Twist exome capture allows for lower average sequence coverage in clinical exome sequencing
Background Exome and genome sequencing are the predominant techniques in the diagnosis and research of genetic disorders. Sufficient, uniform and reproducible/consistent sequence coverage is a main determinant for the sensitivity to detect single-nucleotide (SNVs) and copy number variants (CNVs). Here we compared the ability to obtain comprehensive exome coverage for recent exome capture kits and genome sequencing techniques. Results We compared three different widely used enrichment kits (Agilent SureSelect Human All Exon V5, Agilent SureSelect Human All Exon V7 and Twist Bioscience) as well as short-read and long-read WGS. We show that the Twist exome capture significantly improves complete coverage and coverage uniformity across coding regions compared to other exome capture kits. Twist performance is comparable to that of both short- and long-read whole genome sequencing. Additionally, we show that even at a reduced average coverage of 70à there is only minimal loss in sensitivity for SNV and CNV detection. Conclusion We conclude that exome sequencing with Twist represents a significant improvement and could be performed at lower sequence coverage compared to other exome capture techniques

We consider mixed finite element approximations of viscous, plastic Bingham flow in a cylindrical pipe. A novel a priori and a posteriori error analysis is introduced which is based on a discrete mesh dependent norm for the normalized Lagrange multiplier. This allows proving stability for various conforming finite elements. Numerical examples are presented to support the theory and to demonstrate adaptive mesh refinement.Peer reviewe

MOTIVATION:Cellular identity and behavior is controlled by complex gene regulatory networks. Transcription factors (TFs) bind to specific DNA sequences to regulate the transcription of their target genes. On the basis of these TF motifs in cis-regulatory elements we can model the influence of TFs on gene expression. In such models of TF motif activity the data is usually modeled assuming a linear relationship between the motif activity and the gene expression level. A commonly used method to model motif influence is based on Ridge Regression. One important assumption of linear regression is the independence between samples. However, if samples are generated from the same cell line, tissue, or other biological source, this assumption may be invalid. This same assumption of independence is also applied to different yet similar experimental conditions, which may also be inappropriate. In theory, the independence assumption between samples could lead to loss in signal detection. Here we investigate whether a Bayesian model that allows for correlations results in more accurate inference of motif activities. RESULTS:We extend the Ridge Regression to a Bayesian Linear Mixed Model, which allows us to model dependence between different samples. In a simulation study, we investigate the differences between the two model assumptions. We show that our Bayesian Linear Mixed Model implementation outperforms Ridge Regression in a simulation scenario where the noise, which is the signal that can not be explained by TF motifs, is uncorrelated. However, we demonstrate that there is no such gain in performance if the noise has a similar covariance structure over samples as the signal that can be explained by motifs. We give a mathematical explanation to why this is the case. Using four representative real datasets we show that at most âŒĂąâŹâč40% of the signal is explained by motifs using the linear model. With these data there is no advantage to using the Bayesian Linear Mixed Model, due to the similarity of the covariance structure.
