    Laser anemometry techniques for turbine applications

    Laser anemometry offers a nonintrusive means for obtaining flow field information. Current research at NASA Lewis Research Center is focused on instrumenting a warm turbine facility with a laser anemometer system. In an effort to determine the laser anemometer system best qualified for the warm turbine environment, the performance of a conventional laser fringe anemometer and a two spot time of flight system were compared with a new, modified time of flight system, called a Four Spot laser anemometer. The comparison measurements were made in highly turbulent flows near walls. The Four Spot anemometer uses elliptical spots to increase the flow acceptance angle to be comparable to that of a Laser Fringe Anemometer. Also, the Four Spot uses an optical code that vastly simplifies the pulse detection processor. The results of the comparison measurements will exemplify which laser anemometer system is best suited to the hostile environment typically encountered in warm rotating turbomachinery

    Globalisation, food and health in Pacific Island countries

    Pacific Island countries (PICs) are experiencing an epidemic of obesity and consequent chronic diseases. Despite investment in the development of National Plans of Action for Nutrition (NPANs) and interventions to promote healthy eating and physical activity, nutritional status appears to show little improvement. This paper presents a synthesis of the findings from two research papers that were prepared for a 2003 food safety and quality meeting in Nadi, Fiji. The findings indicate that although lifestyle behaviours might be the immediate cause of dietary imbalances, greater attention should focus on omnipresent influences of globalisation as a critical element of the nutrition transition in the Pacific. In particular, those aspects of globalisation mediated through the World Trade Organization (WTO) Agreements that are placing pressures on food security and fostering increased dependence on imported food of poor nutritional quality. Rapid, significant and sustainable improvements in public health in PICs require interventions that can tackle these underlying contributors to ill health. There are opportunities to explore the use of food regulatory approaches to influence the composition, availability and accessibility of food products. Within the context of the WTO Agreements the legitimacy of food regulatory approaches will depend upon the case to demonstrate the relationship between the intervention and the protection of food security and public health nutrition. The challenges in realising these opportunities are: 1) to have the capacity to construct a case, 2) meet the technical and financial demands to administer and enforce regulatory approaches, and 3) to take advantage of opportunities available and to be able to fully participate in the international policy-making process.<br /

    Equivalence theory for density estimation, Poisson processes and Gaussian white noise with drift

    This paper establishes the global asymptotic equivalence between a Poisson process with variable intensity and white noise with drift under sharp smoothness conditions on the unknown function. This equivalence is also extended to density estimation models by Poissonization. The asymptotic equivalences are established by constructing explicit equivalence mappings.     Asymptotic Equivalence of Nonparametric Regression and White Noise

    The principal result is that, under conditions, to any nonparametric regression problem there corresponds an asymptotically equivalent sequence of white noise with drift problems, and conversely. This asymptotic equivalence is in a global and uniform sense. Any normalized risk function attainable in one problem is asymptotically attainable in the other, with the difference in normalized risks converging to zero uniformly over the entire parameter space. The results are constructive. A recipe is provided for producing these asymptotically equivalent procedures. Some implications and generalizations of the principal result are also discussed

    Information Inequality Bounds on the Minimax Risk (With an Application to Nonparametric Regression)

    This paper compares three methods for producing lower bounds on the minimax risk under quadratic loss. The first uses the bounds from Brown and Gajek. The second method also uses the information inequality and results in bounds which are always at least as good as those from the first method. The third method is the hardest-linear-family method described by Donoho and Liu. These methods are applied in four examples, the last of which relates to a frequently considered problem in nonparametric regression

The inequality sheds new light on superefficient estimators in the normal location problem and also on an adaptive estimation problem arising in nonparametric functional estimation

    Temperature and pressure effects on capacitance probe cryogenic liquid level measurement accuracy

    The inaccuracies of liquid nitrogen and liquid hydrogen level measurements by use of a coaxial capacitance probe were investigated as a function of fluid temperatures and pressures. Significant liquid level measurement errors were found to occur due to the changes in the fluids dielectric constants which develop over the operating temperature and pressure ranges of the cryogenic storage tanks. The level measurement inaccuracies can be reduced by using fluid dielectric correction factors based on measured fluid temperatures and pressures. The errors in the corrected liquid level measurements were estimated based on the reported calibration errors of the temperature and pressure measurement systems. Experimental liquid nitrogen (LN2) and liquid hydrogen (LH2) level measurements were obtained using the calibrated capacitance probe equations and also by the dielectric constant correction factor method. The liquid levels obtained by the capacitance probe for the two methods were compared with the liquid level estimated from the fluid temperature profiles. Results show that the dielectric constant corrected liquid levels agreed within 0.5 percent of the temperature profile estimated liquid level. The uncorrected dielectric constant capacitance liquid level measurements deviated from the temperature profile level by more than 5 percent. This paper identifies the magnitude of liquid level measurement error that can occur for LN2 and LH2 fluids due to temperature and pressure effects on the dielectric constants over the tank storage conditions from 5 to 40 psia. A method of reducing the level measurement errors by using dielectric constant correction factors based on fluid temperature and pressure measurements is derived. The improved accuracy by use of the correction factors is experimentally verified by comparing liquid levels derived from fluid temperature profiles
