The article deals with the problems associated with the peculiarities of a single legal field development in the Russian state during the epoch of the early modern era (traditionally associated in Russian historiography with the times of a single centralized state formation and development and the emergence of autocracy as a kind of early absolutism). Using a number of provisions of modern concepts for the development of early modern states in Europe, the authors of the article put forward the thesis of a single legal field development in the Russian state during the period under consideration based on the analysis of Russian law monuments at the end of the XVth century (The Code of Law of Ivan III in 1497) and the 16th century (first of all, the code of law by Ivan IV, as well as a number of other legislative and legal acts) and judicial practice. In their opinion, this incompleteness was related with the following circumstances. First of all, the development of political and legal institutions in the early modern Russian state was of an evolutionary nature and, therefore, denied radical changes. Secondly, the poverty of the state caused the relative weakness and a slow development of "sinews of power" and, therefore, prevented the establishment of a more stringent administrative and legal control by the supreme power over the actions of local authorities. Finally, the weakness of the mentioned "sinews of power" conditioned the need of cooperation mode establishment between the supreme authority and local elites, while retaining the access to the exercise of power functions on the ground - also through the preservation of the old legal customs and traditions. Naturally, all this contributed to the preservation and the reproduction of the legal "antiquity" and, consequently, the incompleteness of legal centralization process and the formation of a single legal field throughout the country. The legal field, in the opinion of the authors of the article, had at least 2-level character all this time, the fragmented nature and the dispersion at the low-rank level. The article presents the results of a comparative legal analysis of the constitutions of American federal states (Argentina, Brazil, Venezuela, Canada, Mexico, and USA) with a view to identifying the norms that minimize human rights risks. The examination depended on an argumentative way to deal with the revelation of legitimate wonders and cycles utilizing general logical (precise and consistent strategies, investigation and amalgamation) and explicit logical techniques. The declared axiological, functional, and institutional parameters are fully set only in the Constitution of Venezuela. Other constitutions that consider the objective specifics of the historical development of countries reflected the desired formulations in the framework of the axiology of individual rights and freedoms; prohibition of slavery; judicial protection of individual rights; isolation of a special human rights institution, etc. The objectives of the study led to the use of special legal methods. Thus, the comparative legal method contributed to the identification of resources and means of minimizing risks to human right advocacy in the foreign constitutions. The novelty of this research is identifying the norms that minimize human rights risks

Long-term dry immersion: review and prospects

    Get PDF
Dry immersion, which is a ground-based model of prolonged conditions of microgravity, is widely used in Russia but is less well known elsewhere. Dry immersion involves immersing the subject in thermoneutral water covered with an elastic waterproof fabric. As a result, the immersed subject, who is freely suspended in the water mass, remains dry. For a relatively short duration, the model can faithfully reproduce most physiological effects of actual microgravity, including centralization of body fluids, support unloading, and hypokinesia. Unlike bed rest, dry immersion provides a unique opportunity to study the physiological effects of the lack of a supporting structure for the body (a phenomenon we call \u27supportlessness\u27). In this review, we attempt to provide a detailed description of dry immersion. The main sections of the paper discuss the changes induced by long-term dry immersion in the neuromuscular and sensorimotor systems, fluid-electrolyte regulation, the cardiovascular system, metabolism, blood and immunity, respiration, and thermoregulation. The long-term effects of dry immersion are compared with those of bed rest and actual space flight. The actual and potential uses of dry immersion are discussed in the context of fundamental studies and applications for medical support during space flight and terrestrial health care

Peculiarities of acid-base properties of peat formed in various agroclimatic zones of the Altai mountainous region

    Get PDF
The results of the study of acid-base indicators of peat in the Altai mountainous region are presented. The natural factors that in the aggregate determine the peculiarities of the physicochemical properties of mountain peat of different agro-climatic zones of the Altai Mountains have been revealed. The variation in the acid values, total absorbed bases, adsorption capacity and the degree of saturation of raised-bog, transitional, fen peat, the number of exchangeable ions Са2+ and Mg2+ has been estimated. The interrelation among these indicators has been presented. For the first time, regression equations of the relationship between exchangeable acidity рНKCl and the degree of peat base saturation V, between total absorbed bases S and the degree of peat base saturation V have been obtained using nonlinear regression analysis. The adequacy and stability of the developed models have been verified. The calculated mean errors of approximation of regression models characterise the high accuracy of the forecast and are indicative of a good selection of models for the initial data

Assessment of the effect of 21-day head-down bed rest on the cardiovascular system by blood protein composition

Head-down bed rest (HDBR) is one of the models of the physiological effects of weightlessness used, among other things, to assess the effect of hypokinesia on the physiological systems of the human body and, first of all, on the cardiovascular system. The aim of the work was to study the effect of 21 days of HDBR factors on the cardiovascular system based on blood proteomic profile data. It was revealed that HDBR conditions led to an increase in the levels of proteins of the complement and the coagulation cascade systems, platelet degranulation, fibrinolysis, acute phase proteins, post-translational modification of proteins, retinol-binding protein 4 (RBP4), apolipoprotein B, which are associated with cardiovascular diseases, and other proteins that affect the functions of endothelial cells. Blood levels of proteins involved in cytoskeletal remodelling, oxygen transport, heme catabolism, etc. have been shown to decrease during HDBR
