The first phase of the study considered a variety of procurement mixes composed of existing or programmed NASA standard spacecraft designs and a Air Force standard spacecraft design. The results were briefed to a joint NASA/Air Force audience on July 11, 1976. The second phase considered additional procurement options using an upgraded version of an existing NASA design.     SUMSS: A Wide-Field Radio Imaging Survey of the Southern Sky. I. Science goals, survey design and instrumentation

    The Molonglo Observatory Synthesis Telescope, operating at 843 MHz with a 5 square degree field of view, is carrying out a radio imaging survey of the sky south of declination -30 deg. This survey (the Sydney University Molonglo Sky Survey, or SUMSS) produces images with a resolution of 43" x 43" cosec(Dec.) and an rms noise level of about 1 mJy/beam. SUMSS is therefore similar in sensitivity and resolution to the northern NRAO VLA Sky Survey (NVSS; Condon et al. 1998). The survey is progressing at a rate of about 1000 square degrees per year, yielding individual and statistical data for many thousands of weak radio sources.     Evaluating the success of public participation in integrated catchment management

    Recognition of the need to manage the water environment in more holistic ways has resulted in the global growth of Integrated Catchment Management (ICM). ICM is characterised by horizontal integration, encouraging interdisciplinary working between traditionally disparate management sectors, alongside vertical integration, characterised by the engagement of communities; central is the promotion of participatory governance and management decision-making. ICM has been translated into policy through, for example, the EU Water Framework Directive and at a national level by policies such as the Catchment Based Approach in England. Research exploring the implementation of these policies has reported success at a catchment level, but further research is required to explore practices of management at local level within catchments. This paper presents the findings of participatory research undertaken with a catchment partnership in the northeast of England to explore the integration of top-down policy translation with how local communities interact with management agencies at sub-catchment scale (a bottom-up perspective). The research found that supra-catchment scale drivers dominate the vertical interplay between management systems at more local levels. These drivers embed traditional practices of management, which establishes public participation as a barrier to delivery of top-down management objectives, resulting in practices that exclude communities and participatory movements at the local level. Although collaboration between agencies at the partnership scale offers a potential solution to overcoming these obstacles, the paper recommends changes to supra-catchment governance structures to encourage flexibility in developing local participatory movements as assets. Further research is necessary to develop new practices of management to integrate local people more effectively into the management process

    A Terraced Scanning Superconducting Quantum Interference Device Susceptometer with Sub-Micron Pickup Loops

    Superconducting Quantum Interference Devices (SQUIDs) can have excellent spin sensitivity depending on their magnetic flux noise, pick-up loop diameter, and distance from the sample. We report a family of scanning SQUID susceptometers with terraced tips that position the pick-up loops 300 nm from the sample. The 600 nm - 2 um pickup loops, defined by focused ion beam, are integrated into a 12-layer optical lithography process allowing flux-locked feedback, in situ background subtraction and optimized flux noise.     Counterpoint: The Insurance Institute for Highway Safety Study Actually Found Cities Using Red Light Cameras Had Higher Red Light Running Fatality Rates

    In February 2011, the Insurance Institute for Highway Safety (IIHS) disseminated their research study that compared red light running traffic fatality rates between cities that implemented red light camera (RLC) programs with cities that did not. The IIHS researchers concluded cities that used RLCs had a significantly larger percentage reduction in both red light running (RLR) fatality rates and total fatality rates at signalized intersections. Because a previous IIHS study on RLCs was found to use flawed research methods, as well as to incorrectly report findings, the current IIHS RLC analysis is reviewed for adherence to scientific methods. Our review reveals the 2011 IIHS study is logically flawed and violates basic scientific research methods that are required for a study’s findings to be valid. It has neither internal nor external validity. More importantly, the IIHS did not fully explain the results of its analysis. Correctly interpreting its model’s results actually shows that cities using RLCs had an estimated higher rate of red light running fatalities, specifically 25%, than cities that did not use RLCs in the period “after” cameras were used. Further, the IIHS study was only able to make statements suggesting favorable results from the use ofRLCs due to the biased selection ofsampled cities. The red light running fatality rate as well as the total fatality rate at all signalized intersections in cities that used cameras was higher in both the “before” and “after” time periods, which affirms that superior interventions exist.     An Update on Red Light Camera Research: The Need for Federal Standards in the Interest of Public Safety

    Since publishing our critique of red light camera (RLC) studies in 2008, we have gained increased insights on the controversy over RLCs. Herein we provide additional information on RLCs, and use a question-and-answer format to address frequently asked questions. This update includes the rationale given for ignoring fatalities at RLC sites, the convergence in findings from the National Highway Traffic Safety Administration\u27s compendium of best RLC studies, common violations of research methods in RLC evaluations, the RLC cost-to-benefit implications for motorists, an explanation for the increase in rear-end crashes at RLC sites, and why RLCs may be ineffective in reducing red light running crashes. We conclude with a proposed solution: restoring and improving federal standards through the Manual on Uniform Traffic Control Devices to assure proper intersection engineering prior to consideration of RLCs (even though RLCs are not recognized as an established safety device)

    Personnel Organization in the School Shop

    The personnel organization in the school shop is a relatively new method of teaching. It is an effort on the part of the school shop to break away from the traditional, authoritarian type of shop procedure. This study was made to determine how widely this method of shop teaching is being used, and the approval given it by shop teachers. In initiating the study, a personal comparison was made of the old and new methods. The personnel organization was used for two years, then compared with twelve years of traditional teaching. A survey was made among Oklahoma shop teachers to determine their methods of teaching and their opinion of the personnel organization. Suggestions from various authorities were studied. Many of the values received from personnel organizations cannot be measured accurately, since they deal with attitudes and concepts of democracy. Practical experience is given in an organization approximating industrial organization. Distinct advantages of the organization are increased efficiency, safety-consciousness, better use of time, added teaching time for the instructor.Industrial Arts Educatio

    Wind measurements from an array of oceanographic moorings and from F/SMeteor during JASIN 1978

    During the Joint Air-Sea Interaction (JASIN) experiment conducted in the northern Rockall Trough in the summer of 1978, oceanographic moorings with surface buoys carrying wind recorders were deployed in an array designed to investigate the variability of the near-surface wind field at scales of from 2 to 200 km. The wind records together with observations taken on board the research vessels participating in JASIN have provided ground truth measurements for the sea surface wind velocity sensors on the Seasat satellite. During most of the experiment the wind field was characterized by spatial scales large in comparison with the separations between the buoys. On several occasions, spatial differences associated with cold fronts were identified, and it was possible to track the passage of the front through the array. However, quantitative analysis of the variability of the wind field was complicated both by a lack of data due to mechanical failures of some instruments and by significant differences in the performance of the diverse types of wind recorders. Reevaluation of the instruments used in JASIN and recent comparison of some of these instruments with more conventional sets of wind sensors confirm the possibility that there is significant error in the JASIN wind measurements made from the buoys. In particular, the vector-averaging wind recorder on W2, which was one of the few instruments to recover a full length record and which was chosen during a Seasat-JASIN workshop as the JASIN standard, had performance characteristics that were among the most difficult to explain
