Aspectos Críticos de la Invalidación Administrativa en la Ley 19.880: Análisis en la jurisprudencia de la Contraloría General de la República a 8 años de su vigencia

El presente artículo analiza aspectos de la invalidación administrativa que han suscitado discusión. En efecto, a 8 años de la entrada en vigencia de la Ley 19.880, la jurisprudencia de la Contraloría General de la República se ha manifestado a través de numerosos cuestionamientos respecto de aquella institución, los cuales dicen relación con diversos ámbitos de su aplicación, como la obligatoriedad de la audiencia previa, los casos en que la Contraloría General de la República dispone la necesidad u ordena, derechamente, invalidar un acto administrativo.Además, analiza aspectos como la invalidación de los actos administrativos que se producen dentro del contexto de procedimientos reglados, el plazo para invalidar, si cabe la preclusión en la invalidación, y la relación existente entre la invalidación y la nulidad de derecho público

Implementation of Active Methodologies in International Relations Through Cinema: Experience From Project-Based Learning in Graduate School

The article describes the results of the educational innovation project “Implementation of active methodologies in the Master’s Degree in International Journalism through cinema”,1 which aims to develop the transversal lines of the Master’s Degree in International Journalism based on the application of innovative tools in subjects of Module I and II, as well as to enhance sensitivity and awareness of Cultural Diversity and Human Rights. The methodology used is discussion through the Cinema-Forum format and pre- and post-forum questionnaires are used to evaluate the results. As a conclusion, it can be deduced that the film-forum is a tool that enables the development of transversal competencies based on the interaction process resulting from the activity as an effective complement to graduate courses in the discipline of International Relations

AI‑powered recommender systems and the preservation of personal autonomy

Recommender Systems (RecSys) have been around since the early days of the Internet, helping users navigate the vast ocean of information and the increasingly available options that have been available for us ever since. The range of tasks for which one could use a RecSys is expanding as the technical capabilities grow, with the disruption of Machine Learning representing a tipping point in this domain, as in many others. However, the increase of the technical capabilities of AI-powered RecSys did not come with a thorough consideration of their ethical implications and, despite being a well-established technical domain, the potential impacts of RecSys on their users are still under-assessed. This paper aims at filling this gap in regards to one of the main impacts of RecSys: personal autonomy. We first describe how technology can affect human values and a suitable methodology to identify these effects and mitigate potential harms: Value Sensitive Design (VSD). We use VSD to carry out a conceptual investigation of personal autonomy in the context of a generic RecSys and draw on a nuanced account of procedural autonomy to focus on two components: competence and authenticity. Talent management and organizational commitment: the partial mediating role of pay satisfaction

Purpose - the purpose of this study is to better understand the role of pay satisfaction and employee perception of talent management in business loyalty strategies, which implies considering both economic and non-economic variables in order to achieve organizational success. Design/methodology/approach - results from a survey of 198 workers were analysed using structural equation modelling (SEM) based on three constructs (confirmatory factor analysis, CFA). The scales used were: employee perception of talent management, pay satisfaction, and organizational commitment. Pay satisfaction acts as a mediating variable in the significant relationship between the perception of talent management and organizational commitment. Findings - the partial mediating model hypothesised was supported by the SEM model, indicating that loyalty strategies require both good talent management and a good compensation system. Research limitations/implications - the article promotes the use of mediating variables as an explanation to better understand the strategies of loyalty in the management of talent, framed within the model of the resource-based view (RBV) theory. Practical implications - the implications are important for practitioners, who normally put every effort into strategies related to economic reinforcement, since the model suggests that they should also strive to correctly apply talent management. Social implications - the study suggests the need to understand better retributive systems with an application of talent management based on improvement and professional development. Originality/value - the originality lies in the article stating that the application of good talent management must be complemented with adequate compensation systems in order to achieve efficient retention strategies for talented employees

Que joden los de la “U”. Lema: Quevedo era un gran jodeón.

Cuando gozamos bien la juventud, ésta es eterna. Es la mera verdad, los que hemos pasado por la Universidad, más si hemos trabajado en ella, conservamos la juventud quizás por el continuo contacto con los jóvenes. La “U” tiene varias generaciones importantes, yo conozco tres, la de la preguerra, la de la guerra y la de la postguerra o posterior a los acuerdos de paz. La generación que precedió a la guerra civil, es la de Roque Dalton García, yo entonces estudiaba secundaria. Fue la época clásica o de oro de la “U”, la de los desfiles bufos, el periódico Opinión Estudiantil, de alta crítica política, de la Jodarria, publicación estudiantil que con humor guanaco, a veces un poco subido de tono, con palabrotas, en fin con muchas ganas de joder gente, amolar, fregar, jorobar lapaciencia, arremetía contra medio mundo. La primera versión la hice imitando el tono y el estilo de “La Jodarria”, en la que metió mano el propio Roque, metió mano en la redacción de la  Jodarria, no en mi relato, valga la aclaración. En fin para respetar el original de esta creación de una época cuando todavía estaba buen mozo, ahí les va. Avisa, lleva sangre

Qatar's tourism and hospitality research

RESUMEN: Este proyecto que se va a exponer a continuación estudiará el país de Qatar, su turismo, sus tipos de turistas y se centrara en el análisis de su oferta hotelera. Comenzaremos con una explicación general sobre el país con información sobre la geografía, historia, idioma, economía, etc. Toda esta información podrá acercarnos más a la realidad del país y aumentar nuestro conocimiento sobre el mismo. Se tratará la evolución y los diferentes tipos de turismo que podemos encontrar en Qatar. A través de un estudio de campo mediante encuestas determinaremos los diferentes tipos de perfiles de turistas que visitan Qatar. El proyecto concluirá analizando la oferta hotelera que hay en el país, su evolución y su futura proyección.ABSTRACT: This research will allow us to study Qatar in another perspective rather than the main idea that we may have; it is focusing on the hospitality offer and the tourism segmentation in the country. Let’s begin with an explanation of the main topics of Qatar such as the geography, history, language, economy... etc. This information will give us the opportunity to have a better look of a real Qatar which will improve our knowledge about the richest country in the world. It is all about country development and the type of tourism of Qatar throughout an specific questionnaire system will be the topic of this research which will give us a clear picture of all those who visit the country.
