    Expanding the Classroom: Investigating Local Government Practitioners’ Use of Academic Resources

    Drawing on Boyer’s scholarship of teaching, we propose that public affairs education could be conceptualized as not just including the education of current students but also the education of public affairs practitioners throughout their careers. To explore knowledge diffusion from academics to public affairs practitioners, we conducted 40 phone interviews with county human resources (HR) directors in New York and North Carolina and examined the extent to which this population directly used academic resources. There was moderate use of academic resources from higher education institutions across the sample, with many North Carolina HR directors consulting publications and personnel from one university that has tailored services for local government officials in that state. Several HR directors currently not using academic resources indicated they were willing to use them. At the same time, many respondents were unsure what academic resources were available or when they would be helpful

    Educational Pandemic Impacts in Applied Behavior Analysis (ABA) Classrooms: Qualitative Outcomes from Board Certified Behavior Analyst (BCBA) and Registered Behavior Technicians (RBT) Perspectives

    The current COVID-19 pandemic has led to unprecedented changes in how Applied Behavior Analysis (ABA) services are provided to students/clients with autism spectrum disorders (ASD), and scant literature is available from which to determine the best course of action for providing safe services during a pandemic. The research question for this study is: What is the essence of experiences of parents, teachers, and Board-Certified Behavior Analysts of students with ASD who are now receiving ABA services remotely due to the COVID-19 pandemic school closures? Generic qualitative design was used to analyze the responses of nine participants who are either Board Certified Behavior Analysts (BCBAs) or Registered Behavior Technicians (RBTs). Findings indicate that service providers are concerned about the effectiveness of telehealth services, do not believe that safety is always a priority for in person services, and that students/clients are struggling to find success amid the near-constant changes in service delivery brought about by the pandemic. Findings indicate that BCBAs and RBTs working with students with ASD are concerned about the negative outcomes for students in relation to changes in service delivery, are not comfortable with the level of risk to their own health and safety in order to provide services, and that telehealth options for ABA services have pros and cons that are difficult to weigh when determining how best to provide services during a pandemic

    The Development of County HR Policies: The Perspectives of Counties in Two States

    We conducted 40 semi-structured interviews with county HR directors (20 in New York, 20 in North Carolina) to learn more about the development of internal HR policies. Key resources used by directors in both states include other jurisdictions, colleagues in other county departments, state and federal agencies, laws and statutes, professional associations, and information gathered from general internet searches. More than half of the HR directors reported using internal working groups, and almost two-thirds indicated that they systematically reviewed the implications of policies for specific departments. Yet, only a handful of HR directors reported utilizing other promising practices such as engaging rank-and-file employees in the policy process, reviewing a new or revised policy’s consistency with existing policy, and using evidence-based decision-making to develop policies. While there was little difference by state, our findings indicate the characteristics of HR directors can shape how a jurisdiction approaches policymaking

    Improving The Catalytic Activity Of Semiconductor Nanocrystals Through Selective Domain Etching

    Colloidal chemistry offers an assortment of synthetic tools for tuning the shape of semiconductor nanocrystals. While many nanocrystal architectures can be obtained directly via colloidal growth, other nanoparticle morphologies require alternative processing strategies. Here, we show that chemical etching of colloidal nanoparticles can facilitate the realization of nanocrystal shapes that are topologically inaccessible by hot-injection techniques alone. The present methodology is demonstrated by synthesizing a two-component CdSe/CdS nanoparticle dimer, constructed in a way that both CdSe and CdS semiconductor domains are exposed to the external environment. This structural morphology is highly desirable for catalytic applications as it enables both reductive and oxidative reactions to occur simultaneously on dissimilar nanoparticle surfaces. Hydrogen production tests confirmed the improved catalytic activity of CdSe/CdS dimers, which was enhanced 3-4 times upon etching treatment. We expect that the demonstrated application of etching to shaping of colloidal heteronanocrystals can become a common methodology in the synthesis of charge-separating nanocrystals, leading to advanced nanoparticles architectures for applications in areas of photocatalysis, photovoltaics, and light detection

    Photocatalytic Activity Of Core/shell Semiconductor Nanocrystals Featuring Spatial Separation Of Charges

    The present study investigates the photocatalytic activity of ZnSe/CdS core/shell semiconductor nanocrystals. These nanoparticles exhibit a spatial separation of photoinduced charges between the core and the shell domains, which makes them potentially viable for photocatalytic applications. Unfortunately, one of the excited charges remains inside the core semiconductor and thus cannot efficiently react with the external environment. Here, we explore this issue by investigating the mechanisms of hole extraction from the ZnSe core to the surface of the CdS shell. In particular, the effect of shell thickness in ZnSe/CdS core/shell nanocrystals on the ability of core-localized charges to perform oxidative reactions was determined. By using a combination of time-resolved spectroscopy and electrochemical techniques, we demonstrate that the use of hole-scavenging surfactants facilitates an efficient transfer of core-localized holes to the surface even in the case of shells exceeding 7 nm in thickness. These measurements further demonstrate that photoinduced holes can be extracted from the core faster than they recombine with shell-localized electrons, indicating that most of the absorbed energy in ZnSe/CdS nanocrystals can be used to drive catalytic reactions

    Thoracic Operations for Pulmonary Nodules Are Frequently Not Futile in Patients with Benign Disease

    IntroductionPulmonary nodules often require operative resection to obtain a diagnosis. However, 10 to 30% of operations result in a benign diagnosis. Our purpose was to determine whether negative thoracic operations are futile by describing the pathological diagnoses; determining new diagnoses and treatment changes initiated based on operative findings; and assessing morbidity, mortality, and cost of the procedure.MethodsAt our academic medical center, 278 thoracic operations were performed for known or suspected cancer between January 1, 2005, and April 1, 2009. We collected and summarized data pertaining to preoperative patient and nodule characteristics, pathologic diagnosis, postoperative treatment changes resulting from surgical resection, perioperative morbidity and mortality, and hospital charges for patients with benign pathology.ResultsTwenty-three percent (65/278) of patients who underwent surgical resection for a suspicious nodule had benign pathology. We report granulomatous disease in 57%, benign tumors in 15%, fibrosis in 12%, and autoimmune and vascular diseases in 9%. Definitive diagnosis or treatment changes occurred in 85% of cases. Surgical intervention led to a new diagnosis in 69%, treatment course changes in 68% of benign cases, medication changes in 38%, new consultation in 31%, definitive treatment in 9%, and underlying disease management in 34%. There was no intraoperative, in-hospital, or 30-day mortality. Postoperative in-hospital events occurred in seven patients. The mean total cost was 25,515withameancostperdayof25,515 with a mean cost per day of 7618.ConclusionsPatients with a benign diagnosis after surgical resection for a pulmonary nodule received a new diagnosis or had a treatment course change in 85% of the cases

    Identification of Metabolites of Trenbolone Acetate in Androgenic Runoff from a Beef Feedlot

    Little is known concerning the potential ecological effects of hormonally active substances associated with discharges from animal feeding operations. Trenbolone acetate is a synthetic anabolic steroid that is widely used in the United States to promote growth of beef cattle. Metabolites of trenbolone acetate include the stereoisomers 17α- and 17β-trenbolone, both of which are stable in animal wastes and are relatively potent androgens in fish and mammals. Our purpose in this study was to evaluate the occurrence of 17α- and 17β-trenbolone in a beef cattle feedlot discharge and in river water upstream and downstream from the discharge. In conjunction with that effort, we measured in vitro androgenic activity of the discharge using CV-1 cells that had been transiently cotransfected with human androgen receptor and reporter gene constructs. Samples were collected on nine different occasions during 2002 and 2003. Whole-water samples from the discharge caused a significant androgenic response in the CV-1 cells and contained detectable concentrations of 17α- and 17β-trenbolone. Further work is needed to ascertain the degree to which synthetic androgens such as trenbolone contribute to androgenic activity of feedlot discharges

    Endocrine-disrupting effects of cattle feedlot effluent on an aquatic sentinel species, the fathead minnow.

    Over the last decade, research has examined the endocrine-disrupting action of various environmental pollutants, including hormones, pharmaceuticals, and surfactants, in sewage treatment plant effluent. Responding to the growth of concentrated animal feeding operations (CAFOs) and the pollutants present in their wastewater (e.g., nutrients, pharmaceuticals, and hormones), the U.S. Environmental Protection Agency developed a new rule that tightens the regulation of CAFOs. In this study, we collected wild fathead minnows (Pimephales promelas) exposed to feedlot effluent (FLE) and observed significant alterations in their reproductive biology. Male fish were demasculinized (having lower testicular testosterone synthesis, altered head morphometrics, and smaller testis size). Defeminization of females, as evidenced by a decreased estrogen:androgen ratio of in vitro steroid hormone synthesis, was also documented. We did not observe characteristics in either male or female fish indicative of exposure to environmental estrogens. Using cells transfected with the human androgen receptor, we detected potent androgenic responses from the FLE. Taken together, our morphologic, endocrinologic, and in vitro gene activation assay data suggest two hypotheses: a) there are potent androgenic substance(s) in the FLE, and/or b) there is a complex mixture of androgenic and estrogenic substances that alter the hypothalamic-pituitary-gonadal axis, inhibiting the release of gonadotropin-releasing hormone or gonadotropins. This is the first study demonstrating that the endocrine and reproductive systems of wild fish can be adversely affected by FLE. Future studies are needed to further investigate the effects of agricultural runoff and to identify the biologically active agents, whether natural or pharmaceutical in origin

    The Effect Of The Charge-separating Interface On Exciton Dynamics In Photocatalytic Colloidal Heteronanocrystals

    Ultrafast transient absorption spectroscopy was used to investigate the nature of photoinduced charge transfer processes taking place in ZnSe/CdS/Pt colloidal heteronanocrystals. These nanoparticles consist of a dot-in-a-rod semiconductor domain (ZnSe/CdS) coupled to a Pt tip. Together the three components are designed to dissociate an electron-hole pair by pinning the hole in the ZnSe domain while allowing the electron to transfer into the Pt tip. Separated charges can then induce a catalytic reaction, such as the light-driven hydrogen production. Present measurements demonstrate that the internal electron-hole separation is fast and results in the localization of both charges in nonadjacent parts of the nanoparticle. In particular, we show that photoinduced holes become confined within the ZnSe domain in less than 2 ps, while electrons take approximately 15 ps to transition into a Pt tip. More importantly, we demonstrate that the presence of the ZnSe dot within the CdS nanorods plays a key role both in enabling photoinduced separation of charges and in suppressing their backward recombination. The implications of the observed exciton dynamics to photocatalytic function of ZnSe/CdS/Pt heteronanocrystals are discussed

    Anti-androgens act jointly in suppressing spiggin concentrations in androgen-primed female three-spined sticklebacks - Prediction of combined effects by concentration addition

The co-occurrence of multiple contaminants with anti-androgenic activity highlights a need for the predictive assessment of combined effects, but information about anti-androgen mixture effects on wildlife is lacking. This study evaluated the suitability of the androgenised female stickleback screen (AFSS), in which inhibition of androgen-induced spiggin production provides a quantitative assessment of anti-androgenic activity, for predicting the effect of a four component mixture of anti-androgens. The anti-androgenic activity of four known anti-androgens (vinclozolin, fenitrothion, flutamide, linuron) was evaluated from individual concentration-response data and used to design a mixture containing each chemical at equipotent concentrations. Across a 100-fold concentration range, a concentration addition approach was used to predict the response of fish to the mixture. Two studies were conducted independently at each of two laboratories. By using a novel method to adjust for differences between nominal and measured concentrations, good agreement was obtained between the actual outcome of the mixture exposure and the predicted outcome. This demonstrated for the first time that androgen receptor antagonists act in concert in an additive fashion in fish and that existing mixture methodology is effective in predicting the outcome, based on concentration-response data for individual chemicals. The sensitivity range of the AFSS assay lies within the range of anti-androgenicity reported in rivers across many locations internationally. The approach taken in our study lays the foundations for understanding how androgen receptor antagonists work together in fish and is essential in informing risk assessment methods for complex anti-androgenic mixtures in the aquatic environment.European Commission and Natural Environment Research Council
