Aspects of measuring the impact of new innovations in Finnish libraries

Purpose The purpose of this paper is to examine aspects of measuring the impact of new innovations in Finnish libraries. Design/methodology/approach Along with the change of paradigm of libraries' ways of action toward more networked and with the developing of new innovative services, new evaluation methods and indicators will be needed to show the value and impact of the operation of these services. Findings To measure the impact of services produced by the networking of several organizations and the added value perceived by the patrons, new methods of impact assessment are needed, as well as change in the way of thinking. Originality/value In the libraries, there is only a little if at all discussion about the need and means of showing the results, impact and value of the library services to their clientele, their frame organizations or the society. This is the first article to examine aspects of measuring the impact of new innovations in Finnish libraries.Peer reviewe

Asukkaiden yhteistilat ja kolmannet paikat

Asukkaiden yhteistilat ja kolmannet paikat on selvitys, joka käsittelee yksittäisen kerros- tai rivitalon, asuinkorttelin tai asuinalueen asukkaiden käytössä olevia tiloja. Erityisesti keskitytään kerrostaloihin, ja pääpaino on uudisrakentamisessa. Selvityksen lähtökohtana on Helsingin kaupungin tarve kartoittaa yhteistilojen rakentamisen tähänastisia kokemuksia ja samalla arvioida, miten yhteistiloja koskevaa ohjeistusta tulisi kehittää. Yksittäisessä rakennushankkeessa tärkeitä kysymyksiä ovat yhteistilojen laajuus ja tilaohjelma sekä tilojen tarkoituksenmukainen sijoittelu. Käytön kannalta tärkeitä ovat tilojen omistus, talous, hallintamuodot ja käyttösäännöt, mutta niillekin luodaan perusta jo rakennusvaiheessa. Selvityksessä on analysoitu toteutettuja kohteita ja näin pyritty tunnistamaan toimivia ratkaisuja ja kehittämistä vaativia kysymyksiä. Selvitys käsittelee aluksi yhteistilakäsitteen sisältöä ja tyypittelyä, tutkimuskysymyksiä ja tutkimusaineistoa. Suuri osa aineistosta muodostuu Helsingin kaupungin asuntotuotantotoimisto ATT:n asuinkerros- ja rivitalokohteista, jotka ovat valmistuneet vuoden 1999 jälkeen. Lisäksi mukaan otettiin muiden rakennuttajien kohteita ja myös muutamia alueellisia asukastaloja. Rakennusten yhteistiloja tarkasteltiin muun muassa pohjapiirrosten avulla. Tehtiin myös suppea asukaskysely ja hyödynnettiin ATT:n aiemmin keräämää aineistoa. Selvityksen osana järjestettiin toukokuussa 2014 seminaari, jonka pohjalta työtä vielä täydennettiin. Aineiston perusteella tärkeiksi tulivat erityisesti tilojen ohjeistusta ja mitoitusta, käyttökokemuksia ja hallinnan periaatteita koskevat seikat. Lisäksi on kuvattu muutamia yksittäisiä kiinnostavia ratkaisuperiaatteita

The Difficulty of Indicating Transformation: The Challenge for Library Statistics and Surveys

Academic libraries have long refined the tools and skills in order to show their positive impact to research, to science and to the overall society. The aim is to provide essential information for library managers and decision makers. However, the qualitative and quantitative analyses showing libraries’ impact should also provide indications about change, i.e. the transformation of such social practices that challenge the essence of libraries. This paper presents two sources of information for analysing libraries’ impact on the national level. The first is the Finnish Research Library Statistics Database and the second is the National Library End-User Survey of Finnish Libraries. The Database includes the annual statistics of all Finnish higher education institution libraries and also several special libraries. The End-User Survey is an online questionnaire aimed at the customers of all library sectors. These sources of information have been collected for several years and they can therefore reveal changes in time. They have been adjusted to the changing information needs and the transforming functions of libraries. Still, the society seems to transfer faster than these mechanisms can capture. This paper discusses reasons why the transformation of social practices may be out of the reach of traditional information sources for analysing libraries’ impact. There are methodological issues to be considered. Furthermore, the paper examines the newly-published ISO 16439 standard on impact evaluation. The aim is to discuss how the standard comports with the recent practices of national-level data collection. The paper ends with discussion on complementary information sources which can be useful in tracing societal transformation

Library Performance Index (ILP) : Multi-Factor Library Performance Evaluation

The Library Performance Index (ILP) is a composite index combining several indicators (sub-indices) derived from complementary views on library services and processes. At the ILP level, the composite index approach enables us to evaluate a complex phenomenon by grouping relevant factors, computing sub-indices of the groups, and computing a weighted sum of those with coefficients assigned by experts. We also apply the composite index approach at the group level, combining the values of the factors within a given group. Such factors can be statistics (e.g., the number of loans), opinions of library professionals (e.g., weighting the attributes of the sub-indices) and opinions of library customers (e.g., results from user surveys). By capturing multiple ‘dimensions’ of library performance, the ILP can be a valuable and effective tool. We illustrate the approach by dividing a number of library performance-related factors into four groups and computing their respective sub-indices: User Experience Index (IUX), Core Processes Index (ICP), Input Index (IIP), Use of Services Index (IUS). Each sub-index was discussed and defined in a dedicated workshop with library directors, developers, and finally the sub-indices were combined to the ILP. While opinions may vary on the contribution of specific factors to the overall library performance evaluation, our primary goal was to demonstrate the flexibility of the composite index-based approach.Peer reviewe
