Bezpieczeństwo: wymiar współczesny i perspektywy badań
Praca recenzowana / peer-reviewed paperPrezentowane wydawnictwo stanowi efekt obrad międzynarodowej konferencji naukowej
Genetic Differentiation of the Western Capercaillie Highlights the Importance of South-Eastern Europe for Understanding the Species Phylogeography
The Western Capercaillie (Tetrao urogallus L.) is a grouse species of open boreal or high altitude forests of Eurasia. It is endangered throughout most mountain range habitat areas in Europe. Two major genetically identifiable lineages of Western Capercaillie have been described to date: the southern lineage at the species' southernmost range of distribution in Europe, and the boreal lineage. We address the question of genetic differentiation of capercaillie populations from the Rhodope and Rila Mountains in Bulgaria, across the Dinaric Mountains to the Slovenian Alps. The two lineages' contact zone and resulting conservation strategies in this so-far understudied area of distribution have not been previously determined. The results of analysis of mitochondrial DNA control region sequences of 319 samples from the studied populations show that Alpine populations were composed exclusively of boreal lineage; Dinaric populations of both, but predominantly (96%) of boreal lineage; and Rhodope-Rila populations predominantly (>90%) of southern lineage individuals. The Bulgarian mountains were identified as the core area of the southern lineage, and the Dinaric Mountains as the western contact zone between both lineages in the Balkans. Bulgarian populations appeared genetically distinct from Alpine and Dinaric populations and exhibited characteristics of a long-term stationary population, suggesting that they should be considered as a glacial relict and probably a distinct subspecies. Although all of the studied populations suffered a decline in the past, the significantly lower level of genetic diversity when compared with the neighbouring Alpine and Bulgarian populations suggests that the isolated Dinaric capercaillie is particularly vulnerable to continuing population decline. The results are discussed in the context of conservation of the species in the Balkans, its principal threats and legal protection status. Potential conservation strategies should consider the existence of the two lineages and their vulnerable Dinaric contact zone and support the specificities of the populations
Administracja, zarządzanie i handel zagraniczny w warunkach integracji.
W najszerszym wymiarze
pojęcie „bezpieczeństwo” sprowadzić można do słów: stan niezagrożenia,
Inaczej postrzegają i interpretują bezpieczeństwo politycy, prawnicy,
ekonomiści, wojskowi, policjanci, lekarze, pedagodzy, a inaczej
zwyczajni ludzie.
jakichkolwiek zagrożeń, pociągający za sobą poczucie spokoju i komfortu;
2) niczym niezakłócone współistnienie człowieka z innymi ludźmi
i środowiskiem przyrodniczym;
3) stan bez lęku i niepokoju o siebie i innych, pewność jutra;
4) brak zagrożenia utraty zdrowia, mienia i życia, komfort psychiczny
umożliwiający realizację życiowych marzeń i celów;
Zarządzanie i handel zagraniczny w małych i średnich przedsiębiorstwach w warunkach integracji europejskiej: materiały z konferencji
Z przedmowy: "Integracja europejska to proces łączenia, scalania się
odrębnych ekonomicznie, społecznie, kulturowo gospodarek
europejskich krajów. Proces integracji prowadzi do istotnych
przekształceń w sferze gospodarki, strategiach organizacji
i funkcjonowania przedsiębiorstw, handlu międzynarodowym,
działalności marketingowej, strukturach organizacyjnych
i mechanizmach ekonomicznych przedsiębiorstw i instytucji
działających w krajach integrujących się. Proces integracji to
w praktyce proces dostosowywania się struktur gospodarczych;
tworzenia związków kooperacyjno-produkcyjnych; powstawania
trwałych więzi ekonomicznych między przedsiębiorstwami
integrujących się krajów a więc proces kształtowania jednolitego
obszaru gospodarczego z odrębnych a często także wzajemnie
konkurencyjnych krajów, gospodarek, regionów, gałęzi, branż.
Proces międzynarodowej integracji gospodarczej to w dużej
mierze proces tworzenia komplementamości przedsiębiorstw
i instytucji, komplementamości międzygałęziowej i wewnątrz
gałęziowej, w produkcji i wymianie jak też kształtowanie
niezbędnej infrastruktury technicznej i ekonomicznej
umożliwiającej tworzenie sytemu trwałych powiązań
gospodarczych między poszczególnymi krajami."(...
About Security in Contemporary World
The task to ensure security in contemporary world is a complicated political, scientific-technological and socio-economic problem. As the security itself is complicated, multifactor and hierarchized phenomen also its investigation has to be of an interdisciplinary character. The character of security environment, the character of security risks and threats and also the character of tools for their elimination are essentially changing. The basis to security of social subject consisted in arrangement of the conditions for their existence, to surviving in the present time and advancement into the future. Assurance of this condition means it provided ability to the social subjects to eliminated threats that are defined. In situations of asymmetrical security, the threats are not always clearly defined. They often consist of their own structure systems, in relationships and status the subjects of internationals relations. Asymmetrical of security, by our opinion, presents a discrepancy, unbalance, non-parity between subjects of the international security environment. The unbalance, discrepancy, non-parity has political, military, economic, law, social and societal dimensions
New approaches to the analysis of the security environment and their importance for security management
Examination of security environment in many security papers and studies is focused primarily on analysis of external security environment of different countries. Analyzing the current security problems led us to the realization that the security environment is characterized by a systemic arrangement in which there are systems of lower and higher order. We want to demonstrate that to ensure safety of the reference object at a lower level (e.g., small social groups, individuals) it is important to evaluate the security environment of the lower order (i.e., at sub-regional, local and sub-local level). Defining and analyzing security environment at lower levels is a prerequisite for creating effective situational prevention strategies and for improving personal safety of citizens and their property
