    The reform of mechanisms for foreign exchange allocation : theory and lessons from sub-Saharan Africa

    Administrative exchange allocation has been common in developing countries, especially in sub-Saharan Africa. Steps to dismantle or modify these control mechanisms have been carried out through traditional schemes. The authors draw lessons from sub-Saharan Africa's historical experience useful both to African former socialist economies. Exchange regime reform should be given highest priority for its role in reducing anti-export bias. Although many sub-Saharan countries have attempted to reform their allocation mechanisms, only a few have made the transition to market allocation (virtually convertible currency, at least on the current account.) Failure to do so is the major shortcoming of most adjustment packages. Both gradual and rapid approaches have succeeded. On purely economic grounds (given the problems of such intermediate steps as auctions), speed is preferable but it is not always politically or institutionally feasible. The transition must be accompanied by a coherent set of fiscal and monetary policies and a willingness to allow the exchange rate to seek a true market-clearing level. Some lessons regarding the specific mechanisms, discussed in approximate order of their proximity to convertibility, are as follows. The most rudimentary transition mechanism is the own-funds scheme, which is no more than a beginning of reform. Own-funds schemes should be accompanied by liberalization of the rules governing exports, or illegal exports and the black market premium may increase. Export retention schemes can minimize the adverse effects on exporters of foreign exchange shortages, reduce the implicit export tax, and fund a legal private exchange market. But the retained funds must be saleable, the retention rates substantial, and traditional exports must be included to adequately fund the legal private exchange market. Open general licensing (OGL) and similar schemes can be a useful intermediate step in liberalizing import and exchange allocation regimes. But in practice the benefits are limited by two features. First, consumer goods competing with local production, whose imports were restricted the most, have usually been excluded, at least initially. Moreover, OGL has no endogenous price-setting mechanism for the exchange rate. The OGL rate should generally be connected to, but lower than, the parallel rate. An auction incorporates a pricing mechanism, which is an important advantage. But the pricing mechanism must be allowed to work, which has not always been the case. Auction rules should be clear (should not allow discretionary disqualification of bids, for example), should minimize participation costs, and allow wide participation. Marginal, rather than the more common Dutch, pricing system is preferred. The use of a reservation price may reduce volatility but may also impede the full disbursement of funds. The shortcomings of transitional schemes to dismantle or modify foreign exchange controls become more important the longer they are in place.     A molecular dynamics study of plasticiser migration in nitrocellulose binders

    The migration of the energetic plasticisers 1-nitramino-2,3-dinitroxypropane; 2,4-dinitroethylbenzene; and 2,4,6-trinitroethylbenzene in two nitrocellulose binder mixtures has been investigated by the calculation of diffusion coefficients and activation energies of diffusion from molecular dynamics simulations. The study included parameterisation of force fields for nitrocellulose; 1-nitramino-2,3-dinitroxypropane; the stabilizer ethyl centralite; and the overall nitrocellulose binder mixtures. Simulated densities obtained were in very good agreement with experimental densities. The diffusion coefficients compare favourably with experimental values available for similar systems, when differences such as the proportions of plasticisers are taken into consideration. Examination of the plasticiser diffusion rates suggests that 1-nitramino-2,3-dinitroxypropane migrates more slowly from a nitrocellulose binder than 2,4-dinitroethylbenzene for the nitrocellulose and plasticiser proportions used in this study.     Modelling water diffusion in plasticizers: development and optimization of a force field for 2,4-dinitroethylbenzene and 2,4,6-trinitroethylbenzene

    A classical all-atom force field has been developed for 2,4,6-trinitroethylbenzene and 2,4-dinitroethylbenzene and applied in molecular dynamics simulations of the two pure and two mixed plasticizer systems. Bonding parameters and partial charges were derived through electronic and geometry optimization of the single molecules. The other required parameters were derived from values already available in the literature for generic nitro aromatic compounds, which were adjusted to reproduce to a high level of accuracy the densities of 2,4-dinitroethylbenzene, 2,4,6-trinitroethylbenzene and the energetic plasticizers K10 and R8002. This force field has been applied to both K10 and R8002, which when used as plasticizers form an energetic binder with nitrocellulose. Nitrocellulose decomposes in storage, under varying conditions, but in particular where it may become increasingly dry. Following the derivation of the force field, we have therefore applied it to calculate water diffusion coefficients for each of the different materials at 298 K and 338 K, thereby providing a starting point for understanding water behaviour in a nitrocellulose binder

    Dimers and the Critical Ising Model on Lattices of genus>1

    We study the partition function of both Close-Packed Dimers and the Critical Ising Model on a square lattice embedded on a genus two surface. Using numerical and analytical methods we show that the determinants of the Kasteleyn adjacency matrices have a dependence on the boundary conditions that, for large lattice size, can be expressed in terms of genus two theta functions. The period matrix characterizing the continuum limit of the lattice is computed using a discrete holomorphic structure. These results relate in a direct way the lattice combinatorics with conformal field theory, providing new insight to the lattice regularization of conformal field theories on higher genus Riemann Surfaces.Comment: 44 pages, eps figures included; typos corrected, figure and comments added to section

    Improving the antiprotozoal effect of saponins in the rumen by combination with glycosidase inhibiting inimosugars or by modification of their chemical structure

    The antiprotozoal effect of saponins is transitory, as when saponins are deglycosylated to sapogenins by rumen microorganisms they become inactive. We hypothesised that the combination of saponins with glycosidase-inhibiting iminosugars might potentially increase the effectiveness of saponins over time by preventing their deglycosylation in the rumen. Alternatively, modifying the structure of the saponins by substituting the sugar moiety with other small polar residues might maintain their activity as the sugar substitute would not be enzymatically cleaved. The aim of this in vitro study was to evaluate the acute antiprotozoal effect and the stability of this effect over a 24 h incubation period using ivy saponins, a stevia extract rich in iminosugars, ivy saponins with stevia extract, and a chemically modified ivy saponin, hederagenin bis-succinate (HBS). The effects on fermentation parameters and rumen bacterial communities were also studied. Ivy saponins with stevia and HBS had a greater antiprotozoal effect than ivy saponins, and this effect was maintained after 24 h of incubation (P<0.001). The combination of ivy and stevia extracts was more effective in shifting the fermentation pattern towards higher propionate (+39%) and lower butyrate (-32%) and lower ammonia concentration (-64%) than the extracts incubated separately. HBS caused a decrease in butyrate (-45%) and an increase in propionate (+43%) molar proportions. However, the decrease in ammonia concentration (-42%) observed in the presence of HBS was less than that caused by ivy saponins, either alone or with stevia. Whereas HBS and stevia impacted on bacterial population in terms of community structure, only HBS had an effect in terms of biodiversity (P<0.05). It was concluded that ivy saponins with stevia and the modified saponin HBS had a strong antiprotozoal effect, although they differed in their effects on fermentation parameters and bacteria communities.     We consider the mixed boundary value problem or Zaremba's problem for the Laplacian in a bounded Lipschitz domain in R^n. We specify Dirichlet data on part of the boundary and Neumann data on the remainder of the boundary. We assume that the boundary between the sets where we specify Dirichlet and Neumann data is a Lipschitz surface. We require that the Neumann data is in L^p and the Dirichlet data is in the Sobolev space of functions having one derivative in L^p for some p near 1. Under these conditions, there is a unique solution to the mixed problem with the non-tangential maximal function of the gradient of the solution in L^p of the boundary.     A new family of giardial cysteine-rich non-VSP protein genes and a novel cyst protein

The definitive version was published in PLoS ONE 1 (2006): e44, doi:10.1371/journal.pone.0000044.Since the Giardia lamblia cyst wall is necessary for survival in the environment and host infection, we tested the hypothesis that it contains proteins other than the three known cyst wall proteins. Serial analysis of gene expression during growth and encystation revealed a gene, “HCNCp” (High Cysteine Non-variant Cyst protein), that was upregulated late in encystation, and that resembled the classic Giardia variable surface proteins (VSPs) that cover the trophozoite plasmalemma. HCNCp is 13.9% cysteine, with many “CxxC” tetrapeptide motifs and a transmembrane sequence near the C-terminus. However, HCNCp has multiple “CxC” motifs rarely found in VSPs, and does not localize to the trophozoite plasmalemma. Moreover, the HCNCp C-terminus differed from the canonical VSP signature. Full-length epitope-tagged HCNCp expressed under its own promoter was upregulated during encystation with highest expression in cysts, including 42 and 21 kDa C-terminal fragments. Tagged HCNCp targeted to the nuclear envelope in trophozoites, and co-localized with cyst proteins to encystation-specific secretory vesicles during encystation. HCNCp defined a novel trafficking pathway as it localized to the wall and body of cysts, while the cyst proteins were exclusively in the wall. Unlike VSPs, HCNCp is expressed in at least five giardial strains and four WB subclones expressing different VSPs. Bioinformatics identified 60 additional large high cysteine membrane proteins (HCMp) containing ≥20 CxxC/CxC's lacking the VSP-specific C-terminal CRGKA. HCMp were absent or rare in other model or parasite genomes, except for Tetrahymena thermophila with 30. MEME analysis classified the 61 gHCMp genes into nine groups with similar internal motifs. Our data suggest that HCNCp is a novel invariant cyst protein belonging to a new HCMp family that is abundant in the Giardia genome. HCNCp and the other HCMp provide a rich source for developing parasite-specific diagnostic reagents, vaccine candidates, and subjects for further research into Giardia biology
