    All Means All … Maybe: MTSS Policy and Practice Across States in the United States

    Across the United States, State Education Agencies (SEAs) are using tiered strategies, such as Multi-Tiered System of Supports (MTSS) frameworks, to ensure that all students, including diverse learners, receive equal, high-quality education. However, little is known about the extent to which SEAs are encouraging use of MTSS to address the needs of students with moderate-to-severe cognitive disabilities. The present study aimed to examine how SEAs conceptualize and support the implementation of MTSS as an approach to inclusionary education. Data were collected through interviews with key informants in SEAs across 19 states. Members of the research team identified and coded portions of interview transcripts that related to legal requirements for MTSS at the state level, local control as an enabler of or impediment to states’ MTSS work, and levels of inclusiveness in MTSS provisions. Three criteria emerged as important to MTSS inclusiveness: (1) inclusiveness in the espoused MTSS scope; (2) extensiveness of inclusive MTSS practices; and (3) specific application of MTSS to students with significant cognitive disabilities. Analyses showed variability across states regarding their commitment to an MTSS approach across the three domains of inclusiveness. Findings showed the value of developing and disseminating MTSS models offering tiered support for all students and the need for SEA offices to engage in collaborative efforts to support the implementation of inclusive MTSS models. The study also raised questions about the role of rhetoric (i.e., All means all ) in promoting or hindering increased inclusiveness in MTSS implementation

    The role of education support professionals in supporting the whole child: a capabilities approach

    In this dissertation I set out to apply Martha Nussbaum’s Capabilities Approach to an exploration of the work of Education Support Professionals (ESPs) in the United States. ESPs are the non-teaching/non-administrative staff in schools. They are the clerical staff, the custodians, the food service staff, the health aides, the paraeducators, the security staff, the skilled trades such as plumbers, the technical services staff, and the transportation staff such as bus drivers. In the United States ESPs make up as much as a third of the adults working in a school district. Yet, they are often absent in the research and policy discourses. To consider their work, I used three major components. The first was Nussbaum’s Capabilities Approach. The second was the idea of a holistic approach to children, often referred to as the whole child, and, in the U.S. policy framework, the Whole Child Approach. The third component was the consideration of the voices and views of Education Support Professionals. Nussbaum’s Capabilities Approach is a normative framework that asks about the real opportunities people have to do and be. Framed around ten Central Capabilities, I believe it is a useful tool for considering what policies, programs, and practices should be in place in our schools and for examining the ones that are in place. The Whole Child Approach is a voluntary policy framework that is rooted in a holistic view of what children need to thrive. Derived from the work of Nel Noddings on the Ethics of Care, it has served as a reference point for educators, families, and policymakers seeking an alternative to a high-stakes, test-based accountability system. The idea of ESPs as a group worth considering is borrowed from the National Education Association (NEA), the largest educator organization in the U.S. I share the NEA’s view that the nine disparate job categories of ESPs share common responsibilities for students that transcend their job descriptions. Because ESPs have been largely ignored in the prevailing education discourse, their voices and views are not often heard. In this Dissertation, I set out to engage directly with ESPs, doing so through a series of focus groups conducted in the fall of 2017 in Utah. In these groups, participants discussed their work, how they understood the idea of the whole child and they began to interact with Nussbaum’s Central Capabilities. Based on the research conducted I offer the following broad findings. Nussbaum’s Capabilities Approach can serve as a useful tool for engaging people who work in schools, as well as parents and students in considering what schools should be like and how they should treat students. Its application to the Whole Child Approach or other emerging policy frameworks can offer a better understanding of what is needed for students to have real opportunities and to develop the capabilities they need for adulthood. I also argue that ESPs can and should be seen as professionals in education, whose voices and views should be valued

    Interaction of the Bovine Papillomavirus E2 Protein with Brd4 Tethers the Viral DNA to Host Mitotic Chromosomes

    AbstractThe papillomavirus E2 protein tethers viral genomes to host mitotic chromosomes to ensure genome maintenance. We have identified the bromodomain protein Brd4 as a major cellular interacting partner of the bovine papillomavirus E2. Brd4 associates with mitotic chromosomes and colocalizes with E2 on mitotic chromosomes. The site of E2 binding maps to the C-terminal domain of Brd4. Expression of this C-terminal Brd4 domain functions in a dominant-negative manner to abrogate the colocalization of E2 with Brd4 on mitotic chromosomes, to block association of the viral episomes with Brd4, and to inhibit BPV-1 DNA-mediated cellular transformation. Brd4 also associates with HPV16 E2, indicating that Brd4 binding may be a shared property of all papillomavirus E2 proteins. The interaction of E2 with Brd4 is required to ensure the tethering of viral genomes to the host mitotic chromosomes for persistence of viral episomes in PV-infected cells

    Coastal Ice-Core Record of Recent Northwest Greenland Temperature and Sea-Ice Concentration

    Coastal ice cores provide an opportunity to investigate regional climate and sea-ice variability in the past to complement hemispheric-scale climate reconstructions from ice-sheet-interior ice cores. Here we describe robust proxies of Baffin Bay temperature and sea-ice concentration from the coastal 2Barrel ice core collected in the Thule region of northwest Greenland. Over the 1990–2010 record, 2Barrel annually averaged methanesulfonic acid (MSA) concentrations are significantly correlated with May–June Baffin Bay sea-ice concentrations and summer temperatures. Higher MSA is observed during warmer years with less sea ice, indicative of enhanced primary productivity in Baffin Bay. Similarly, 2Barrel annually averaged deuterium excess (d-excess) values are significantly correlated with annual Baffin Bay sea-ice concentrations and summer and annual temperatures. Warm (cool) years with anomalously low (high) sea-ice concentration are associated with proportionally more (less) low-d-excess Baffin Bay moisture at the ice-core site. Multilinear regression models incorporating 2Barrel MSA, d-excess and snow accumulation account for 38–51% of the Baffin Bay sea-ice and temperature variance. The annual temperature model is significantly correlated with temperatures throughout most of Greenland and eastern Arctic Canada due to the strong influence of the North Atlantic Oscillation and Atlantic Multidecadal Oscillation

    Coast-to-Interior Gradient in Recent Northwest Greenland Precipitation Trends (1952–2012)

    The spatial and temporal variability of precipitation on the Greenland ice sheet is an essential component of surface mass balance, which has been declining in recent years with rising temperatures. We present an analysis of precipitation trends in northwest (NW) Greenland (1952–2012) using instrumental (coastal meteorological station) and proxy records (snow pits and ice cores) to characterize the precipitation gradient from the coast to the ice sheet interior. Snow-pit-derived precipitation near the coast (1950–2000) has increased (~7% decade−1, p \u3c 0.01) whereas there is no significant change observed in interior snow pits. This trend holds for 1981–2012, where calculated precipitation changes decrease in magnitude with increasing distance from the coast: 13% decade−1 (2.4 mm water equivalent (w.e.) decade−2) at coastal Thule air base (AB), 8.6% decade−1 (4.7 mm w.e. decade−2) at the 2Barrel ice core site 150 km from Thule AB, −5.2% decade−1 (1.7 mm w.e. decade−2) at Camp Century located 205 km from Thule AB, and 4.4% decade−1 (1.0 mm w.e. decade−2) at B26 located 500 km from Thule AB. In general, annually averaged precipitation and annually and seasonally averaged mean air temperatures observed at Thule AB follow trends observed in composite coastal Greenland time series, with both notably indicating winter as the fastest warming season in recent periods (1981–2012). Trends (1961–2012) in seasonal precipitation differ, specifically with NW Greenland summer precipitation increasing (~0.6 mm w.e. decade−2) in contrast with decreasing summer precipitation in the coastal composite time series (3.8 mm w.e. decade−2). Differences in precipitation trends between NW Greenland and coastal composite Greenland underscore the heterogeneity in climate influences affecting precipitation. In particular, recent (1981–2012) changes in NW Greenland annual precipitation are likely a response to a weakening North Atlantic oscillation

    ReviewVaccinia virus (VACV) has achieved unprecedented success as a live viral vaccine for smallpox which mitigated eradication of the disease. Vaccinia virus has a complex virion morphology and recent advances have been made to answer some of the key outstanding questions, in particular, the origin and biogenesis of the virion membrane, the transformation from immature virion (IV) to mature virus (MV), and the role of several novel genes, which were previously uncharacterized, but have now been shown to be essential for VACV virion formation. This new knowledge will undoubtedly contribute to the rational design of safe, immunogenic vaccine candidates, or effective antivirals in the future. This review endeavors to provide an update on our current knowledge of the VACV maturation processes with a specific focus on the initiation of VACV replication through to the formation of mature virions.Liang Liu, Tamara Cooper, Paul M.     The young stellar population at the center of NGC 205

    Context. NGC 205 is a peculiar dwarf elliptical galaxy hosting in its center a population of young blue stars. Their origin is still matter of debate, the central fresh star formation activity possibly being related to dynamical interactions between NGC 205 and M31. Aims. The star formation history in the central 30\arcsec (∼\sim120 pc) around the NGC 205 central nucleus is investigated in order to obtain clues to the origin of the young stellar population. Methods. Deep HST/ACS CCD photometry is compared with theoretical isochrones and luminosity functions to characterize the stellar content of the region under study and compute the recent SF rate. Results. Our photometry reveals a previously undetected blue plume of young stars clearly distinguishable down to I≃\simeq26. Our analysis suggests that 1.9×105\times10^5 M⊙_\odot were produced between approximately 62 Myr and 335 Myr ago in the NGC 205 inner regions, with a latest minor episode occurring ∼\sim25 Myr ago. This implies a star formation rate of ∼7×10−4\sim7\times10^{-4} M⊙_\odot/yr over this period. Conclusions. The excellent fit of the observed luminosity function of young main sequence stars obtained with a model having a constant star formation rate argues against a tidally triggered star formation activity over the last ∼\sim300 Myr. Rather, a constant SF may be consistent with NGC 205 being on its first interaction with M 31.Comment: 5 pages, 2 figures, accepted for publication in A&A letter

    It’s Not All about the Economy Stupid! Immigration and Subjective Well-Being in England

    While much is known regarding the effects of immigration for objective outcomes, relatively little is known regarding the effects for perceived well-being. By exploiting spatial and temporal variation in the net-inflows of foreign-born individuals across local areas in England, we examine the relationship between immigration and natives’ subjective well-being as captured by the General Health Questionnaire (GHQ). We find small negative effects overall but that an analysis of the main effects masks significant differences across subgroups, with relatively older individuals, those with below-average household incomes, the unemployed and finally those without any formal educational qualifications experiencing much more substantive well-being losses than others. These observed well-being differentials are congruent with voting patterns evident in the recent UK referendum on EU membership. We put forward perceived as opposed to actual labour market competition and social identity as two potential explanations for the negative well-being impacts of immigration for natives

    Accelerated Particle Swarm Optimization and Support Vector Machine for Business Optimization and Applications

    Business optimization is becoming increasingly important because all business activities aim to maximize the profit and performance of products and services, under limited resources and appropriate constraints. Recent developments in support vector machine and metaheuristics show many advantages of these techniques. In particular, particle swarm optimization is now widely used in solving tough optimization problems. In this paper, we use a combination of a recently developed Accelerated PSO and a nonlinear support vector machine to form a framework for solving business optimization problems. We first apply the proposed APSO-SVM to production optimization, and then use it for income prediction and project scheduling. We also carry out some parametric studies and discuss the advantages of the proposed metaheuristic SVM.Comment: 12 page
