    Does the exchange rate regime affect macroeconomic performance : evidence from transition economics

    To examine whether a country's exchange rate regime has any impact on inflation and growth performance in transition economies, the authors develop an empirical framework that addresses some of the main problems plaguing empirical work in this strand of the literature: the Lucas critique, the endogeneity of the exchange rate regime, and the sample selection problem. Empirical results demonstrate that the exchange rate regime does affect inflation performance. the results suggest that: 1) Transition countries with intermediate arrangements might reduce inflation if they were to adopt a fixed regime. 2) Switching from a floating regime to an intermediate regime might not reduce inflation. 3) An unanticipated float--when a country whose fundamentals make it unlikely to adopt another regime adopts a floating regime--results in lower inflation. Based on their results, it is not possible to infer more about one particular exchange rate regime being superior to another in terms of growth performance.     Social safety net and the poor during the transition : the case of Bulgaria

    Using data from the 1992 Bulgarian household budget survey, the authors analyze the structure of income in Bulgaria, identifying who the poor are and how they are reached by the social safety net. Their main findings about household incomes: (a) Social transfers provide an extremely large component - 24 percent - of household income per capita. That is roughly on a par with the share in other Eastern European countries but more than 40 percent higher than the share of the Organization for Economic Cooperation and Development (OECD) countries. (b) Wage earnings have declined as a source of income, reflecting the counteraction of the state sector. Wage income in Bulgaria has declined to only half the OECD level. (c) Income from self-employment has increased, reflecting the surge in small-scale retail establishments. Income is considerably less concentrated in Bulgaria than in other lower-middle-income countries. The author's main findings about the poor (the bottom 20 percent in terms of household income): The head of household in a poor home tends to be older, a woman, poorly educated, and unemployed. Poor households are not necessarily larger households in Bulgaria, unlike in other developing countries. The sources of income in poor Bulgarian households reflect other findings: (a) The poor depend for more than half their income on social benefits (especially pensions), indicating the importance of the social safety net. (b) The social safety net is not well targeted. Most social benefits are pro-poor, in the sense that they improve income distribution, but many benefits accrue to better-off households. There is substantial scope for better distribution of income.     What Is the Best Reference RNA? And Other Questions Regarding the Design and Analysis of Two-Color Microarray Experiments

    The reference design is a practical and popular choice for microarray studies using two-color platforms. In the reference design, the reference RNA uses half of all array resources, leading investigators to ask: What is the best reference RNA? We propose a novel method for evaluating reference RNAs and present the results of an experiment that was specially designed to evaluate three common choices of reference RNA. We found no compelling evidence in favor of any particular reference. In particular, a commercial reference showed no advantage in our data. Our experimental design also enabled a new way to test the effectiveness of pre-processing methods for two-color arrays. Our results favor using an intensity-normalization and foregoing background-subtraction. Finally, we evaluate the sensitivity and specificity of data quality filters, and propose a new filter that can be applied to any experimental design and does not rely on replicate hybridizations

    New records and observations of macroalgae and associated pathogens from the Falkland Islands, Patagonia and Tierra del Fuego

    Subantarctic and Antarctic regions remain little explored with regards to their seaweed diversity. This study is based upon collections in the early 1970s and 2007–2013. It is supported by sequencing COI (mitochondrial cytochrome oxidase I) and reports new records for four species of brown algae Hincksia granulosa, Hincksia sandriana, Myriotrichia clavaeformis, Syringoderma australe), four red algae (Erythrotrichia carnea, Paraglossum salicifolium, Phycodrys antarctica, Plumariopsis eatonii), one green alga (Chaetomorpha aerea) and of the oomycete Anisolpidium ectocarpii. A further four brown algae are reported at genus level and discussed (Cladostephus sp., Colpomenia sp., Dictyota sp., Punctaria sp.). Observations of the biology of three brown algal taxa (Cladothele decaisnei, Geminocarpus geminatus, Halopteris obovata) from the region are also reported here

    Correlation of cycles in Lava Lake motion and degassing at Erebus Volcano, Antarctica

    Several studies at Erebus volcano have recorded pulsatory behaviour in many of the observable properties of its active lava lake. A strong correlation between the variations in surface speed of the lake and the composition of gas emitted has previously been noted. While previous studies have shown that the SO2 flux and the surface elevation exhibit pulsatory behaviour with a similar period to that of the surface speed and gas composition, suggesting they are linked, a lack of overlap between the di erent measurements has prevented direct comparisons from being made. Using high time-resolution measurements of surface elevation, surface speed, gas composition and SO2 flux we demonstrate for the rst time an unambiguous link between the cyclic behaviour in each of these properties. We also show that the variation in gas composition may be explained by a subtle change in oxygen fugacity. The cycles are found to be in-phase with each other, with a small but consistent lag of 1-3 min between the peaks in surface elevation and surface speed. Explosive events are found to have no observable e ffect on the pulsatory behaviour beyond the ~5 min period required for lake refi ll. The close correspondences between the varying lake surface motion, gas flux and composition, and modelled oxygen fugacity suggest strong links between magma degassing, redox change and the fluid dynamics of the shallow magmatic system.This is the final version of the article.     Differentiation of primate primordial germ cell-like cells following transplantation into the adult gonadal niche.

    A major challenge in stem cell differentiation is the availability of bioassays to prove cell types generated in vitro are equivalent to cells in vivo. In the mouse, differentiation of primordial germ cell-like cells (PGCLCs) from pluripotent cells was validated by transplantation, leading to the generation of spermatogenesis and to the birth of offspring. Here we report the use of xenotransplantation (monkey to mouse) and homologous transplantation (monkey to monkey) to validate our in vitro protocol for differentiating male rhesus (r) macaque PGCLCs (rPGCLCs) from induced pluripotent stem cells (riPSCs). Specifically, transplantation of aggregates containing rPGCLCs into mouse and nonhuman primate testicles overcomes a major bottleneck in rPGCLC differentiation. These findings suggest that immature rPGCLCs once transplanted into an adult gonadal niche commit to differentiate towards late rPGCs that initiate epigenetic reprogramming but do not complete the conversion into ENO2-positive spermatogonia
