Investment development of Russian regions backed up by natural monopolies

The article considers the issues of the relationship between business investment activities and the economic and social development of the regions. Based on the statistical data analysis it is shown that the decrease in investment activities negatively affects all key indicators of regional development after a short period of time. The article shows that a peculiarity defining Russian economy is that its significant part is actually controlled by natural monopolies. At the same time, they are strongly sensitive to all the problems of socioeconomic development of the country's territories and, therefore, are parties concerned in ensuring sustainable and qualitative growth of regional economies. Today many of the natural monopolies implement large-scale investment programs with allocated substantial resources. The analysis of these investment programs showed that they all contain components that contribute to the development of the region where the manufacturing facilities or transportation capacities of these companies are located. It is concluded that a systemic state investment policy aimed at stimulating real investments, rather than "portfolio" ones, is required to address the problem of sustainable economic growth.peer-reviewe

The concept of a system for monitoring the investment activity of natural monopolies

The construction of a monitoring system for investment activities of natural monopolies is considered. It is noted that the companies of this type play a key role in regional development and consequently their investment strategy should be linked with the strategies of the country’s spatial and economic development. It is shown that in spite of the developed theoretical base in the field of project management, in practice, there are often failures in the timing of project implementation, a violation of financial discipline, inefficient resource management, etc. A significant number of investment projects is failed - either they do not reach the established performance targets or are not finished. The approach to the formation of investment plans of subjects of natural monopolies covering four aspects is presented: the time (project’s calendar plan), the cost (project’s budget), the risk (risk-analysis of the project), and key performance indicators (expected interim and final indicators of the project). The features of the formation and calculation of a system of indicators in these areas are considered. An example of calculating the need for project financing taking into account the necessary reserves is given. The concept of building a monitoring system for the implementation of long-term investment projects of natural monopolies is proposed, aimed at identifying deviations from the original plan at the earliest stages of their occurrence. The monitoring methodology is based on control the compliance of the actual schedule of work performed with the approved calendar plan, actually incurred and planned costs, actual and planned risks, and actually achieved and expected performance indicators of the project. The proposed approach allows to sequentially and orderly control the process of project execution control, and to ensure timely and reliable accounting of investment indicators in federal and regional economic policies and strategies

Bioethical standards and human rights in a context of HIV perinatal transmission and medical care of children born by HIV-infected women

В процессе проспективного исследования 486 детей, рожденных ВИЧ-инфицированными женщинами, опроса врачей и ВИЧ-инфицированных матерей регистрировались проблемы биоэтики и соблюдения прав человека при ведении ВИЧ-инфицированных беременных и их детей. Выявленные биоэтические проблемы и нарушения прав человека касались соблюдения принципов уважения автономии, конфиденциальности частной информации и неприкосновенности частной жизни, добродеяния и ненанесения вреда, социальной справедливости.During prospective study of 486 children born by HIV-infected women and interrogation of physicians and HIV-infected mothers the problems of bioethics and observance of human rights while conducting HIV-infected pregnant women and their children were registered. Phase Filters for 3D Localization of Point Light Sources

The work relates to the engineering and research of phase filters for three-dimensional localization of point light emitters. These phase filters form a light field having two clearly visible maxima in their intensity distribution (i.e. two-lobe fields). By means of numerical simulation, the influence of the amplitude and phase distortions of the wave front of the illuminating beam on the two-lobe field formation has been studied in the work. Semantic context of professional identity crisis experience by teachers

The topicality of the problem under research is predetermined by the need of psychology and pedagogy for the study of the phenomenology of professional identity crisis, the process of its experience by school teachers as well as for the development of the system of psychological and pedagogical support of teachers' professional development in the situation of permanent changes in the education system. The objective of the study is to reveal the content of the professional identity crisis, to describe its main features and analyze the semantic context of its experience by teachers. The principal methods of study of this problem are the phenomenological method, tests to identify the semantic context of the process of the professional identity crisis experience by teachers. The results of the study broaden the understanding of the phenomenon of professional identity crisis and its experience, the content of professional crisis and the phenomenology of professional development of teachers. Specifics of defense and coping behavior among teachers experiencing a professional identity crisis

The issues addressed in the article are of particular relevance due to the necessity to provide research background for creating the system of psychological and pedagogical support for the professional development of teachers in the conditions of permanent changes in the system of education. The aim of the article is to describe specific interrelations between the reflection and the parameters of the teacher's axiological sphere (in particular, life-purpose orientations). The following research methods were used: theoretical analysis of psycholog-ical and educational literature, phenomenological method, questionnaires, and methods of mathematical and statistical data processing (descriptive statistics, comparative analysis (the Mann-Whitney U test). The results of the theoretical and empirical research provide ade-quate grounds for the conclusion that there is a definite interrelation between the parameters of reflection and the parameters of life-purpose orientations. It is proved that in the conditions of a professional identity crisis the teachers experience a significant reduction in the levels of life-purpose orientations, which in turn leads to intensification of reflection processes. At the same time, the obtained results suggest that the teachers can successfully overcome their professional crisis in case of formation of the cognitive component of the biographical reflection, aimed at the analysis of actions and means of understanding and organizing their life events. Implications of the research results. The research results expand our understanding of the essence and emotional experience of the professional identity crisis. They can be used in the designing the process of psychological support for the activities and professional development of teachers. © 2018 Authors
