    Policy instruments in the Common Agricultural Policy

    Policy changes in the Common Agricultural Policy (CAP) can be explained in terms of the exhaustion and long-term contradictions of policy instruments. Changes in policy instruments have reoriented the policy without any change in formal Treaty goals. The social and economic efficacy of instruments in terms of evidence-based policy analysis was a key factor in whether they were delegitimized. The original policy instruments were generally dysfunctional, but reframing the policy in terms of a multifunctionality paradigm permitted the development of more efficacious instruments. A dynamic interaction takes place between the instruments and policy informed by the predominant discourses

    Integrated lunar materials manufacturing process

    A manufacturing plant and process for production of oxygen on the moon uses lunar minerals as feed and a minimum of earth-imported, process materials. Lunar feed stocks are hydrogen-reducible minerals, ilmenite and lunar agglutinates occurring in numerous, explored locations mixed with other minerals in the pulverized surface layer of lunar soil known as regolith. Ilmenite (FeTiO.sub.3) and agglutinates contain ferrous (Fe.sup.+2) iron reducible by hydrogen to yield H.sub.2 O and metallic Fe at about 700.degree.-1,200.degree. C. The H.sub.2 O is electrolyzed in gas phase to yield H.sub.2 for recycle and O.sub.2 for storage and use. Hydrogen losses to lunar vacuum are minimized, with no net hydrogen (or any other earth-derived reagent) consumption except for small leaks. Feed minerals are surface-mined by front shovels and transported in trucks to the processing area. The machines are manned or robotic. Ilmenite and agglutinates occur mixed with silicate minerals which are not hydrogen-reducible at 700.degree.-1,200.degree. C. and consequently are separated and concentrated before feeding to the oxygen generation process. Solids rejected from the separation step and reduced solids from the oxygen process are returned to the mine area. The plant is powered by nuclear or solar power generators. Vapor-phase water electrolysis, a staged, countercurrent, fluidized bed reduction reactor and a radio-frequency-driven ceramic gas heater are used to improve thermal efficiency

    Methods for comparative evaluation of propulsion system designs for supersonic aircraft

    The propulsion system comparative evaluation study was conducted to define a rapid, approximate method for evaluating the effects of propulsion system changes for an advanced supersonic cruise airplane, and to verify the approximate method by comparing its mission performance results with those from a more detailed analysis. A table look up computer program was developed to determine nacelle drag increments for a range of parametric nacelle shapes and sizes. Aircraft sensitivities to propulsion parameters were defined. Nacelle shapes, installed weights, and installed performance was determined for four study engines selected from the NASA supersonic cruise aircraft research (SCAR) engine studies program. Both rapid evaluation method (using sensitivities) and traditional preliminary design methods were then used to assess the four engines.     Lunar resources: Oxygen from rocks and soil

    The first set of hydrogen reduction experiments to use actual lunar material was recently completed. The sample, 70035, is a coarse-grained vesicular basalt containing 18.46 wt. percent FeO and 12.97 wt. percent TiO2. The mineralogy includes pyroxene, ilmenite, plagioclase, and minor olivine. The sample was crushed to a grain size of less than 500 microns. The crushed basalt was reduced with hydrogen in seven tests at temperatures of 900-1050 C and pressures of 1-10 atm for 30-60 minutes. A capacitance probe, measuring the dew point of the gas stream, was used to follow reaction progress. Experiments were also conducted using a terrestrial basalt similar to some lunar mare samples. Minnesota Lunar Simulant (MLS-1) contains 13.29 wt. percent FeO, 2.96 wt. percent Fe2O3, and 6.56 wt. percent TiO2. The major minerals include plagioclase, pyroxene, olivine, ilmenite, and magnetite. The rock was ground and seived, and experiments were run on the less than 74- and 500-1168-micron fractions. Experiments were also conducted on less than 74-micron powders of olivine, pyroxene, synthetic ilmenite, and TiO2. The terrestrial rock and mineral samples were reduced with flowing hydrogen at 1100 C in a microbalance furnace, with reaction progress monitored by weight loss. Experiments were run at atmospheric pressure for durations of 3-4 hr. Solid samples from both sets of experiments were analyzed by Mossbauer spectroscopy, petrographic microscopy, scanning electron microscopy, tunneling electron microscopy, and x-ray diffraction. Apollo 17 soil 78221 was examined for evidence of natural reduction in the lunar environment. This sample was chosen based on its high maturity level (I sub s/FeO = 93.0). The FeO content is 11.68 wt. percent and the TiO2 content is 3.84 wt. percent. A polished thin section of the 90-150 micron size fraction was analyzed by petrographic microscopy and scanning electron microscopy

    Effect of laser structured micro patterns on the polyvinyl butyral/oxide/steel interface stability

    This work investigated the effect of steel substrate topography and roughness on cathodic disbonding resistance and wet adhesion of the polyvinyl butyral/oxide/steel interface. Laser structuring was employed to pattern steel surfaces with controlled, periodic peaks of different peak-to-valley height, Rz, and geometry. Grinded smooth samples were used for reference. The in-situ scanning Kelvin probe technique was used to follow the cathodic disbonding in humid air and wet adhesion loss in inert atmosphere (3 ppm O2_{2}). Both cathodic disbonding and wet adhesion loss depended on the ability of the surface for mechanical adhesion, even when compensating for the increased effective contact area. X-ray photoelectron spectroscopy excluded the possibility for oxide chemistry effects on the delamination rate. Surfaces with features that enabled mechanical interlocking forces, had the best cathodic disbonding resistance and wet adhesion properties

    House screening for malaria control: views and experiences of participants in the RooPfs trial

    Background The housing stock of rural sub-Saharan Africa is changing rapidly. With millions of new homes required over the coming decades, there is an opportunity to protect residents by screening homes from malaria mosquitoes. This study, undertaken in the Upper River Region of The Gambia, explores local perceptions of what a good house should provide for its inhabitants and responses to living in a house that has been modified as part of a randomized control trial designed to assess whether improved housing provided additional protection against clinical malaria in children (the RooPfs trial). Methods This descriptive, exploratory study was undertaken over 22 months using mixed-methods (informal conversations, observations, focus group discussions, photovoice, and a questionnaire survey) in a parallel convergent design. Analysis was conducted across the data sets using a framework approach. Following coding, the textual data were charted by a priori and emerging themes. These themes were compared with the quantitative survey results. The nature and range of views about housing and the RooPfs study modifications and the relationships among them were identified and described. Results The data were derived from a total of 35 sets of observations and informal conversations in 10 villages, 12 discussions with the photovoice photographers, 26 focus group discussions (across 13 villages) and 391 completed questionnaires. The study participants described a ‘good house’ as one with a corrugate-metal roof, cement walls (preferably cement block, but mud block covered with cement plaster was also an acceptable and cheaper substitute) and well-fitting doors. These features align with local perceptions of a modern house that provides social status and protection from physical harms. The RooPfs modifications were largely appreciated, although poor workmanship caused concerns that houses had become insecure. However, the long-term trusting relationship with the implementing institution and the actions taken to rectify problems provided reassurance and enhanced acceptability. Conclusion In developing housing to address population needs in Africa, attention should be paid to local perceptions of what is required to make a house secure for its inhabitants, as well as providing a healthy environment

    BAKGRUNN. TrykksĂ„r (decubitus) er en meget hyppig tilstand som forekommer hos 10 – 20 % av pasienter ved ulike helseinstitusjoner. Helsepersonell mĂ„ ha god kjennskap til forebygging, vurdering og behandling av trykksĂ„r. MATERIALE OG METODE. Artikkelen er basert pĂ„ et ikke-systematisk sĂžk i Medline og Embase med bruk av aktuelle sĂžkeord samt egne kliniske erfaringer. RESULTATER. TrykksĂ„r skyldes mekanisk trykk, strekk og/eller friksjon pĂ„ hud og underliggende vev. Nevropati, dĂ„rlig ernĂŠring, fuktig hud og infeksjon er risikofaktorer for utvikling av og opprettholdelse av sĂ„rdanningen. Forebyggende tiltak og behandling mĂ„ rettes mot Ă„rsak og risikofaktorer. TrykksĂ„r graderes pĂ„ en skala 0 – 4 avhengig av hvor dypt skaden strekker seg fra hud ned i det underliggende vevet. Overflatiske trykksĂ„r i hud og underhud behandles med konservativ sĂ„rbehandling, mens dypere trykksĂ„r som nĂ„r ned til muskel og bein, mĂ„ vurderes for operativ behandling. FORTOLKNING. TrykksĂ„r er en vanlig tilstand der trykkavlastning og reduksjon av risikofaktorer er viktig ved forebygging og behandling.     The orbifold cohomology of moduli of genus 3 curves

    In this work we study the additive orbifold cohomology of the moduli stack of smooth genus g curves. We show that this problem reduces to investigating the rational cohomology of moduli spaces of cyclic covers of curves where the genus of the covering curve is g. Then we work out the case of genus g=3. Furthermore, we determine the part of the orbifold cohomology of the Deligne-Mumford compactification of the moduli space of genus 3 curves that comes from the Zariski closure of the inertia stack of M_3.Comment: 29 pages, 2 figures.
