Fiscal and Monetary Institutions and Policies: Onward and Upward?
The latest generation of research into macroeconomic policy has turned from more technical aspects of optimal control and expectations formation to consideration of the policymaking institutions themselves. More and more countries have moved towards greater degrees of central bank independence, including many developing economies as well the member countries of the European Central Bank. What still is not generally settled among economists is how to measure the stance of policy and the institutional features of the policymaking process. Our review encompasses many different measurements of policy stance and policymaking processes. We begin with monetary policy in the following section after which the third section analyses central banking institutions. The fourth and fifth sections turn to fiscal policy and the need to adjust budget balance for the state of the business cycle. There is then a brief concluding section

Controllability and universal three-qubit quantum computation with trapped electron states
We show how to control and perform universal three-qubit quantum computation
with trapped electron quantum states. The three qubits are the electron spin,
and the first two quantum states of the cyclotron and axial harmonic
oscillators. We explicitly show how the universal gates can be performed. As an
example of a non-trivial quantum algorithm, we outline the implementation of

American Society of Hematology 2020 guidelines for sickle cell disease: Prevention, diagnosis, and treatment of cerebrovascular disease in children and adults
BACKGROUND: Central nervous system (CNS) complications are among the most common, devastating sequelae of sickle cell disease (SCD) occurring throughout the lifespan.OBJECTIVE: These evidence-based guidelines of the American Society of Hematology are intended to support the SCD community in decisions about prevention, diagnosis, and treatment of the most common neurological morbidities in SCD.METHODS: The Mayo Evidence-Based Practice Research Program supported the guideline development process, including updating or performing systematic evidence reviews. The panel used the Grading of Recommendations Assessment, Development and Evaluation (GRADE) approach, including GRADE evidence-to-decision frameworks, to assess evidence and make recommendations.RESULTS: The panel placed a higher value on maintaining cognitive function than on being alive with significantly less than baseline cognitive function. The panel developed 19 recommendations with evidence-based strategies to prevent, diagnose, and treat CNS complications of SCD in low-middle- and high-income settings.CONCLUSIONS: Three of 19 recommendations immediately impact clinical care. These recommendations include: use of transcranial Doppler ultrasound screening and hydroxyurea for primary stroke prevention in children with hemoglobin SS (HbSS) and hemoglobin Sβ0 (HbSβ0) thalassemia living in low-middle-income settings; surveillance for developmental delay, cognitive impairments, and neurodevelopmental disorders in children; and use of magnetic resonance imaging of the brain without sedation to detect silent cerebral infarcts at least once in early-school-age children and once in adults with HbSS or HbSβ0 thalassemia. Individuals with SCD, their family members, and clinicians should become aware of and implement these recommendations to reduce the burden of CNS complications in children and adults with SCD.</p
Generation of arbitrary two dimensional motional state of a trapped ion
We present a scheme to generate an arbitrary two-dimensional quantum state of
motion of a trapped ion. This proposal is based on a sequence of laser pulses,
which are tuned appropriately to control transitions on the sidebands of two
modes of vibration. Not more than laser pulses are needed to
generate a pure state with upper phonon number and in the and

An overview of jets and outflows in stellar mass black holes
In this book chapter, we will briefly review the current empirical
understanding of the relation between accretion state and and outflows in
accreting stellar mass black holes. The focus will be on the empirical
connections between X-ray states and relativistic (`radio') jets, although we
are now also able to draw accretion disc winds into the picture in a systematic
way. We will furthermore consider the latest attempts to measure/order jet
power, and to compare it to other (potentially) measurable quantities, most

How important is the context of an adolescent's first alcoholic drink? Evidence that parental provision may reduce later heavy episodic drinking
Objective: This study examined the extent to which a retrospective measure of parental provision of the first alcoholic beverage was related to current heavy episodic drinking and current responsible drinking practices. Sample: 608 14- to 17-year-olds from the 2007 Australian National Drug Strategy Household Survey. Measures: Source of first alcoholic beverage (friends/parents/others), source of current alcohol, age of onset of alcohol use, current responsible drinking practices, and proportion of current friends who drink. Results: Binary logistic and multiple regression procedures revealed that parental provision of an adolescent's first alcoholic beverage predicted lower current heavy episodic drinking, and responsible drinking mediated this association. Discussion: The results suggested that for adolescents who become alcohol users, parental provision of the first drink may reduce subsequent alcohol-related risks compared to introduction to alcohol by friends and other sources.
