    Technical Rate of Substitution of Spectrum in Future Mobile Broadband Provisioning

    Dense deployment of base stations (BSs) and multi-antenna techniques are considered key enablers for future mobile networks. Meanwhile, spectrum sharing techniques and utilization of higher frequency bands make more bandwidth available. An important question for future system design is which element is more effective than others. In this paper, we introduce the concept of technical rate of substitution (TRS) from microeconomics and study the TRS of spectrum in terms of BS density and antenna number per BS. Numerical results show that TRS becomes higher with increasing user data rate requirement, suggesting that spectrum is the most effective means of provisioning extremely fast mobile broadband.Comment: 5 pages, 5 figures, conferenc

    Alvarado Revisited: A Missing Element in Alaska’s Quest to Provide Impartial Juries for Rural Alaskans

    In Alvarado v. State, the Alaska Supreme Court declared that an impartial jury is a cross section of the community and that the community where the events at issue transpired must be represented in the jury. This decision spurred changes to jury selection procedures and the creation of Criminal Rule 18, an effort to ensure defendants from remote villages are judged by a jury representative of these rural areas. The Alaska Court of Appeals recently addressed an issue of first impression regarding the application of Criminal Rule 18. In Joseph v. State, the defendant was convicted of murdering his girlfriend in the tiny Native village of Rampart. His trial was conducted in Fairbanks by a jury selected from an area that does not include Rampart or any other similar Native village. Criminal Rule 18 allowed the defendant a limited time to transfer his trial to Nenana, which more closely resembles the characteristics of Rampart. However, the defendant was never informed of this right. His trial counsel believed trial location was a decision for the attorney and did not see a need to request the change. In a memorandum opinion that creates no binding precedent, the Court of Appeals agreed with this view and held it did not violate the defendant’s due process rights not to be informed of the opportunity to have his case heard at an alternative trial site. This Article challenges that view, arguing it fails to safeguard the spirit and purpose of the constitutional right to an impartial jury. To remote villagers in Bush Alaska whose customs, culture, and ways of life are vastly different than in larger cities within the state, the opportunity to be judged by those sharing similarities is of upmost importance. Consequently, decisions of trial venue, for purposes of Criminal Rule 18, should be knowingly made or waived by the defendant

    Secondary spectrum access to TV white spaces is considered as a promising solution to relieve the spectrum shortage. In Europe, SE43 working group in CEPT is leading the discussion on the technical requirements for exploiting TV white spaces through the recent ECC report 159. Its analytical approach for determining the maximum permissible power for the secondary user, however, overestimates the power level, and leads to significant violation of the interference limit for TV reception. In this letter, we address the problem by proposing a new approach for determining the secondary user transmit power based on the framework established in ECC report 159.     Optimization of Enhanced Mobile Broadband Solution for Rural and Remote Areas: A Case Study of Banten, Indonesia

    Penelitian ini menawarkan solusi untuk akses broadband futuristik di daerah terpencil dan pedesaan dengan pilihan: optimasi LTE; dan perkembangan jaringan pita lebar yang diasumsikan sebagai 5G. Teknologi yang digunakan pada sistem 5G masa depan ialah pemanfaatan frekuensi tinggi, UE-Specific Beamforming, dan Skema Carrier Agregation (CA). Lima klasifikasi dalam implementasi jaringan futuristik: Skenario 1, Single Carrier (SC) LTE 1,8 GHz; Skenario 2, CA LTE 1,8 GHz + 2,6 GHz; Skenario 3, SC 5G 15 GHz; Skenario 4, SC 5G 28 GHz; Skenario 5, CA LTE 1,8 GHz + 5G 15 GHz. Redaman hujan diperhitungkan demi mendapat hasil realistis. Pada wilayah Leuwidamar, Skenario 5 memiliki jumlah BS paling sedikit. Sedangkan di Panimbang, Skenario 3 dan 5 memiliki jumlah BS yang paling sedikit. Namun, jika performansi energi diperhitungkan, Skenario 3 merupakan solusi terbaik. Selanjutnya, jika kita mengimplementasikan Discontinues Transmission (DTX), Skenario 3 dapat memberi kita penghematan energi yang mengesankan, dengan masing-masing penghematan sebesar 97% dan 94% pada daerah Leuwidamar dan Panimbang. Maka, hasil studi menyarankan untuk menggunakan jaringan SC 15 GHz sebagai optimisasi jaringan prospektif masa depan di Leuwidamar dan Panimbang, menimbang tercapainya salah satu target teknis teknologi 5G, yaitu ketersediaan 50 Mbps dimana saja dan kapan saja. *****Our work compared the performance of future broadband network solutions: with Optimized LTE system; and a new enhanced Mobile Broadband (eMBB) system, in which assumed to be prospective 5G network. The proposed eMBB system implements three key-techniques: high frequency, a UE-Specific Beamforming, and Carrier Aggregation (CA). We propose five solutions: Case 1, Single Carrier (SC) LTE 1.8 GHz; Case 2, CA LTE 1.8 GHz + 2.6 GHz; Case 3, SC 5G 15 GHz; Case 4, SC 5G 28 GHz; Case 5, CA LTE 1.8 GHz + 5G 15 GHz. Rain attenuation is considered to aim realistic solution. In the remote area (Leuwidamar), the Case 5 gives the least number of BS, with only 1.6 times densification of the current network. For the rural area cases (Panimbang), it is offered by Case 3 and Case 5 with the same number of BS. However, the best solution in terms of energy performance for both areas is Case 3. With DTX implementation, Case 3 gives an impressive amount of energy saving, with 97% in Leuwidamar and 94% saving in Panimbang.     This paper considers a scenario of short-range communication, known as device-to-device (D2D) communication, where D2D users reuse the downlink resources of a cellular network to transmit directly to their corresponding receivers. In addition, multiple antennas at the base station (BS) are used in order to simultaneously support multiple cellular users using multiuser or massive MIMO. The network model considers a fixed number of cellular users and that D2D users are distributed according to a homogeneous Poisson point process (PPP). Two metrics are studied, namely, average sum rate (ASR) and energy efficiency (EE).     Energy Efficiency and Sum Rate Tradeoffs for Massive MIMO Systems with Underlaid Device-to-Device Communications

    In this paper, we investigate the coexistence of two technologies that have been put forward for the fifth generation (5G) of cellular networks, namely, network-assisted device-to-device (D2D) communications and massive MIMO (multiple-input multiple-output). Potential benefits of both technologies are known individually, but the tradeoffs resulting from their coexistence have not been adequately addressed. To this end, we assume that D2D users reuse the downlink resources of cellular networks in an underlay fashion. In addition, multiple antennas at the BS are used in order to obtain precoding gains and simultaneously support multiple cellular users using multiuser or massive MIMO technique. Two metrics are considered, namely the average sum rate (ASR) and energy efficiency (EE). We derive tractable and directly computable expressions and study the tradeoffs between the ASR and EE as functions of the number of BS antennas, the number of cellular users and the density of D2D users within a given coverage area. Our results show that both the ASR and EE behave differently in scenarios with low and high density of D2D users, and that coexistence of underlay D2D communications and massive MIMO is mainly beneficial in low densities of D2D users.Comment: 30 pages, 10 figures, Submitte

    Assessment of the economic development of Latvia and Ukraine

    The global financial crisis and the ensuing global recession not only adversely affected global growth and poverty, but also presented constraints and challenges to public policy. Even though the world economy is slowly returning to growth, the recovery was difficult and lasted for almost 10 years. Preparing for the future requires an assessment of the consequences of the crisis and future challenges. Since 2010 economic growth in Latvia has been one of the fastest in the EU (from 2011-2018, GDP, on average, increased by 3.5% annually), however in 2019 economic growth has moderated. Growth opportunities are limited both by the uncertainty in the external environment (“trade wars” on the global economy, the outcome of Brexit, slower growth in EU countries, etc.), and the existing economic structure, which also negatively affects the competitiveness of Latvian producers. In the competitiveness rankings regularly published by the World Economic Forum (WEF), Latvia lags far behind other new EU member states, incl. other Baltic States. The economy of Ukraine currently is in very difficult environment: carrying out the Anti-terrorism activity in the eastern part, occupation of Crimea, the uncertainty in the system of political processes, the economic instability and other factors slow down its development. The deepening of the political and economic crisis in Ukraine, on the one hand, and transformational processes towards expanding European integration, on the other hand, daily create new challenges that domestic economic entities have not encountered before, and which are difficult to predict. The aim of the research is to carry out a comprehensive assessment of the dynamics of macroeconomic indicators of the social and economic development of the national economies of Latvia and Ukraine over the past 10 years (from 2010 to 2019) and identify the factors influencing it, to improve the forecasting of further trends and the planning of anti-crisis measures. As a result of the study, possible directions of economic policy were identified to improve the economic structure of Latvia and Ukraine in order to promote their sustainable development and competitiveness in the world market
