    Regional Grants as Pork Barrel Politics

    We investigate the political and economic factors influencing the allocation of regional development grants for a panel of Canadian electoral districts in the 1988-2001 period. In a strong party system such as Canada’s, models of political competition predict little role for individual legislators, as party leaders allocate resources to maximize party success. While spending is targeted toward some “swing” districts, we do also find it is higher in districts represented by members of the government party, especially those in the federal Cabinet, and those of lower seniority. We develop a model featuring bargaining over legislative and non-legislative favours that is consistent with the evidence.

    Conditions for successful technology enabled learning

    This paper reports on the findings of a 16 month project funded by the Australian Government Office for Learning and Teaching. The project utilized an iterative mixed method design to investigate (a) what digital technologies are used and valued by students and educators for learning, and (b) the different factors within the ‘ecology’ of the university that contribute to these successful uses of digital technology. In total 2838 students and staff across two Australian universities and a further 114 leaders from all 39 Australian universities participated in the project. Through large scale surveys and in-depth case studies thirteen ‘conditions for success’ were identified that appeared to stimulate, support, and/or sustain specific success stories. These conditions relate to different aspects of the ‘ecology’ of higher education – from individual skills and attitudes through to institutional policymaking.     Clinical outcomes of radiation therapy for transgender and gender-expansive people with cancer

    IntroductionApproximately 1.6 million people in the US identify as transgender, many of whom undergo gender-affirming medical or surgical therapies. While transgender individuals are diagnosed with cancer at similar rates as those who are cisgender, the impacts of radiation therapy on outcomes of gender-affirming care in transgender, nonbinary, and gender-expansive people with cancer are understudied. We report on the experiences and outcomes of transgender and gender-expansive patients receiving radiation therapy for cancer treatment.MethodsThis study is a multi-institutional retrospective review of patients evaluated from 2005-2019 identified as transgender or gender-expansive in the medical record and treated with radiation therapy.ResultsWe identified 23 patients who received radiation to 32 sites, including 12 (38%) to the brain, head, or neck, 8 (25%) to the thorax, and 7 (22%) to the pelvis. Seventeen patients (74%) received gender-affirming hormone therapy and 13 patients (57%) underwent gender-affirming surgery. Four patients had pelvic radiation before or after gender-affirming pelvic surgery, including two trans women who had pelvic radiation after vaginoplasty. Four patients had radiation to the chest or thorax and gender-affirming chest or breast surgery, including two trans men with breast cancer. Two pediatric patients developed hypopituitarism and hypogonadism secondary to radiation therapy and, as adults, changed their hormone replacement therapy to affirm their transgender identities.DiscussionTransgender people with cancer undergo radiation therapy for a wide range of cancers. Understanding their prior gender-affirming medical or surgical treatments and future gender affirmation goals may identify important considerations for their oncologic care

    Forum: Critical Decision Dates for Drought Management in Centraland Northern Great Plains Rangeland

    Ranchers and other land managers of central and northern Great Plains rangelands face recurrent droughts that negatively influence economic returns and environmental resources for ranching enterprises. Accurately estimating annual forage production and initiating drought decision-making actions proactively early in the growing season are both critical to minimize financial losses and degradation to rangeland soil and plant resources. Long-term forage production data sets from Alberta, Kansas, Montana, Nebraska, North Dakota, South Dakota, and Wyoming demonstrated that precipitation in April, May, and June (or some combination of these months) robustly predict annual forage production. Growth curves from clipping experiments and ecological site descriptions (ESDs) indicate that maximum monthly forage growth rates occur 1 mo after the best spring month (April to June) precipitation prediction variable. Key for rangeland managers is that the probability of receiving sufficient precipitation after 1 July to compensate for earlier spring precipitation deficits is extremely low. The complexity of human dimensions of drought decision-making necessitates that forage prediction tools account for uncertainty in matching animal demand to forage availability, and that continued advancements in remote sensing applications address both spatial and temporal relationships in forage production to inform critical decision dates for drought management in these rangeland ecosystems

    Analytical Representations for Characterizing the Global Aviation Radiation Environment Based on Model and Measurement Databases

    The Nowcast of Atmospheric Ionizing Radiation for Aviation Safety climatological model and the Automated Radiation Measurements for Aerospace Safety (ARMAS) statistical database are presented as polynomial fit equations. Using equations based on altitude, L shell, and geomagnetic conditions an effective dose rate for any location from a galactic cosmic ray (GCR) environment can be calculated. A subset of the ARMAS database is represented by a second polynomial fit equation for the GCR plus probable relativistic energetic particle (REP; Van Allen belt REP) effective dose rates within a narrow band of L shells with altitudinal and geomagnetic dependency. Solar energetic particle events are not considered in this study since our databases do not contain these events. This work supports a suggestion that there may be a REP contribution having an effect at aviation altitudes. The ARMAS database is rich in Western Hemisphere observations for L shells between 1.5 and 5; there have been many cases of enhanced radiation events possibly related to effects from radiation belt particles. Our work identifies that the combined effects of an enhanced radiation environment in this L shell range are typically 15% higher than the GCR background. We also identify applications for the equations representing the Nowcast of Atmospheric Ionizing Radiation for Aviation Safety and ARMAS databases. They include (i) effective dose rate climatology in comparison with measured weather variability and (ii) climatological and statistical weather nowcasting and forecasting. These databases may especially help predict the radiation environment for regional air traffic management, for airport overflight operations, and for air carrier route operations of individual aircraft

    Expert consensus on re-irradiation for current glioma

    Source at http://doi.org/10.1186/s13014-017-0928-3Purpose:To investigate radiation oncologists’ opinions on important considerations to offering re-irradiation (re-RT) as a treatment option for recurrent glioma.Materials and methods:A survey was conducted with 13 radiation oncologists involved in the care of central nervous system tumor patients. The survey was comprised of 49 questions divided into 2 domains: a demographic section (10 questions) and a case section (5 re-RT cases with 5 to 6 questions representing one or several re-RT treatment dilemmas as may be encountered in the clinic). Respondents were asked to rate the relevance of various factors to offering re-RT, respond to the cases with a decision to offer re-RT vs. not, volume to be treated, margins to be employed, dose/fractionation suggested and any additional comments with respect to rationale in each scenario.Results:Sixty nine percent of responders have been practicing for greater than 10 years and 61% have re-RT 20 to 100 patients to date, with 54% seeing 2–5 re-RT cases per month and retreating 1–2 patients per month. Recurrent tumor volume, time since previous radiation therapy, previously administered dose to organs at risk and patient performance status were rated by the majority of responders (85%, 92%, 77%, and 69% respectively) as extremely relevant or very relevant to offering re-RT as an option.Conclusion:The experts’ practice of re-RT is still heterogeneous, reflecting the paucity of high-quality prospective data available for decision-making. Nevertheless, practicing radiation oncologists can support own decisions by referring to the cases found suitable for re-RT in this survey

    Anthropometric and Physical Profiles of English Academy Rugby Union Players.

    The purpose of the present study was to evaluate the anthropometric and physical characteristics of English regional academy rugby union academy players by age category (under 16, under 18 and under 21s). Data were collected on 67 academy players at the beginning of the pre-season period and comprised anthropometric (height, body mass and sum of 8 skinfolds) and physical (5 m, 10 m, 20 m & 40 m sprint, acceleration, velocity & momentum; agility 505; vertical jump; yo-yo intermittent recovery test level 1; 30-15 Intermittent Fitness Test; absolute and relative 3 repetition maximum (3RM) front squat, split squat, bench press, prone row and chin; and isometric mid-thigh pull). One way analysis of variance demonstrated significant increases across the three age categories (p < 0.05) for height (e.g., 16s = 178.8 ± 7.1; 18s = 183.5 ± 7.2; 21s = 186.7 ± 6.61 cm), body mass (e.g., 16s = 79.4 ± 12.8; 18s = 88.3 ± 11.9; 21s = 98.3 ± 10.4kg), countermovement jump height and peak power, sprint momentum, velocity and acceleration; absolute, relative and isometric (e.g., 16s = 2157.9 ± 309.9; 18s = 2561.3 ± 339.4; 21s = 3104.5 ± 354.0 N) strength. Momentum, maximal speed and the ability to maintain acceleration were all discriminating factors between age categories, suggesting that these variables may be more important to monitor rather than sprint times. These findings highlight that anthropometric and physical characteristics develop across age categories and provide comparative data for English academy Rugby Union players

    The design, launch and assessment of a new volunteer-based plant monitoring scheme for the United Kingdom

    Volunteer-based plant monitoring in the UK has focused mainly on distribution mapping; there has been less emphasis on the collection of data on plant communities and habitats. Abundance data provide different insights into ecological pattern and allow for more powerful inference when considering environmental change. Abundance monitoring for other groups of organisms is well-established in the UK, e.g. for birds and butterflies, and conservation agencies have long desired comparable schemes for plants. We describe a new citizen science scheme for the UK (the ‘National Plant Monitoring Scheme’; NPMS), with the primary aim of monitoring the abundance of plants at small scales. Scheme development emphasised volunteer flexibility through scheme co-creation and feedback, whilst retaining a rigorous approach to design. Sampling frameworks, target habitats and species, field methods and power are all described. We also evaluate several outcomes of the scheme design process, including: (i) landscape-context bias in the first two years of the scheme; (ii) the ability of different sets of indicator species to capture the main ecological gradients of UK vegetation; and, (iii) species richness bias in returns relative to a professional survey. Survey rates have been promising (over 60% of squares released have been surveyed), although upland squares are under-represented. Ecological gradients present in an ordination of an independent, unbiased, national survey were well-represented by NPMS indicator species, although further filtering to an entry-level set of easily identifiable species degraded signal in an ordination axis representing succession and disturbance. Comparison with another professional survey indicated that different biases might be present at different levels of participation within the scheme. Understanding the strengths and limitations of the NPMS will guide development, increase trust in outputs, and direct efforts for maintaining volunteer interest, as well as providing a set of ideas for other countries to experiment with
