    Advancing the Right to Health Through Global Organizations: The Potential Role of a Framework Convention on Global Health

    Organizations, partnerships, and alliances form the building blocks of global governance. Global health organizations thus have the potential to play a formative role in determining the extent to which people are able to realize their right to health. This article examines how major global health organizations, such as WHO, the Global Fund to Fight AIDS, TB and Malaria, UNAIDS, and GAVI approach human rights concerns, including equality, accountability, and inclusive participation. We argue that organizational support for the right to health must transition from ad hoc and partial to permanent and comprehensive. Drawing on the literature and our knowledge of global health organizations, we offer good practices that point to ways in which such agencies can advance the right to health, covering nine areas: 1) participation and representation in governance processes; 2) leadership and organizational ethos; 3) internal policies; 4) norm-setting and promotion; 5) organizational leadership through advocacy and communication; 6) monitoring and accountability; 7) capacity building; 8) funding policies; and 9) partnerships and engagement. In each of these areas, we offer elements of a proposed Framework Convention on Global Health (FCGH), which would commit state parties to support these standards through their board membership and other interactions with these agencies. We also explain how the FCGH could incorporate these organizations into its overall financing framework, initiate a new forum where they collaborate with each other, as well as organizations in other regimes, to advance the right to health, and ensure sufficient funding for right to health capacity building. We urge major global health organizations to follow the leadership of the UN Secretary-General and UNAIDS to champion the FCGH. It is only through a rights-based approach, enshrined in a new Convention, that we can expect to achieve health for all in our lifetimes

    The use of a common location measure in the invariant coordinate selection and projection pursuit

    Invariant coordinate selection (ICS) and projection pursuit (PP) are two methods that can be used to detect clustering directions in multivariate data by optimizing criteria sensitive to non-normality. In particular, ICS finds clustering directions using a relative eigen-decomposition of two scatter matrices with different levels of robustness; PP is a one-dimensional variant of ICS. Each of the two scatter matrices includes an implicit or explicit choice of location. However, when different measures of location are used, ICS and PP can behave counter-intuitively. In this paper we explore this behavior in a variety of examples and propose a simple and natural solution: use the same measure of location for both scatter matrices

    Quantifying the Increase in Radiation Exposure Associated with SPECT/CT Compared to SPECT Alone for Routine Nuclear Medicine Examinations

    Purpose. We quantify the additional radiation exposure in terms of effective dose incurred by patients in the CT portion of SPECT/CT examinations. Methods. The effective dose from a variety of common nuclear medicine procedures is calculated and summarized. The extra exposure from the CT portion of the examination is summarized by examination and body part. Two hundred forty-eight scans from 221 patients are included in this study. The effective dose from the CT examination is also compared to average background radiation. Results. We found that the extra effective dose is not sufficient to cause deterministic effects. However, the stochastic effects may be significant, especially in patients undergoing numerous follow-up studies. The cumulative effect might increase the radiation exposure compared to patient management with SPECT alone. Conclusions. While the relative increase in radiation exposure associated with SPECT/CT is generally considered acceptable when compared with the benefits to the patient, physicians should make every effort to minimize this effect by using proper technical procedures and educating patients about the exposure they will receive

    The first polluted river? Repeated copper contamination of fluvial sediments associated with Late Neolithic human activity in southern Jordan

    The roots of pyrometallurgy are obscure. This paper explores one possible precursor, in the Faynan Orefield in southern Jordan. There, at approximately 7000 cal. BP, banks of a near-perennial meandering stream (today represented by complex overbank wetland and anthropogenic deposits) were contaminated repeatedly by copper emitted by human activities. Variations in the distribution of copper in this sequence are not readily explained in other ways, although the precise mechanism of contamination remains unclear. The degree of copper enhancement was up to an order of magnitude greater than that measured in Pleistocene fluvial and paludal sediments, in contemporary or slightly older Holocene stream and pond deposits, and in the adjacent modern wadi braidplain. Lead is less enhanced, more variable, and appears to have been less influenced by contemporaneous human activities at this location. Pyrometallurgy in this region may have appeared as a byproduct of the activity practised on the stream-bank in the Wadi Faynan ~7000 years ago

    We report Hall sensor measurements of the magnetic relaxation of Mn12_{12} acetate as a function of magnetic field applied along the easy axis of magnetization. Data taken at a series of closely-spaced temperatures between 0.24 K and 1.4 K provide strong new evidence for an abrupt ``first-order'' transition between thermally-assisted relaxation and magnetic decay via quantum tunneling.Comment: 4 pages, including 7 figure

    Crossover between Thermally Assisted and Pure Quantum Tunneling in Molecular Magnet Mn12-Acetate

    The crossover between thermally assisted and pure quantum tunneling has been studied in single crystals of high spin (S=10) uniaxial molecular magnet Mn12 using micro-Hall-effect magnetometry. Magnetic hysteresis and relaxation experiments have been used to investigate the energy levels that determine the magnetization reversal as a function of magnetic field and temperature. These experiments demonstrate that the crossover occurs in a narrow (0.1 K) or broad (1 K) temperature interval depending on the magnitude of the field transverse to the anisotropy axis.Comment: 5 pages, 4 figure

    Stochastic accumulation of feature information in perception and memory

    It is now well established that the time course of perceptual processing influences the first second or so of performance in a wide variety of cognitive tasks. Over the last20 years, there has been a shift from modeling the speed at which a display is processed, to modeling the speed at which different features of the display are perceived and formalizing how this perceptual information is used in decision making. The first of these models(Lamberts, 1995) was implemented to fit the time course of performance in a speeded perceptual categorization task and assumed a simple stochastic accumulation of feature information. Subsequently, similar approaches have been used to model performance in a range of cognitive tasks including identification, absolute identification, perceptual matching, recognition, visual search, and word processing, again assuming a simple stochastic accumulation of feature information from both the stimulus and representations held in memory. These models are typically fit to data from signal-to-respond experiments whereby the effects of stimulus exposure duration on performance are examined, but response times (RTs) and RT distributions have also been modeled. In this article, we review this approach and explore the insights it has provided about the interplay between perceptual processing, memory retrieval, and decision making in a variety of tasks. In so doing, we highlight how such approaches can continue to usefully contribute to our understanding of cognition

    Dual Navigation of Computerized Self-Administered Questionnaires and Organizational Records

    This research explored dual navigation between organizational records and a computerized self-administered questionnaire. Two alternative interface designs for on-line questionnaire presentation were investigated. The form-based version of the questionnaire was divided into sections by question topic and each section was displayed as a single web page. In the item-based version, each question item was displayed individually on the screen. The navigational data collected was used to examine how participants moved between the organizational records and the questionnaire items as they completed the computerized questionnaire. Along with the navigational data, responses from pre- and post- questionnaires were analyzed. There were no significant differences in terms of accuracy, completion time, and ratings given in the pre- and post- questionnaires. However, there were significantly different navigational patterns between the two groups. Respondents in the form-based group tended to answer questions in more of a non-linear sequence. Additionally, the item-based group had more organizational record to organizational record traversals while the form-based group had more questionnaire item to questionnaire item traversals.
